SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST

 

The Executive Directorate for Technology and Innovation (EDTI) oversees the development of the critical technological infrastructure of INTERPOL.  The role of the Information Systems and Technology Directorate (IS) is to develop and implement the Organization’s IT strategy by acquiring and supporting IT products and services, deploying IT products and services to internal and external users including member countries, and ensuring the appropriate security of the Organization’s data and information.

The IT Customer Services (ICS) Sub-Directorate is responsible for the full end-to-end Customer Care process.  Fully aligned with INTERPOL Strategic Framework, the ICS role is to promote and develop the use of INTERPOL Products, Tools and Services provided through the INTERPOL Secure Cloud in our Member Countries (MCs) and by regional and international Organizations. It is also responsible for managing the unified internal and external user support systems.

The Regional Technical Officer based within Regional Bureau (RB) or other Duty Station reports to the Head of Department “Services” within ICS.

The incumbent is responsible for RB Information Technology (IT), I-24/7 support, maintenance & logistics, security, support to police activities, operation and maintenance of IT systems, communications and technical equipment at RB and in the region, together with user support for the RB and the INTERPOL National Central Bureaus (NCBs) in the region and any other location in the world upon request.

On the second line the incumbent is an active actor of the promotion, deployment and development of the use of INTERPOL Products, Tools and Services within his/her MCs and regional and international Organizations under the coordination of the IT Coordinator for the respective regional desk.  He/She functionally reports to the IT Coordinator for this specific role.

He/she works closely with other Directorates in particular with Global Outreach & Regional Support (GORS) and Operational Support and Analysis (OSA) Directorates and all its Sub-Directorates with the objective to develop the expansions of the access to INTERPOL Services beyond NCBs.

 

PRINCIPAL DUTIES AND ACTIVITIES/PRINCIPALES MISSIONS ET ACTIVITÉS

 

DUTY 1: Ensure the technical support to guarantee the access to the INTERPOL Secure Cloud through the INTERPOL Regional Infrastructure

  • Perform any technical tasks related to the daily support of the RB activities; availability of IT equipment and services for RB staff, technical RB infrastructure (Local Area Network, telephone system, internet lines, wireless...), mobility in close liaison with IPSG technical teams.
  • Monitor global activities.
  • Supervise operation maintenance in co-operation with local technical staff, contractors and operators and provides support to General Services and Security.
  • Ensure activities related to requests from other Directorates regarding training sessions with RB or within region, conferences, INTERPOL response Team (IRT)/INTERPOL Major Events Support Team (IMEST) or assistance to MCs.

 

DUTY 2: Assist MCs of their region in expanding the access to INTERPOL products, tools and services beyond NCBs and provide technical assistance

  • Harmonize their method of work and ensure coherence and synergy with other Regional Technical Officers and IT Coordinators.
  • Answer and provide guidance to MCs’ requests and needs in the view of promoting, encouraging and implementing expansions of the access to INTERPOL Products, Tools and Services beyond NCBs to Law Enforcement Agencies (Customs, Immigration, etc.).
  • Centralize user needs and user feedback on the system through diverse methods including organizing advisory group meetings and needs assessment visits.
  • Be able to present and articulate MCs’ requirements to INTERPOL “Certified partners” in the view of deployment of INTERPOL Products, Tools and services in MCs.
  • Follow-up suppliers’ delivery, compliance of corresponding contracts to users’ requirements, measure their performance in terms of ability to deliver and maintain, quality of commissioning (delivery, installation, testing) according to initial design objectives or specifications.
  • Review functional solutions used by MCs and propose improvements when necessary and applicable.
  • Endorse the “take over” of INTERPOL products after they have been completed, released and proper validated by other INTERPOL entities and sell them appropriately and adequately to MCs, providing up to date technical documentation and users’ guide.
  • Be involved in the technical activities related to externally funded projects in his/her region.
  • Support police services for workshops, training, Field Exercises and Operations.
  • Deliver presentations to technical and non-technical audiences with a view to promote the Organization and its new services.
  • Provide advice on INTERPOL Products to meet local challenges

 

DUTY 3: Monitor NCBs global activities regarding INTERPOL Products, Tools and Services

  • As technical officer in charge of MCs, proactively monitor, with INTERPOL General Secretariat IT Global support assistance, the use of systems and network to guarantee the best technical functioning and optimum 24/7 operation by NCBs and MCs of the INTERPOL Products, Tools and Services.

 

Duty 4 : Perform any other duties as required by the hierarchy.

 

QUALIFICATIONS, COMPETENCIES AND SKILLS/QUALIFICATIONS, COMPÉTENCES ET APTITUDES

Education and qualification required:

  • 3 to 4 years’ completed education at University or equivalent in engineering, general information technology, Telecommunications, computer science, databases and project management (Master’s degree would be an asset).

 

Experience required:

  • At least 3 years within Information Systems unit or dealing with IT Users’ requirements.

Abilities required:

Computer knowledge:

  • General information technology and microcomputer knowledge.
  • Knowledge and experience in the areas mentioned in the job description and in the business requirement analysis.
  • Knowledge of IT infrastructure, industry standards and practices concerning networking, business process, encryption, messaging, web protocols, operating systems, authentication, micro-computer environment and peripherals (printer, scanner, etc.), Local Area Network, Ethernet/IP and internet technologies and main protocols, Operating systems (Windows, UNIX, LINUX, etc.), telephony, ToIP, VoiP, Internet Services Providers, etc.
  • Knowledge in security technology will be a plus.

 

Managerial competencies :

  • Thoroughness, sense of initiative, sense of diplomacy, sense of details.
  • Good leadership and negotiation skills, energy, tenacity.
  • Strong communication and analytical skills with experience of working in an international multicultural environment.
  • Analytical and deductive approach.
  • Ability to work independently and under pressure.

Languages/langues:

  • Fluency in French and in English for West Africa (Abidjan)
  • Proficiency in another language of the Organization (Arabic or Spanish) would be an additional asset.
  • Strong communication skills, both in written and oral form (public speaking and delivery of presentations or trainings).
