OB PURPOSE:
This position is intended to ensure dedicated expertise to lead support to the government
of Haiti, including:
Contributing to policy formulation
Supporting national system-strengthening
Providing capacity building efforts
KEY ACCOUNTABILITIES (not all-inclusive)
1. Contribute to policy formulation
Formulate CO strategy in policy making in line with organisational and regional
strategy and the practical realities of operating in the field.
Provide support and technical expertise for the planning, formulation, and
implementation of social protection policies to strengthen government ownership;
Provide strategic thinking and direction on the CO’s role in policy making identifying
opportunities for WFP’s positioning and engagement in this area.
Assist senior stakeholders of governments and other partners in identifying where
social assistance can be usefully employed.
Support the government to design adaptative social protection programmes based
on policy recommendation.
2. Lead WFP’s technical work on national systems strengthening

Lead WFP’s engagement with senior stakeholders of governments in their efforts
to bolster national social protection systems in Haiti, including by modelling new
approaches, or establishing systems to be directly adopted;
Lead WFP’s support in implementing and eventually handing over the Adaptive
Social Protection for Increased Resilience (ASPIRE) programme on the
Government's behalf in three departments (Grande-Anse, South, West
Support the strengthening of government registries to achieve its policy and
programme objectives in social protection;
Assist the GoH and its financial partners (World Bank, IMF and IDB) to design and
implement a new national Payment Platform for social benefits;
Assist the GoH and its external partners in improving financial inclusion in parallel
to Social Programme implementation.
Facilitate knowledge management, documentation, and exchange to develop
innovative approaches to better design and implement social protection systems.
3. Providing capacity building efforts to the GoH
Advice and support the development of functional training in areas of expertise to
enhance the capacity of the GoH to design and deliver effective food assistance
programmes.
Developing innovative approach to transitioning WFP programmes to the GoH
where feasible and appropriate.
Assessing GoH capacities to deliver social protection programming;
4. Partnership
Inform partnership development with Government and development partners,
laying out a roadmap towards that and support building a policy dialogue on WFP
areas of expertise;
Maintain established partnerships and develop new ones in line with opportunities
for collaborative approaches and initiatives;
Maintain a network of national and international professional contacts in the field
of public policies;
Identify new funding opportunities for the policy unit and develop funding
proposals;
Represent WFP in policy dialogue on social protection with key actors (e.g.,
Ministries, UN agencies, social partners)
5. Team management
Manage the unit’s workplan to ensure expected deliverables are met in a timely
manner;
Ensure the best use of assigned financial resources for achievement of set
objectives within a significant budget.
Lead, motivate and develop a substantive team to enable high performance;
Support team members through coaching and guidance to support performance
and ensure appropriate development. Conduct targeted trainings for staff, as
required.
