Context:

Situated within the Department of Data, Insight and Policy (DDIP), the Migration and Displacement Data and Research Analytics Division delivers on enhanced and refined analysis of migration and displacement dynamics at the global level, leveraging high-quality IOM assets, such as the World Migration Report (WMR), displacement data analysis, strategic foresight and anticipatory action modelling, utilising internal IOM expertise as well as key partnerships with external experts from across sectors. 

The internal-facing outputs will inform Senior Leadership Team briefing and decision-making on the implementation of the Strategic Priorities as well as the Office of Strategy and Organizational Performance (OSP) organizational/positioning analysis, while the external-facing outputs will be used to reinforce IOM’s standing as a global leader on migration analysis in a highly uncertain world. 

Under the direct supervision of the Director of DDIP, the Chief, Migration and Displacement Data and Research Analytics Division will work closely with Displacement Tracking Matric operations in the Department of Humanitarian response and Recovery (DHRR) as well as support Regional Offices, including Deputy Regional Directors for  Operations and Regional Data Hubs on data and research analysis and capacity building.

Responsibilities

Core Functions / Responsibilities:

  1. Lead the planning and implementation of Migration and Displacement Data and Research Analytics activities and manage the Division’s human and financial resources.
  2. Provide expert advice to the Senior Leadership Team (SLT), Departments and Regional and Country Offices on migration and displacement data and research global analytics as well as support regional and national efforts.
  3. Provide expert advice to leverage IOM’s role as a key contributor in the international community’s efforts to broaden and strengthen the evidence base on migration and displacement data at the global level.
  4. Provide expert guidance on migration and displacement analytics, methods, and outputs for global leverage, in coordination with DRDOs and RDHs, to ensure a coherent approach and strengthening of data, research, and analysis to inform project design and development.
  5. Supervise global analytical efforts leveraging advanced data science and drawing on key internal and external data sources to ensure high quality, robust, cutting-edge analytical outputs, reinforcing IOM’s position as the pre-eminent source of migration and displacement data and analysis worldwide, 
  6.  Ensure close collaboration between the Division and the Department of Humanitarian Response and Recovery, toward comprehensive analysis that supports and contributes to the Organization´s long-term goals and strategic thinking. 
  7. Supervise the delivery of the Migration Research and Analysis Insight Briefs on priority topics of relevance to the SLT as well as senior managers across the Organization, including as part of the LT's TDY briefings (e.g. geopolitical snapshots, and labour market snapshots) 
  8. Lead, manage and deliver migration research outputs for external audiences, including via IOM publications and other publishing outlets, including the delivery of written outputs as well as presentations to research conferences and other events.
  9. Represent the Organization and support the coordination of IOM expertise in migration and displacement data and research, and related advocacy in the context of relevant academic and policy data and research events, as well as in related United Nations fora.
  10. Lead and support resource mobilization efforts across the range of the Division’s projects, including Strategic Foresight, Preparedness Dashboard, Missing Migrants, Migration Data Portal, and other relevant project-based initiatives.
  11. Perform other duties as may be assigned.

 

Qualifications

Required Qualifications and Experience

Education:

  • Master's Degree in Political Science, International Relations, Social Sciences or a related field from an accredited academic institution with ten years of relevant experience; or,
  • University degree in the above with twelve years of relevant professional experience. 

Accredited Universities are those listed in the UNESCO World Higher Education Database.

 

Experience:

  • At least ten years of professional experience in the migration field, with a proven track record of leading and managing highly technical migration and displacement data and research teams in diverse contexts, including academia, policy, UN and/or think tanks. This experience must involve:
  • Experience in project development with data/research components, fundraising, collaboration with other international organizations and network/partnership building;
  • Expertise in international and internal migration and displacement, and in migration policy and the linkages with development strategies;
  • Experience in presenting analytical outputs to governmental, academic and diplomatic authorities as well as with international institutions, and the private sector; and,
  • A substantive body of published work on migration and displacement data and research contributions across general, policy and scholarly spheres. 

Skills:

  • Demonstrated capacity to clearly communicate complex issues to a range of audiences;
  • Demonstrated ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds; and,
  • Proven ability to deliver quality to set deadlines.

Languages:

IOM’s official languages are English, French, and Spanish. 

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
