Functional Responsibilities
Under the direct supervision of the Programme Management Specialist, the Project Management Support - Analyst will perform the following functions:

Procurement and Workshop Planning and Processes
-
Act as the designated procurement and workshops focal person under the UN portfolio for UNEP-CCC programme.
-
Provide operational support to meet the business needs of the UNEP-CCC programme, by delivering an agreed set of project support services in the areas of Procurement, travel, administration and workshop management.

Review and prepare quarterly procurement and workshop plans in collaboration with UNEP-CCC technical personnel, ensuring alignment with the center needs.

Conduct procurement processes for contracts with firms in compliance with UNOPS rules and procedures from deciding on the procurement strategy to awarding the contract and finally contract management.

Support UNEP-CCC personnel in each workshop by creating checklists, market research, security clearance, coordination with local offices and partners as well as taking other operational support tasks .

Process travel requests and expense claims for project personnel and handle travel arrangements for meeting participants, if and where needed.

Coordinate DSA distribution for the workshop based on UNOPS guidance, roles and regulations.

Liaise with UNEP-CCC personnel to promote efficiency, transparency, and value for money in obtaining goods and services.

Assist in drafting Terms of Reference (TORs) for procurement processes.

Propose suitable procurement strategies for each request.

Evaluate proposals received, provide recommendations for contract awards, and negotiate with successful bidders (for Portfolio Manager’s approval), using e-sourcing ( UNOPS’s procurement platform) as well as offline tenderings if needed.

Monitor compliance of procurement activities with UNOPS regulations, policies, and strategies. Communicate relevant changes to the UNEP-CCC teams in a timely way and provide any support required with implementation.

Support in drafting contract documents and administer contracts and agreements, including processing amendments when required (for Portfolio Manager’s approval).

Work-Plan Development and Performance Monitoring

Assist in the design and formulation of programme work-plans, setting clear goals, targets, and performance standards of the specific areas of operations.

Identify and synthesize best practices and lessons learned related to procurement,workshops and project management.

Monitoring, tracking and reporting
-
Track all processes in the available tracking tools ensuring all relevant details are tracked and reported on quarterly bases.

Use the available google tools to enhance reporting and provide data to ease the decision making process.

Use the available data sets in oneUNOPS and oneUNOPS Reporting in the interest of the project to report and track all processes and data.

Capacity Building and Knowledge Sharing

Input and update accurate project data and information to support monitoring and evaluation activities.

Contribute to institutional knowledge sharing, ensuring lessons learned are documented and disseminated across teams.

Support the development of training materials and operational guidance to enhance the efficiency of project and operational staff.

Monitoring and Progress Controls

Comprehensive up-to-date documentation of project under his / her responsibility

The incumbent will participate in weekly team meeting calls to report on progress relevant to the team, share objectives for the following week, highlight milestones and identify areas of concern and collaboration;

The incumbent will define his/her own performance indicators responding to the priorities identified with his / her supervisor. These indicators will be assessed in accordance with performance management policy.
Education/Experience/Language requirements
a. Education
-
A first-level university degree (bachelor’s) preferably in Business Administration, Project Management, Procurement, Public Administration, Economics, Environment, Political Sciences, International Relations, Social Sciences, Development Studies or related fields is required.

A Master’s Degree or equivalent in related fields is an asset and may compensate for some years of experience.
b. Work Experience & Language Requirements

A minimum of 2 years of relevant work experience with a bachelor's degree is required.
-
Relevant professional working experience in project management, procurement, workshop and event management support is required.
-
Relevant experience at the national or international level in providing project management as well as procurement support services is desirable.

Knowledge in data analysis and usage of Google sheets, google documents, google data studio, BigQuery is desirable (Google Workspace). .
c. Languages
-
Fluency in oral and written English is required. Knowledge of any other UN language is an asset.
