Functional Responsibilities
The candidate will fulfil the following duties and responsibilities:
The Project Officer is responsible for ensuring the effective execution of the project by facilitating coordination among stakeholders, overseeing field operations, managing project deliverables, and supporting the design and implementation of irrigation modernization efforts.
1. Stakeholder & Project Coordination

Serve as the primary liaison between consultants, field teams, and project stakeholders to ensure seamless implementation.

Lead coordination meetings with FAO, field teams, consultants, and thematic experts to track progress and address challenges.
-
Ensure the efficient execution of all project components, including irrigation modernization, land consolidation, Farmer Field Schools (FFS), gender inclusion, monitoring and evaluation, and communication efforts.
2. Management of Field Operations

Supervise and coordinate the activities of Field Coordinators in Qena, Sohag, and Assiut.

Ensure timely coordination and facilitation of key field activities, including:
-
Collection of cropping pattern data, seasonal cycles, and irrigation design inputs.
-
Execution of topographical surveys and compilation of land use consolidation reports.
-
Monitoring and evaluation of FFS, Public-Private-Community Partnerships (PPCPs), and procurement processes.

Conduct regular field visits to ensure smooth on-the-ground implementation and address operational challenges.
3. Coordination of Experts, Consultants, & In-House Teams

Assist in the hiring and onboarding of consultants and experts, ensuring alignment with project objectives.

Supervise and coordinate the work of consultants, ensuring timely and high-quality deliverables.

Work closely with the in-house project team, overseeing activities related to:

Implementation and training for FFS.
-
Gender inclusion and women’s participation in project activities.
-
Land use consolidation efforts and governance mechanisms.
-
Communication, outreach, and stakeholder engagement.
-
4. Oversight of Modern Irrigation Design & Phase 2 Implementation
-
Coordinate the delivery of modern irrigation designs, ensuring compliance with FAO and UN-Habitat technical standards.

Oversee the implementation of topographical surveys, land use consolidation, and design of irrigation network and its implementation in phase 2.
-
Facilitate coordination between irrigation design experts, field teams, and project managers to support the transition to modernized irrigation systems.
-
Monitor and track implementation progress, ensuring adherence to timelines, milestones, and workplan targets.
5. Public-Private-Community Partnerships (PPCPs) & Procurement Management
-
Support the establishment and strengthening of PPCPs, fostering effective collaboration between farmers, private sector actors, and local authorities.

Oversee all procurement-related activities, ensuring compliance with FAO and UN-Habitat regulations.
-
Ensure that procurement processes, contractual agreements, and PPCP engagements align with overall project objectives.
6. Monitoring, Reporting & Compliance

Ensure systematic tracking of project deliverables and maintain real-time reporting on implementation progress.

Submit weekly and monthly reports, summarizing field coordination efforts, consultant progress, stakeholder engagement, and project milestones.

Identify risks, challenges, and bottlenecks in implementation and propose corrective measures where necessary.

Ensure that all project activities adhere to FAO, UN-Habitat, donor, and government compliance requirements.

Performs other duties as assigned.
Education/Experience/Language requirements
A first level university degree in Agriculture, Irrigation Engineering, Environmental Management, Development Studies, or related field is required
Experience:A Minimum of two 2 years of experience in project coordination, stakeholder engagement, and field operations is required. Expertise in agriculture, irrigation, land consolidation, and community development are required and a Proven ability to manage multi-stakeholder projects, including government agencies, private sector actors, and donors is desirable.
Language:Fluency in oral and written Arabic and English is required.
