About the job

The WASH Team Leader is responsible for the overall technical leadership and management of all Water, Sanitation, and Hygiene (WASH) activities within DRC’s Manyo intervention. This includes the design, implementation, monitoring, and evaluation of high-quality WASH programs that meet the needs of vulnerable communities. The Team Leader will provide technical guidance to WASH staff, build strong partnerships with local authorities and other stakeholders, and ensure program quality and compliance with donor regulations. Your main duties and responsibilities will be:

Key Responsibilities

  • Program Planning and Development:
    • Participate in the development and implementation of annual and long-term WASH program plans.
    • Conduct needs assessments and participate in providing input into project proposals to secure funding.
    • Ensure program activities are aligned with organizational strategies and donor requirements.
    • Develop/review structural designs and BOQs in conformity with national cluster and sphere standards while maintaining donor requirements.
  • Technical Leadership:
    • Provide technical leadership and oversight for all WASH program activities, including water supply, sanitation, hygiene promotion, and emergency WASH.
    • Ensure the technical quality and appropriateness of WASH interventions, adhering to international best practices and standards.
    • Prepare/review technical drawings and BoQs for WASH facilities to ensure that installation and operations conform to the set technical standards.
    • Develop and maintain strong relationships with relevant technical experts and institutions.
    • Stay abreast of the latest advancements and innovations in the WASH sector.
    • Promote and share ideas for technical improvement in consultation with WASH Program manager.
  • Program Management:
    • Lead the development, implementation, and monitoring of annual work plans and budgets for WASH programs.
    • Oversee the procurement and distribution of WASH supplies and equipment.
    • Ensure timely and accurate reporting on program progress and achievements.
    • Manage the WASH budget effectively and ensure compliance with donor regulations.
  • Team Management:
    • Supervise and mentor WASH staff, including WATSAN Officer, Hygiene Promoters, and other relevant personnel.
    • Build and maintain a high-performing and motivated WASH team.
    • Conduct regular performance reviews and provide constructive feedback to staff.
  • Stakeholder Engagement:
    • Build and maintain strong partnerships with local authorities, communities, NGOs, and other stakeholders.
    • Represent DRC at relevant WASH forums and meetings.
    • Advocate for improved WASH services and access for vulnerable populations.
  • Monitoring and Evaluation:
    • Develop and implement robust monitoring and evaluation systems to track program progress and impact.
    • Conduct regular data quality assessments and ensure data integrity.
    • Analyze program data to identify challenges and inform program adjustments.
  • Emergency Response:
    • Lead the WASH response to emergencies, such as natural disasters and outbreaks.
    • Ensure the timely provision of life-saving WASH services to affected populations.
    • Coordinate WASH activities with other emergency response actors.
  • Accountability to affected populations (AAP):
    • Make recommendations to line manager on improvement of assessment and response relevancy, efficiency, appropriateness, timeliness, and accountability, in general and in to inform future program designs.
    • Ensure that recommendations are implemented, ensuring continuous improvement of responses and operations.
    • Ensure, wherever possible and appropriate, that all age and gender groups within the affected population can participate fully in project design and implementation.

Required

  • At least 3 years of experience in integrated WASH program management, with a strong focus on water supply, sanitation hygiene promotion.
  • Bachelor's degree in Civil Engineering, Water Resources Management, Public Health, or a related field. Master's degree preferred.
  • Proven experience in managing and mentoring teams.
  • Strong technical expertise in WASH interventions, including water supply, sanitation, and hygiene promotion.
  • Experience in emergency WASH response is highly desirable.
  • Excellent written and verbal communication skills in English.
  • Proficiency in Microsoft Office Suite, data analysis software, Archi-CAD, Auto-CAD and water modelling Software.
  • Experience working with international donors and NGOs.
  • Commitment to humanitarian principles and a strong understanding of gender equality and inclusion.

Desirable Skills:

•            Experience of working in difficult and fragile contexts.

•            Experience in proposal writing and fundraising.

•            Knowledge of local languages.

•            Experience in using GIS and other relevant software.

•            Experience in Microsoft Office Suite, data analysis software, Archi-CAD, Auto-CAD and water modelling Software.
