Office/Unit/Project Description
The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience, and resources to help people build a better life, as envisaged by 2030 Agenda for Sustainable Development. We are on the ground in more than 170 countries and territories, working with governments and people on their own solutions to global and national development challenges to help empower lives and build resilient nations. The United Nations Development Programme UNDP Indonesia Country Programme 2021-2025 developed in partnership with the Indonesian Government addresses the unfinished business of the Millennium Development Goals and support national efforts to advance the 2030 Sustainable Development Agenda.
UNDP Indonesia and the Ministry of Health have been working together in a long-term partnership on health governance that is aimed at narrowing health development gaps and meeting the SDGs commitments. This partnership has been expanded with implementation of activities under the 2020-2025 Health Governance
Initiative (HEART) Program that focus on the support to strengthen Indonesia’s health system capacity through policy advocacy, evidence-based generation intervention, technical assistance, and partnerships by adoptions of information technology advancement with total program budget at approximately USD 70 million.
The Health Governance Programme will have two outputs: (i) By 2025, strengthened national policy and institutional environment that is governing access to affordable medicines through evidence based and multisector collaborations. (ii) By 2025, the performance of national programmes is improved and positively impacts the coverage and the sustainability of services delivery, and the health system better integrates environmental concerns in waste management practices to mitigate or limit its impact on environment(s) and prevent and reduce diseases related to climate change.
To facilitate opportunities for integrated policy and programme solutions, the programme has been designed so that the outputs are mutually reinforcing, harnessing interlinkages across programme components. The programme is articulated interdependent work streams:
- Strengthening an enabling policy and environment, regulatory and institutional environment for access to new health technology,
- Promoting cost-effective medicines, vaccines, and diagnostics through Health Technology Assessments
- Accelerating digital transformation of the health system,
- Capacity Development and Innovative Solutions for implementation of national health programmes (Programmatic, grant management, procurement, and logistics management information systems), including the new Biomedical Genome Science Initiative (BGSI),
- Technical support for and quality assurance for financial management to Principal Recipient AIDS, TB, Malaria funded program by the Global Funds for ATM,
- Improving distribution of vaccines for routine immunization, COVID-19, and all health commodities including for AIDS, TB, and Malaria, facilitation of South-South exchange of knowledge and technology for the development and implementation of SMILE for the distribution of vaccines and all health commodities,
- Promoting application system for medical waste management by developing digital waste management IOT application which able to track capacity of waste management from service to end sites.
The HEART Cluster portfolio has grown significantly over recent years with currently covers three project documents: (i) Health Governance Initiative (HEART), (ii) Management Technical Assistance for AIDS, TB, and Malaria Programme (MTC ATM), and (iii) Electronic Immunization Logistics Monitoring System (SMILE). To boost the cluster performance, HEART Cluster needs a management capacity who will manage day-to-day cluster operations and in collaboration with Head of Cluster leverage the cluster’s portfolio. This responsibility includes coordination on the financial, procurement plan and tracking, contract management, human resources, and administration matters as well as resource management and partnership.
Duties and Responsibilities
The National Technical Specialist for Operations & Partnership will be based at the UNDP Country Office. Under the overall guidance and supervision from Health Governance Initiative Advisor /HEART Cluster Lead, the National Technical Specialist for Operations & Partnership has the authority to run the project operations on a day-to-day basis. S/he is responsible for making operations decisions on project implementation and ensures that all operations processes meet required standard of quality and within specified time and budget.

Reportees to this position: HEART Cluster Operations Team
The National Technical Specialist for Operations & Partnership will provide operational and programmatic support to the HEART Cluster. S/he shall work under direct supervision of the Health Governance Initiative Adviser/HEART Cluster Lead and will collaborating with other teams in HEART Cluster, RRG Unit, HR and Operations team UNDP, as well as supervise HEART Project Management Unit.
The National Technical Specialist for Operations & Partnership will be responsible for the following tasks:
Guide and support the Health Governance Initiative Advisor/HEART Cluster Lead in developing strategic partnerships focusing on achievement of the following results:
- Support on cluster’s resource mobilization efforts and project development.
- Substantive contribution to the harnessing of effective private sectors partnerships and lead the identification and onboarding process for implementing partners.
- Strong relationships and strategic linkages with implementing and development partners, government officials and private sectors, to support and ensure accurate interpretation of cluster’s objectives and promote cluster engagement with private sectors.
- Establishment of collaborative arrangements with potential partners and appropriate operational partnership arrangements.
- Substantive contribution to project communications and visibility efforts. Make recommendations to the management team on activities and partnership with potential synergies.
Guide and support the Health Governance Initiative Advisor/HEART Cluster Lead in reporting to the Country Office, Project Review Board, Government of Indonesia (GoI) and donors and facilitate knowledge sharing focusing on achievement of the following results:
- Organization of meetings of the Project Board Meeting to review progress and approve work plans.
- Preparation of progress updates and routine/ad-hoc reports.
- Completion of other tasks relevant to the project’s success as directed by the Health Governance Initiative Advisor/HEART Cluster Lead.
- Knowledge building and sharing with regards to management and operations, organization of training, synthesis of lessons learned/best practices and sound contributions to UNDP knowledge networks and communities of practice
Ensuring strategic direction of operations focusing on achievement of the following results:
- Full compliance of operations with UNDP rules, regulations and policies, implementation of corporate operational strategies, the establishment of management targets, and monitoring of achievement of results; as well as meeting Government of Indonesia (GoI) and donor’s requirements.
- Effective monitoring and coordination with relevant head of unit operations at the CO to ensure achievement of target in the operations in the cluster.
- Establishment and maintenance of internal standard operating procedures in operations areas.
- On behalf of the cluster, manage approval in quantum as per delegation authority assigned by team leader.
- Constant monitoring and analysis of the operating environment, timely readjustment of the operations, advice on legal considerations, and risk assessment.
- Work plans and budgets updated to consider changes in circumstances.
- Assessment of the impact and effectiveness of the project through field visits and highlighting of achievements, progress and challenges through impact, and results-driven reports.
- Establishment of collaborative arrangements with potential partners and appropriate operational partnership arrangements.
Ensuring effective and accurate financial resources management focusing on achievement of the following results:
- Proper planning and expenditure tracking in accordance with UNDP rules and regulations.
- Manage project audits and reviews as per UNDP, Government of Indonesia (GoI) and donor requirement, including Quality Assurance Assessment during implementation of the projects annually and the regular updating of the Quantum risk log.
- Continuous analysis, identification, and monitoring of project-level operational and financial situation.
- Elaboration of the framework and conditions of contributions agreed with donors.
- Financial resources management through planning, guiding, controlling of the resources in accordance with UNDP rules and regulations.
- Preparation and monitoring of budgets.
- Elaboration of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Quantum; travel claims, and other entitlements are duly processed; and receipting of goods and services and establishment of accruals are properly done in compliance with UNDP policies and procedures.
Ensuring strategic human resources management in collaboration with the relevant Head of unit at CO level focusing on achievement of the following results:
- Compliance with corporate human resources policies and strategies.
- Optimal staffing of the projects initiating timely recruitment processes, ensuring appropriate use of different contractual modalities and contract management, overseeing recruitment process, and provide input on streamlining processes for maintaining technical capability for the delivery of projects.
- Maintenance of proper performance management and staff development process.
Ensuring provision of efficient procurement management and logistical services focusing on collaboration with relevant head of unit at CO level on achievement of the following results:
- Cluster compliance with prevailing rules and regulations and elaboration of the Cluster procurement strategies including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, and performance measurement.
- Elaboration of the Cluster’s contract strategy including tendering processes and evaluation, managing the contract and contractor, legal implications.
- Proper management of UNDP assets, facilities, and logistical services.
- Undertake regular monitoring of procurement processes to ensure that contractors are performed consistently to deliver the project outputs in timely manner and in accordance with the corporate standards.

Required Skills and Experience
Education:
- Advanced university degree (master’s degree or equivalent) in Finance, Business Administration, Economics, Public Administration, Management, Social Science, Health, or another related field is required. OR
- A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience:
- Minimum five (5) years (with master’s degree) or 7 years (with bachelor’s degree) of progressively responsible work experience in in project management operations financial management, general administration, program support services or partnership is required.
- Demonstrated experience with a broad range of stakeholders.
- Demonstrated experience in the usage of computers and office software packages. Uses Information Technology effectively as a tool and resource.
- Extensive experience in donor reporting, corporate ERPs and development programmes/projects cycle.
- Proven experience in providing operations and strategic advice to senior leaders/professionals and/or leading operations/partnership engagement and dialogues.
- Experience in monitoring and analysis of the operating environment, timely readjustment of the operations/ providing advice on impact considerations and risk assessment.
- Experience in solid financial resources management/ efficient procurement and logistical services/ effective strategic human resources management/accountable administration.
- Experience in resource mobilization and successful partnership with UN agencies, government institutions at national and sub-national levels, donors/development partners/ NGOs/ philanthropies/universities, private sectors/public international organizations, or wide range potential partners.
- Experience with UN/UNDP system and/or international agencies.
- Experience and knowledge working for the health issues and fund, as well as direct experience on working, liaising, and collaborating with health development or Ministry of Health (MoH) partner.
Required Languages
- Fluency in English and Indonesia is required (reading, writing, speaking).
