Job Description
Albanian citizens are likely to continue emigrating to find better employment opportunities elsewhere, significantly impacting the country's economic development. Therefore, it is important to create conditions for the Albanian diaspora to contribute to sustainable development in their country of origin as well as valid employment opportunities within Albania, especially in regions that have experienced significant tourism growth in the recent years.
In 2019, the Government of Albania adopted the Law No. 38/2019 "ON SOME ADDITIONS AND CHANGES TO LAW NO. 139/2015 "FOR LOCAL SELF-GOVERNMENT", introduced amendments related to diaspora and migration within the framework of local self-governance. It mandates municipalities to establish a Diaspora and Migration Structure (hereinafter MDS), encouraging communication with the Albanian community abroad, provide assistance and information to potential migrants, return migrants, diaspora and foreigners residing in Albania, as well as coordinate with relevant ministries.
In August 2024, IOM Albania started the implementation of the project “Strengthening Local Institutional Capacities on Migration in Albania” funded by the UK Government. The objective of this project is to contribute to enabling local governments to effectively manage migration and diaspora matters. This includes a focus on promoting employment for internal migrants[1], reintegrating returned migrants, and encouraging diaspora investments, while strengthening inter-institutional coordination and migration stakeholders' engagement, all the while reshaping the narrative on migration.
The project will also ensure gender mainstreaming and inclusion of minority groups, promoting inclusivity and diversity in the relevant practices.
The project will support central and local institutions in Albania to develop and strengthen capacities, whilst piloting the legal, administrative, and operational procedures for internal migration (outcome 1) In addition, it will build capacity among institutions on return and reintegration, and diaspora engagement aiming to increase employment opportunities for the Albanian workforce. This will be done in tandem with supporting the inter-institutional cooperation of local and central government agencies, both vertical and horizontal coordination, through designing and implementing Inter-Municipal Pacts for Employment (IMPE) (outcome 2). In addition, the project aims to change the narrative on migration targeting the public at large with a special focus on youth and their self-improvement/empowerment (outcome 3).
Within the scope of this consultancy, the primary focus will be on Outcome 2, particularly supporting the following project activities:
- Support local government institutions both from sending and hosting municipalities with the development of IMPEs, defining clear objectives for internal migration employment opportunities, employability outcomes and indicators as well as the clear division of responsibility for achieving the envisaged results.
- Based on these IMPEs, provide direct support to potential internal migrants with the development and monitoring of Individual Employment and Education Plans (IEEPs) for internal migration.
This consultancy will be carried out in the Municipality of Kukes (one of the pilot municipalities) through the engagement of a Local Consultant hired by IOM, who will assist the Municipality of Kukes to prepare and monitor IEEPs for the project beneficiaries at municipality level.
The local consultant will be engaged for a period of 11 months.

[1] The term "internal migration" throughout the text refers to the phenomenon of Albanian citizens migrating internally.
Responsibilities
The consultancy is tentatively scheduled to take place in the period between 01.05.2025 to 31.03.2026 (11 months) involving the following tasks and responsibilities:
Overall objective of consultancy:
Under the overall supervision of the IOM Head of Office in Albania and direct supervision of the IOM Project Coordinator, and in close coordination with the Project Implementation Unit, the local consultant will be responsible for preparing and monitoring the IEEPs for the potential project beneficiaries.
More specifically the local consultant based at the Kukes Municipality, will be responsible to:
Identifying the potential beneficiaries and partner municipalities
- Support the Municipality of Kukes to collect information through different sources and identify potential internal migrants that are willing to explore seasonal work opportunities in other areas / regions in Albania.
- Ensuring that beneficiaries have access to comprehensive information on employment opportunities across different regions within internal migration frameworks.
- Establish contact with interested beneficiaries that express their interest and prepare a database of interested beneficiaries with contact details, information on place of residence, employment needs and aspirations.
- Identify potential match between potential beneficiaries with available opportunities per region and sector and receive their consent to be included in the program.
- Distributing and explaining guidance materials tailored to various employment sectors and locations.
Providing direct support to beneficiaries
- Conducting individual assessments to identify skill levels, employment aspirations, and educational needs of the potential migrants.
- Developing personalized roadmaps for improving skills and competencies through individual training and coaching.
- Assisting in the development, implementation and continuous monitoring of the IEEPs for internal migrants.
- Providing coaching and support to beneficiaries to ensure successful integration into the labor market.
- Facilitating access to relevant training, employment, and legal support services.
- Providing follow-up support to beneficiaries after seasonal employment to enhance their reintegration and employability at their municipality of origin.
Providing direct support to Municipality of Kukes and relevant partner municipalities
- Coordinating between the municipality of sending and the hosting municipality, the local communities, and business sectors to facilitate integration and collaboration.
- Data collection related to internal migration at the Municipality of Kukes.

The consultant will prepare and submit eleven (11) monthly reports that describe activities, accomplishments as well as issues and concerns impeding the progress in fulfilling the tasks by the last working day of the corresponding month.
The monthly reports should include periodical and cumulative information (quantitative data and qualitative analyses) on the below:
- data on potential internal migrants identified, interviewed and services requested,
- data on individual assessments of skills and competencies as well as the personalized roadmaps developed,
- data on distribution of informative materials / guidance materials tailored to various employment sectors and locations,
- highlight any success stories and testimonials from assisted internal migrants.
The engagement of the local consultant will take place for 11 months, from Monday to Friday (full time), based at the Municipality of Kukes in close cooperation with the municipality staff assigned on Migration and Diaspora issues.
The sign in and sign out timesheet, as well as the monthly reports, will be applied by signature of consultant and verified by the responsible person at the Municipality of Kukes.

Qualifications
- Completed university degree from an accredited academic institution in social sciences, law, economy, education or other related areas. Postgraduate studies (Master or PhD would be an advantage).
- At least 3 years of relevant professional experience.
- Relevant experience related to migration, employment or local government would be an advantage.
- Ability to communicate with a wide range of stakeholders (public authorities, local authorities, migrants, private sector, etc.)
- Ability to maintain accuracy & confidentiality in performing responsibilities.
- Good communication skills in both written and oral form.
- Strong interpersonal & intercultural skills with attention to detail.
- Fluency in Albanian and English is required (oral and written).
