BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The objective of a country-level Logistics Cluster is to ensure that timely, coherent and effective logistics support to humanitarian aid/relief operations is possible (within funding and security constraints). WFP as lead agency of the Logistics Cluster is accountable to work in partnership with humanitarian stakeholders to deliver a strategic response, based on operational gaps (as per the IASC Guidelines on Cluster Coordination at Country Level). Within each country-level Logistics Cluster Lead Agency is a Logistics Cluster Coordinator (as per the IASC Generic Terms of Reference for Sector Leads at Country Level), who is responsible to lead and facilitate this process. Based on the needs identified and expressed by the humanitarian community, the Cluster will assume a coordination and information management role, while attempting to facilitate common services where required to maximize the use of available resources in-country, provide support and advocacy surrounding customs clearance and government liaison, and establish a more coordinated and cost-effective operational approach.

Job Purpose:

To facilitate the management of Logistics Cluster common service provision through; managing daily operations, collect, analyze and report on information, and cooperating with implementing partners to maximize efficiency of the logistics operations and activities. 

The logistics Officer SC8 position is based in Al Arish in support to the Gaza operation, he/she works under the direct supervision of the Logistics Cluster’s Egypt Corridor Manager.

ACCOUNTABILITIES/RESPONSIBILITIES:

Within the assigned unit and delegated authority, the Logistics Associate will be responsible for the following duties:

  • Supervise directly a team of two Logistics Associates based in Al Arish.

  • Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorized partners and destinations.

  • Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery. If required, the position will work to accomplish this in coordination with WFP’s internal Humanitarian-Military Interaction regional function for an effective convoy movement.

  • Ensure coordination and information sharing for all incoming cargo with all relevant stakeholders.

  • Recognize and assess the sensitivity of information obtained: respect the confidential nature of sources and information where relevant.

  • Identify, resolve and/or provide recommendations on specialized queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with excellent client service mind-set.

  • Analyse operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that supply chain requirements are taken into consideration.

  • Supervise the organization and planning of convoy of trucks in coordination with Egyptian Red Crescent (ERC), UN agencies, customs officers, and all relevant stakeholders from and to the border.

  • Supervise the loading and offloading of commodities and ensure proper documentation is in place.

  • Supervise the reception of trucks in coordination with Egyptian Red Crescent (ERC), UN agencies, customs officers, and all relevant stakeholders from and to the border.  

  • Verifies that all written material translated by commercial services are accurate in meaning and in format.

  • Manage logistics vendors’ contracting activities including performance monitoring and measurement.

  • Oversee asset management and supervise Physical Inventories (PI) on a regular basis.

  • Monitor inventory management processes to track trends and account for the inventory status from source to beneficiary.

  • Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery. If required, the position will work to accomplish this in coordination with WFP’s internal Humanitarian-Military Interaction regional function for an effective convoy movement.

  • Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities.

  • Support logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies.

  • Support gathering market intelligence, vendor assessments (e.g. transporters, retailers) to support vendor selection process.

  • Manage documentation processing for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to resolve operational issues escalating complex issues to the supervisor.

  • Perform research, collect data and conduct analysis, produce reports (e.g. physical inventory, transport performance) and ensure information accuracy in corporate systems to enable informed decision-making.

  • Support logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies.

  • Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food and non-food assistance to beneficiaries.

  • Perform other functions as may be assigned by the supervisor.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or another related field.

Experience Knowledge & Skills:

  • Minimum 5 years of experience in Logistics and supply chain.

  • At least one year of professional supervisory experience in logistics.

  • Experience coordinating service providers’ contract execution.

  • Experience arranging supplier deliveries and the discharge of WFP vessels (rail, air, or sea).

  • Experience in evaluating offers and writing proposals.

  • Experience in report writing.

Languages:

Fluency (level C) in English language and Arabic.
