Project Context and Scope

 

IOM Country Office for Coordination Function in Central Asia has been implementing the regional Labour Migration Project that aims to support the efforts of the Central Asian countries to enahce labour migration governance to better respond to the rapidly changing dynamics of labour migration and promote regular patways for labour migrants by leveraging the impacts of migration in countries of origin and destination. 

 

The LM Project, launched in 2022 with support of the Swiss Agency for Development and Cooperation (SDC) has been supporting initiatives to enhance evidence-based governance of labour mobility in Central Asia, targeting both migrants and employers, and involving countries of origin such as Kyrgyzstan, Tajikistan, and Uzbekistan. Various approaches, including regional and national coordination mechanisms on labour migration governance, policy dialogue, capacity building, and research, are applied to implement activities of the project during the cucrent phase. The LM Project currently is at its third year of implementation, focusing on strengthening regional and country coordination mechanisms, and promoting regular pathways through capacity development and research on ethical recruitment, migration diversification and financial inclusion, and support to related policy development, policy reform and dialogue. Partnership with recruitment agencies promoting ethical recruitment and international standards and advocating for private sector engagement in labour migration governance and protection of migrants rights are the strong emphasis of the project interventions up intil the current phase.

Under direct supervision of the Regional Project Manager and in close coordination with the national Project Coordinators, a M&E consultant will perform below defined duties in line with the organizational M&E guides and the project M&E plans. While performing the duties, the consultant will provide necessary guidance and capacity building support to the project team as needed. More specifically, the M&E consultant will perform the following specific tasks:

  1. Identify and document the best practices that are emerging from the implementation of the project Phase 1. 
  2. Assess the project M&E in house capacity, define the gap and organize capacity building interventions with technical guidance and support of the regional M&E (Regional Office for ECA)
  3. Evaluate the overall progress of the achievement of the results, assess the effects and impact of the project so far, and provide feedback and recommendations to the project.

Responsibilities

Tasks to be performed under this contract

 
  1. First deliverable – Submission to IOM a detailed work plan to achieve the tasks described under section 5. First installment payment – 31 May
  2. Second & final deliverable – Submission to IOM’s satisfaction the following specific deliverables (i) Documentation of the best practices; and (ii) Document containing feedback and recommendations to the project MEAL M&E Accountability and Learning. Final payment within two weeks following the completion of the expected deliverables to the full satisfaction of the IOM. Final payment – 10 July.
 
Performance indicators for the evaluation of results
 
  • Consult with the IOM project team on appropriate and agreed approaches to the specified tasks before their completion;
  • The quality of and the timely completion of deliverables; 
  • Feedback from the IOM Project Management Team, Thematic Specialist and counterparts; 
  • Compliance with IOM House style Guidelines.;
  • Compliance with IOM Data Protection Principles.

Qualifications

Education
  • University degree / Diploma in Humanitarian, Political or Social Science, Data Management, Statistics, or a related field from an accredited academic institution with three years of relevant experience or High School Diploma in the above fields with five years of relevant working experience
Experience
  • At least 3 years of proven experience preferably in  educate the civil servants; 
  • Knowledge and understanding of the relationship between migration and development;
  • Experience in statistical tools, reporting, liaising with government authorities advantageous; preferably within the international humanitarian field. 
  • Advanced experience in trainings, lectures;

Experience in working with international organizations and UN agencies, an advantage

Skills
  • Strong analytical, writing and communication skills particularly in the field of training, workshops, lectures, presentations;
  • Good knowledge of the migration & development concept;
  • Familiarity with IOM’s mandate
Languages
  • Good command of oral and written in Russian. Kazakh is an advantage
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
