Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.

Purpose of the Role


The Panel Physician is responsible for conducting Immigration Medical Examinations (IME) and Departure Health Checks (DHC) for individuals seeking immigration to Australia. This role requires adherence to the guidelines set by the Department of Home Affairs, ensuring high-quality medical assessments, accurate documentation, and compliance with public health standards.

Highlights of Key Responsibilities 

Immigration Medical Examination (IME) Duties:
  • Conduct comprehensive medical examinations of visa applicants as per Australian immigration health requirements.
  • Verify patient identity and ensure proper documentation in eMedical or paper-based systems.
  • Assess medical history, perform physical examinations, and order necessary laboratory tests.
  • Identify and report communicable diseases such as Tuberculosis (TB), Hepatitis, and HIV.
  • Ensure all tests and examinations are completed in compliance with public health protocols.
  • Provide applicants with information on additional tests, referrals, or follow-up care as needed.
  • Accurately complete and submit medical reports within the required timeframes.
Departure Health Check (DHC) Duties:
  • Conduct medical assessments within three (3) calendar days before an offshore humanitarian visa holder’s departure to Australia.
  • Identify and document new or worsening medical conditions since the initial IME.
  • Perform screenings for communicable diseases, including TB and malaria, and arrange further testing if required.
  • Ensure vaccination requirements are met, including Measles, Mumps, Rubella, Polio, and Yellow Fever.
  • Conduct mental health screenings and refer cases requiring intervention.
  • Determine medical fitness for travel and identify cases requiring a medical escort.
  • Submit DHC findings in eMedical or via a Health Manifest where applicable
Other Duties:
  • Maintain high standards of clinical hygiene, infection control, and professional ethics.
  • Ensure informed consent is obtained before conducting medical assessments.
  • Communicate examination results and health recommendations to applicants clearly and professionally.
  • Comply with confidentiality and data protection regulations concerning patient information.
  • Provide training and mentorship to nurses and other healthcare professionals involved in IMEs and DHCs.
  • Participate in quality assurance programs and periodic audits by the Department of Home Affairs.
  • Stay updated on Australian immigration health policies and procedural changes.

Minimum Qualifications:
Experience
  • Minimum 5 years of clinical experience, preferably in internal medicine, public health, or occupational health.
  • Certification or experience in travel medicine, infectious diseases, or preventive health is an advantage.
  • Proficiency in electronic medical records systems (eMedical preferred).
  • Strong knowledge of public health screening protocols, particularly for TB and other communicable diseases.
  • Excellent interpersonal and communication skills, with sensitivity to cultural and linguistic diversity.

  • Attention to detail and ability to follow standardized medical protocols.
  • Empathy and patient-centered approach to healthcare.

  • Capacity to collaborate effectively with nurses, radiologists, and administrative staff.
Specific Educational Qualification
  • Degree of Medicine (MBBS) from a recognized institution
  • Registered and licensed to practice by the Country’s Medical Board
