Background


UNDP Bangladesh has been a strong companion of the Government of Bangladesh (GOB) since 1972 in a journey of growth and resilience of the country. UNDP continues to work with relevant institutions and strengthen the space for dialogues, inclusive participation and accountability towards a greener, more resilient, and tolerant society and economy. The strengthening Institutions, Policies and Services (SIPS) project of UNDP Bangladesh is designed to develop effective, accountable and inclusive institutions at all levels to promote peaceful, just and inclusive societies for Bangladesh’s sustainable development, enabling wider engagement of development partners and relevant stakeholders. The program aims to support the country in achieving SDG 16 by:

  • Strengthening public institutions that can contribute to fulfilling national and international commitments and provide better service delivery;
  • Creating a more enabling  policy environment that embeds the SDGs’ core principle of “leave no one behind”;
  •  Promoting new capabilities and leveraging technology and innovation for more effective and inclusive governance and public service delivery.

Moreover, it is built around three (3) outputs:

  • Output 1: Capacities of public institutions are strengthened to deliver on SDG 16 and SDG 5 
  • Output 2: Institutions of public oversight are more people-centric and effectively fulfil their mandates
  • Output 3: Enabling environment is strengthened to sustain SDG results and integrate SDGs into routine GoB operations and partnerships
     

Duties and Responsibilities

The Project Analyst – Communication and Reporting will report to Project Manager, SIPS. S/he will be responsible for planning and providing communication-related support for efficient and effective project execution. S/he will advocate and promote UNDP’s work in Bangladesh through the project and will also work closely with the UNDP programme cluster, communications team and relevant stakeholders.

The Project Analyst – Communication and Reporting will have the following duties and responsibilities:

Develop and Implement internal/external communication strategy for SIPS 

  • Plan and elaborate communications need assessments of the project 
  • Elaborate elements of the project communications and outreach strategy based on the corporate communications strategy and guidelines.
  • Define the target audience for the project
  • Define the key messages as part of the communications strategy
  • Identify the major communications tools for the project to disseminate the messages 
  • Position the project within the UN and beyond, so that internal and external stekholders are informed  

Increase the digital presence of SIPS Project 

  • Create digital content for SIPS and ensure the disseminations of the content through UNDP Bangladesh digital platforms like Website and various social media Archive the digital asssets like publications, photos, videos etc. 
  • Draft stories and blogs for the projects 
  • Work with third party vendors as and when necessary 
  • Coordinate with UNDP Country Office Communication Team on communications-related matters.

Contibute to the SIPS Project corporate advocacy and outreach efforts.

  • Develop advocacy, visibility, and promotional material necessary for the Project, according to expected activities and in compliance with UNDP guidelines and donor visibility policies and procedures;
  • Coordinate the translation/adaption/rewriting of information received, printing and dissemination of publications, as necessary;
  • Promote and disseminate corporate advocacy materials for launching flagship initiatives, publications, and campaigns;
  • Maintain relationships with partners and alliances to enhance visibility; liaise with advocacy partners and undertake outreach to civil society organizations, government, and other groups to ensure that newsworthy information reaches the public and donors, as delegated.
  • Respond to requests for information from donor, media, government and general public regarding the project and facilitate their access to relevant information sources.
  • Build partnerships, collaborate, and engage with the media to improve the project’s external communications and visibility, in accordance with its external communications and visibility strategy;
  • Maintain and regularly update the project repository/archive of all communications material, including photos, videos, and audio

Project’s reporting, documentation and publication.

  • Contribute to knowledge management efforts by organizing and maintaining key documents; ensure all knowledge products are captured, updated, readily available, and in the right order, as and when necessary;
  • Identify and synthesize best practices and lessons learned directly linked to project goals and activities; 
  • Draft, develop and support with the design of project documents for publication 
  • Conduct orientation/ training sessions on external communications and visibility to project team and partners.
  • Provide technical assistance in editing, reviewing, and finalizing donor reports, annual reports, and other project documents including for publication;
  • Undertake quarterly assessments and analysis to identify the project’s external communications and visibility priorities in close consultation with the Project Manager.
  • Any other responsibilities
    The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

  • Graphic design. Ability to communicate visually and create appealing UNDP graphic pruducts
  • Media Relations. Ability to develop media relations across all aspects of media work including relations with media and preparing media materials such as messages. 
     

Required Skills and Experience

Education:

  • Advanced university degree (master's degree or equivalent) in Mass Communications & Journalism or Media studies  or any other discipline from a recognized university is required, OR
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant at national or international level with development organizations,  donor, INGOs or GoB projects and expertise in  Communication, Knowledge Management and Donor Reporting. 
  • Expertise in creating and managing digital content across platforms, archiving visibility and advocacy materials, and collaborating with partners and communication teams. 
  • Strong working relations with media and running advocacy campaign, and story writing required.
  • Prior communication and knowledge management work experience with International Development Organizations/Development partner-funded project in developing and implementing communication strategies, ensuring alignment with corporate guidelines and donor visibility policies. 
  • Experience in  drafting/ writing content for press releases, policy briefs, website/ social media posts.
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required; 

Required languages:

  • Fluency in English and Bangla is required;
