About the job:
Under the supervision of the Protection Manager, the Protection Officer – PCM Supervisor will oversee and implement general protection case management activities in line with international standards, best practices, and DRC’s Protection Case Management SOPs and guidelines. S/he will supervise the implementation of general protection case management activities carried out by the PCM case workers based in Sheraro and Maitsebri. The Officer will manage individual protection cases with technical support from the Protection Case Management Specialists and in close coordination with the Protection Manager. Furthermore, the Officer will be responsible for developing and strengthening relationships with other agencies, local governance structures, and partners in both locations.
Your main duties and responsibilities will be:
- Implement assigned general protection case management activities in line with international standards, best practices and DRC protection monitoring guidelines.
- Support case workers during case identification, assessment, planning, intervention and follow-up for professional case management processes in support of vulnerable beneficiaries.
- Lead the case conferences/ technical review of cases, team meetings, training, and workshops;
- S/he will work with caseworkers or case management assistants, community structures, and other partner organization representatives and will have a frequent contact with the beneficiary community.
- Responsible to establish standard integrated, safe and conducive space to deal with the beneficiaries in socially and culturally relevance manner.
- S/he will be reporting to the protection manager and will be collecting reports from the case management assistants at both locations.
- The role holder is responsible to identify, and respond to the needs of the direct beneficiaries, coordinate and collaborate with fellow (equivalent) staffs, other agencies including government bodies working in the areas.
- In collaboration with the protection specialist, S/he will be responsible to assess the outputs, outcomes and impact of the case management activities.
- Representing DRC protection in the different protection technical working meeting, cluster, and other technical working group meeting as necessary.
- Facilitate/follow-up case management activities in collaboration with field base protection case management case workers
- In collaboration with case management specialists, S/he will be responsible to Oversee the implementation, monitoring and tracking of work plans and budget related to general protection case management activities.
- It also requires the post holder to conduct referrals of beneficiaries to different services providers, track the referral statues and recommend case closure based on the level of improvement of individual beneficiaries.
- Integrate case management activities and information with protection monitoring activities in the provision of individualized protection responses.
- Maintain good relationships with other stakeholders to collect daily information on fresh displacements and other protection concerns in the area.
- Monitor protection trends, needs in DRC’s areas of intervention, and recommend activities and responses for DRC’s and other agencies.
- Ensure ethical and statistically sound data collection, analysis and protection reports procedures.
- Analyse disaggregated protection related data as a means to inform programming and response activities.
- Regularly monitor the project’s protection activities and provide feedback for ensuring activities are responsive, and contextually and culturally appropriate.
- Assisting in developing and conducting assessments, mid-term and end of project reports and evaluations.
- Ensure DRC’s accountability commitments are mainstreamed into all protection activities.
- Support in the development of daily, weekly and monthly reports.
- Ensure proper documentation of all project activities including means of verification, assessments and case studies.
- Carry out any additional protection activities as assigned from the protection case management specialist and protection manger;
Reporting and administrative responsibilities
- Ensure the maintenance and regular update of case management database and other relevant trackers;
- Responsible for entering client data on the DRC Case Management IM system or excel forms (as appropriate) in a timely manner
- Ensure all necessary materials for case managements are procured in timely and quality manner
About you:
Experience and technical competencies: (include years of experience)
- Minimum of 2 years’ experience in PCM/CP/GBV case management supervision;
- Experience in in the project locations is strongly preferred;
- Experience in direct implementation of protection case management activities
- Proven record of community engagement and consultation, such as assessments, trainings, workshops, or awareness sessions
- Technical understanding of core protection concepts, PCM prevention and response strategies in line with best practices and ethical data collection and data protection protocols;
- Experience in identifying and responding to needs of particular vulnerable individuals of people of concern based on protection risks, age, gender, and diversity analysis, and/ or other criteria;
- Strong planning, organizational, analytical and problem-solving skills with the ability to work both independently and within a team;
- Integrity, strong work ethic, and ability to consistently meet deadlines under pressure;
- Commitment to learning and implementing organizational policies and procedures;
- Full proficiency in Microsoft Office, including Word and Excel; proficiency in Kobo and other data collection/analysis tools desirable
EDUCATION: (include certificates, licenses, etc.)
- University degree in social work, social science, law or other relevant field from a recognized institution
LANGUAGE: (indicate fluency level)
- Good proficiency in written and spoken English, Amharic and Tigrinya
