Project background
The Government of Vanuatu, with support from the Global Green Growth Institute (GGGI) and funding from the New Zealand Ministry of Foreign Affairs and Trade (MFAT) and Department of Foreign Affairs Ireland (DFAI), is implementing the Low Emissions Climate Resilient Development (LECRD) program. Phase 2 of this program in Vanuatu aims to establish the regulatory framework for vehicle emission standards and fuel standards in Vanuatu. This includes developing Standard Operating Procedures (SOPs) for enforcing these standards, providing capacity-building, and technical assistance.
In August 2023, the Government of Vanuatu endorsed the Vehicle Emission Standards Policy Brief and the Fuel Standards Policy Brief, calling for the import of vehicles compliant with Euro 4 emission standards and fuels meeting Euro 5 standards. While regulations for Euro 5 fuel standards have been gazetted, further work is needed to implement vehicle emission standards effectively.
Objectives of the assignment
The main objective of this assignment is to develop comprehensive Standard Operating Procedures (SOPs) for regulating fuel standards in Vanuatu. The consultant will also facilitate consultations, conduct validation workshops, and provide training on these SOPs to relevant government officials and stakeholders. This work will contribute to the effective implementation and enforcement of the new standards, ultimately supporting Vanuatu's efforts to reduce greenhouse gas emissions and improve air quality.
Scope of work
The consultant is required to undertake the following tasks:
1. Work Plan
The consultant is required to devise a detailed workplan featuring a timeline that outlines their approach to accomplishing the objectives and deliverables of this assignment.
2. Stakeholder Consultation Report
Consult with key stakeholders about the development and implementation of Standard Operating Procedures for enforcing fuel standards at the Port of Entry in Vanuatu. This should include the identification of key capacity gaps and what training is needed to effectively implement the SOPs. Document all relevant views and opinions on the development and implementation of the SOPs, noting any gender differs in these views/opinions. Produce a consultation report setting out key information on the stakeholders consulted and the findings from the consultations.
3. Draft SOP
Develop draft SOPs for enforcing fuel standards at the Port of Entry in Vanuatu, where appropriate, incorporating, views and opinions gathered during the stakeholder consultation. This should cover testing, compliance, and enforcement procedures.
4. Procurement plan for basic Equipment
Develop a procurement plan which identifies all basic equipment that needs to be purchased to facilitate the regulation and SOPs, alongside an estimated cost of the equipment.
5. Validation Workshop Report
Facilitate a hybrid validation workshop in Vanuatu (that GGGI will organize) with key stakeholders to get feedback and validate the proposed SOPs and procurement plan. Draft a Validation Workshop report setting out the findings from the validation workshop.
6. Final Version of SOP
Produce a final version of the SOPs for enforcing fuel standards, incorporating findings from the validation workshop and other feedback received on the draft SOPs.
7. Materials for training and awareness raising
Develop training materials to be delivered online during one hybrid SOP training session and support the development of texts for materials to help raise awareness and knowledge about the new SOPs.
8. Report on SOP Training
Run one hybrid training session (organized by GGGI) on the SOPs developed, and support the drafting of a training report setting out information about trainees, what they learnt and feedback received from the trainees, disaggregated by gender and other key demographics.
Deliverables and Payment schedule
Total payments, including fees, expenses, VAT and other taxes and any other payment, to the Individual Consultant under this Contract shall not exceed the Maximum Amount. Notwithstanding any other provisions of this Contract (including its Annexes), no other additional payments will be provided by GGGI and all the expenses for local travel, airfare, lodging, fooding, accommodation, communication, events/workshops shall be covered by the above-mentioned amount.

All reports should be submitted in English, in both hard copy and electronic format compatible with Microsoft Office applications. Final versions of all deliverables must be approved by GGGI and relevant government stakeholders. The consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.
All relevant technical papers, reports, and other documents prepared or used from the start to the end of the assignment shall be recorded in a GGGI log template and presented to GGGI in a zip file at the end of the assignment.
Expertise required
Qualifications and skills:
- Master's degree in Environmental Science, Engineering, Public Policy, Petroleum Engineering or a related field
- Excellent written and verbal communication skills in English
General professional experience:
- At least 8 years of working experience in petroleum products-related policy, standards development, or related fields
Specific professional experience:
- Experience in developing SOPs for fuel standards or regulations
- Demonstrated experience in conducting stakeholder consultations and training sessions
- Proven familiarity with vehicle emission standards and fuel quality standards
Skills and knowledge:
- Strong understanding of fuel standard policy implementation, preferably with experience in developing countries
- Experience working in the Pacific region preferred
- Proficiency in Microsoft Office suite
