Job Description

Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and is committed to the principle that humane and orderly migration benefits migrants and society. IOM is part of the United Nations system, as a related organization. IOM supports migrants across the world, developing effective responses to the shifting dynamics of migration and, as such, is a key source of advice on migration policy and practice. 
IOM works with various actors on a broad range of activities, including humanitarian assistance, health, labour migration and counter-trafficking. IOM’s interaction with the private and public sector is multifaceted. IOM Germany holds the role of Country Office for Partnerships and Advocacy (COPA). Areas of work include protection, labour mobility and social inclusion, return and reintegration, resettlement and humanitarian admission, family reunification, crisis response, resource mobilization and psychosocial support.
The Berlin office is also the liaison office to the German government for international cooperation and IOM projects around the globe in the fields of humanitarian aid, crisis prevention, stabilization, peacebuilding and development. 
Under the overall supervision of the Chief of Mission and direct supervision of the National Liaison Officer, the National Parliamentarian Engagement Officer will support the planning and implementation of activities with parliamentarian stakeholders in Germany. In this capacity, the incumbent will assist in fundraising efforts, promoting IOM’s mandate, and helping to safeguard migrant rights.

Responsibilities

  • Support the roll-out and implementation of the Bundestag Engagement Strategy in Germany through targeted outreach and stewardship of parliamentarian stakeholders.
  • Assist the Liaison Officer in developing resource mobilizing strategies and mechanisms for programmes and projects, in coordination with the relevant HQ Departments, Regional Offices and Country Offices, and in line with IOM strategy and priorities. Assist in fundraising activities.
  • Conduct ongoing mapping of prospects of parliamentarian engagement and identify opportunities to scale up existing partnerships in Germany. Assist in implementing outreach plans for new partnerships.
  • Collect, analyze and present information on parliamentarian priorities and trends to the National Liaison Officer as well as to the Chief of Mission.
  • Coordinate administrative project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
  • Organize meetings and events, workshops and training sessions, including preparing materials in coordination with other relevant internal entities.
  • Participate in conferences, meetings, and workshops with national and international partners in close coordination with the National Liaison Officer. 
  • Assist in building, documenting, and sharing best practices across thematic and priority areas to further inform and enhance parliamentarian engagement.
  • Support the monitoring and reporting of progress made against key performance indicators (KPIs) for parliamentarian engagement. 
  • Support the Unit in compiling data and drafting reports for internal and external stakeholders.
  • Perform other duties as assigned, including general administrative support to parliamentarian engagement activities.

Qualifications

Education
  • Master’s degree in Political or Social Science, Migration Studies, International Relations, Development Studies, Human Rights, Law or related fields from an accredited academic institution ; or,
  • Bachelor’s degree in Political or Social Sciences, Migration Studies, International Relations, Development Studies, Human Rights, Law or related fields from an accredited academic institution with  two years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Work experience in engaging and liaising with partners and donors, including the German national parliament (Bundestag) is required;
  • Work experience in a similar function and/or with national, regional or international public bodies is an asset;
  • Experience organizing events and meetings;
  • Work experience in fundraising is considered an advantage.
Skills
  • Strong communication and organizational skills and confidence to engage with high-level stakeholders;
  • Excellent writing, drafting, editing and reporting skills in German and English; ability to present the Organization and diverse operations in an appealing and concise manner;
  • Demonstrated experience and knowledge of the German national parliament (Bundestag). Knowledge of other German institutions is considered an advantage;
  • Full adherence to IOM’s values and core competencies including integrity, and; 
  • Demonstrated proficiency with MS Office applications, including Word, Excel, and PowerPoint is required.
Languages
 
For all applicants, fluency in English and German is required (oral and written). 
Knowledge of any other official IOM language (Spanish, French) would be an advantage.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
