1. Project Background
OPD is currently enhancing the AIIB+ - a digital platform to match making concessional resource providers such as donors, concessional investors and financiers with AIIB’s project pipeline needs. OPD is also enhancing its internal Partnership Portal 2.0 to serve as a knowledge repository hub listing OPD’s range of services, from pipeline exchange, Technical Assistance Pooling, AIIB+, donor information, events such as Finance in Commons and Annual Meetings to bilateral and multilateral partnership activities. Finally, OPD is also responsible for delivering concessional resources to the Bank’s sovereign pipeline.
2. Objectives of the Assignment
OPD is seeking a junior consultant to perform the primary responsibilities of supporting the digital solution development and operational plan; and secondary responsibility of packaging concessional resources for sovereign projects. This position is based in AIIB’s Headquarters in Beijing and requires regular office presence.
3. Scope of Services
Primary Responsibilities • Execute and co-ordinate with team mates the execution of the AIIB+ Operational Plan; • Support the continuous development of OPD’s digital solutions, particularly the AIIB+ and the Portal 2.0 by:- o Manage the user accounts of both solutions o Regular collate, analysis and update data on both solutions o Function as the Technical Support and Content Troubleshooting Focal Point, and work closely with AIIB’s Information Technology Dept to address user complaints by email o Co-ordinate, schedule and mobilise teammates to execute the Outreach / Marketing Plans of AIIB+ o Monitor and report the progress of the AIIB+ and its KPIs on a monthly basis; • Conduct research on relevant topics pertaining to the development of the digital solutions, such as comparison with competitor solutions.

Secondary Responsibilities • Provide co-operation and analytical support, including setting up meetings, preparing briefing notes on projects requiring concessional resources between OPD staff and relevant stakeholders internal and external including donors; • Initiate engagements with donors, in line or independently from the AIIB+ Operational Plan; • Track, monitor and report on the progress of the project pipeline requiring concessional resources (transaction tracker) • Conduct research on any thematic or sectoral topics such as clean energy, transportation, urban, water and other AIIB thematic priorities to support OPD’s engagements with donors / investors and I Os. • Conduct any other tasks assigned by the supervisor or Director-General.
4. Consultancy Output / Deliverables
OPD’s digital solutions, particularly the AIIB+ and the Portal 2.0:- o Increase and maintain the user accounts of both solutions o weekly collate, analyse and update data on both solutions o work closely with AIIB’s Information Technology Dept to address user complaints by email within stipulated timeframe o Co-ordinate, schedule and mobilise teammates to execute the Outreach / Marketing Plans of AIIB+ o Monitor and report the progress of the AIIB+ and its KPIs on a monthly basis Match-make funding with project pipeline / transaction tracker of OPD based on targets to be set by supervisor.

6. Support to the Consultant by the Bank

Qualification Requirement
• University degree (minimum an equivalent to a Bachelor) preferably in preferably in computer science, digital systems or related discipline • At least 3 or 4 years work experience, preferably with developer portal management experience and / por marketing of digital platforms • Good project management and stakeholder management skills • Experience working in multicultural teams with various technical and functional backgrounds would be an advantage. • Excellent communication and organisation skills, with ability to influence stakeholders and partners • Understanding of banking activities, digital platforms and operational processes is considered as an advantage. • Excellent knowledge of English with a good command of a second languages is an added advantage.
