DRC Algeria, Libya and Tunisia (ALT) is seeking an experienced and forward thinking Economic Recovery Manager who will provide high-quality strategic guidance, capacity strengthening, and technical leadership to DRC ALT’s Economic Recovery portfolio, across three sub-sectors (food security, financial inclusion, and decent livelihoods) and who will promote and reinforce DRC ALT’s leadership and expertise in building self-reliance and resilience for conflict-, climate-, and displacement-affected populations in different contexts. The Manager will be based in the coordination office in Tunis and will support field teams across the three countries.
This position will provide overall technical leadership to all aspects of DRC’s economic recovery programming in ALT, develop and fundraise for new projects to increase the Economic recovery’s portfolio, while serving as a strong representative for DRC in relevant external forums. This position will also manage the team in charge of the Danish Arab Partnership Programme that supports youth employment in Tunisia with the support of three local partners. Another specific focus for the Economic Recovery Manager will be related to the use of Market Systems Approaches (MSA), Cash and Voucher Assistance (CVA) in support of developing DRC’s portfolio of modern, decent and sustainable livelihoods programs, along with climate adaptation programming.
The Economic Recovery Manager will also support the development of integrated programming across DRC’s core sectors of intervention (including Protection and Humanitarian Disarmament & Peacebuilding (HDP)).
The Economic Recovery Coordinator reports to the Head of Program and works in close collaboration with the CO Coordinators within the Technical Team and Area Managers, including across DRC’s core sectors, such as Protection and HDP.
Your main duties and responsibilities will be:
Programme Strategy & Program Development:

Lead the design and refinement of DRC’s Economic Recovery portfolio in ALT across the three programmatic platforms: Responding to Emergency, Solutions to Displacement and Addressing Root Causes. This includes further defining DRC’s strategic niche in building the self-reliance of conflict- and displacement-affected populations in fragile contexts through advanced and integrated food security, decent livelihoods and financial inclusion interventions,

Design and develop the Economic Recovery strategy for ALT, in coordination with relevant stakeholders

Provide technical design and review of relevant proposals, concept notes, frameworks and reports in coordination with PDQM, HoP and teams,
-
Proactively engage in bilateral coordination with local and international NGOs as well as with international public organizations and private sector actors to refine, expand and strengthen DRC’s referral and information assistance and partner networks whilst seeking new partnerships for innovative economic recovery programming,

Foster strategic private sector engagement, and maintain those strategic relationships with high quality engagement supporting existing and new programming with focus around entrepreneurship, green agriculture, and other,

Oversight and monitoring of overall sector budget, in coordination with PMs and Area Managers or Base Managers, monitoring for timely sector-level expenditure, and initiate corrective action, including internal and donor budget realignments,

Collaborate with other sector leads (e.g. Protection, Humanitarian Disarmament and Peacebuilding, etc.) at country level to explore options for integrated programming.

Liaise with Regional and Global Economic Recovery Team on innovative initiatives (e.g. programme, policy, advocacy, research) and maintain links to ensure that DRC ALT programmatic priorities align with and respond to global priorities.
DAPP programme overview:

Manage the two DAPP staff and the smooth implementation of the commercial contract implementation.

Facilitates coordination and link between similar programming internally and externally and identify potential for expansion and complementarity
Technical Oversight and Capacity Building:
-
Coordinate DRC ALT’s Economic Recovery programme and provide team members with on-the ground technical guidance, mentoring, coaching and support, including through regular coordination meetings and field visits,
-
Support in the recruitment, onboarding and capacity strengthening of technical staff members, including contributing to setting performance objectives and performance appraisals,
-
Identify technical and/or programmatic gaps and provide training and capacity building as required,
-
Guide the Economic Recovery staff in conducting regular market assessments, including value chains analysis, and system analysis,
-
Lead on the development of relevant and appropriate beneficiary selection criteria and identification process and oversee compliance to agreed standards and guidelines,
-
Lead the development and review of Economic Recovery tools, SoPs and guidelines,
-
Ensure compliance with DRC standards and procedures and alignment with global strategy, through regular coordination with colleagues in support services at Area and Country Office levels,
-
Ensure that programming is integrated with other DRC sectors by closely working with other sector coordinators and relevant staff in the field,
-
Work closely with Economic Recovery Teams and Partnership Coordinator in the development of partnership models and establish strategic partnership agreements with public, private actors related to economic recovery and resilience programming,
Programme Quality Assurance:
-
Quality assurance & compliance: follow up on the implementation of DRC’s minimum standards for Economic Recovery programming and lead the development, harmonization, rolling out of and training in core programme tools, guidance and standard operating procedures (SOPs) as required, with a particular focus on early recovery interventions with coordination of MEAL staff. Assure compliance with DRC standards and procedures, and alignment with global and regional strategies, including through regular coordination with colleagues in support services at Regional and HQ levels.

Oversight of overall program implementation progress and quality; identification, resolution and/or escalation of issues affecting implementation, with attention to ensuring age, gender, and diversity outcomes,
Coordination, Representation and Donor Engagement:
-
Map donor priorities within given sector and identify new opportunities in coordination with PDQM and Partnerships Coordinator,
-
Support identification, assessment, and development of strategic partnerships with local and national civil society, private sector entities, and government institutions on economic recovery,
-
Act as the main sector-level point of contact with donors as requested by HoP and support donor visits to the field,
-
Oversight and coordination of sectoral projects, in coordination with Area Managers and PM/TLs and other relevant field staff,
-
Lead on developing assessments, including inter-sectoral and cross-border assessments to inform evidence-based planning and implementation.

Visit regularly programme activities in ALT and provide support and feedback to staff and implementing partners on programme approaches and methodological issues.
Cross-cutting Responsibilities:

Represent DRC in relevant internal and external coordination forums,
-
Liaise with local, regional, and national government authorities and relevant stakeholders in support to Area Managers, Partnership Coordinator and HoP,
-
Maintain close working relationships with technical leads within DRC ALT, Middle East and North Africa Regional Office, and HQ to ensure strategy and implementation coherence with overall objectives,
-
In coordination with the EcRec Teams develop and maintain DRC ALT’s network of private sector partnerships at national and international level and expand the scope of work,
Other:

Ensure adherence to DRC’s Age, Gender, and Diversity policy and AGD programmatic minimum standards,

Ensure compliance with zero-tolerance to Sexual Exploitation and Abuse policy,

Ensure documentation and consolidation of success stories, in coordination with DRC’s communications specialist, which can be communicated externally and to ensure that DRC is able to articulate and document relevant best practice,

Ensure compliance with DRC guidelines and policies on HR, admin, finance, and supply chain in accordance with the Operational Handbook,
-
Perform other relevant tasks as requested by and in discussion with the HoP.
About you
To be successful in this role we expect you to have at least 5 years' Experience as technical advisor or project manager with strong resilience background in the field of livelihoods/economic recovery, and proven experience working in economic recovery programming in a fragile middle-income country, and preferably within a displacement setting.
Moreover, we also expect the following:
Required

Experience in developing country level technical economic recovery strategies and rolling them out,

Experience and expertise in conducting market assessments, in particular value-chain assessments and relevant analysis for program design,
-
Experience of working in projects with strong financial inclusion components (i.e. micro-finance institutes, insurance companies, and informal financing approaches).
-
Experience with emergency economic recovery and cash and voucher assistance (CVA) a strong asset,
-
Experience in working in multi-cultural context and cross-border programming,
-
Excellent skills in programme development and proposal writing,
-
Experience with project cycle management and project management tools such as logical frameworks, work plans, and monitoring plans,
-
Strong experience in working with local and international partners, local/government authorities, and donor guidelines,
-
Cultural sensitivity and adaptability.

Willingness to travel to in an insecure and high stress environment

Knowledge of the North African context is an advantage.
Master’s degree in international development, social science, civil society, law, or a related field.

Proficiency in spoken and written English is essential
