ORGANIZATIONAL CONTEXT AND SCOPE:
Under the technical supervision of the Chief Migration Health Officer in Thailand and the administrative supervision of the Chief of Mission, Thailand, the successful candidate will perform evaluations of patients referred by panel physicians or others, for possible psychiatric conditions, including major and minor psychiatry, mental deficiencies and brain damage and substance abuse problems, provide opinion on diagnosis and classification and a comprehensive report, on behalf of the Migration Health programmes.
Responsibilities
- Evaluate cases with mental disorders and cases suspected for drug/alcohol abuse, referred by panel physicians or officials connected to governments.
- Follow the guidelines of health authorities of resettlement countries such as Centres for Disease Control (CDC) USA, Health at Department of Home Affairs Australia strictly regarding classifications on detected casesIf a mental condition is associated with harmful behaviour, special attention should be given to the specific conditions as stated in the CDC’s technical instructions.
- Provide recommendations for follow up and further management, before and after resettlement.
- Provide psychiatric treatment and follow-up when it is necessary.
- Give a clear recommendation on whether the patient is fit to fly, including any special travel requirements and provide support for pre-embarkation check-ups and Pre-departure Medical Screening (PDMS) if necessary.
- Write a comprehensive report of the history, findings and conclusions on each evaluated case.
- Counsel panel physicians concerning the referrals and handling of problematic cases, especially psychiatric and drug/alcohol abusers.
- Contribute and organize trainings of panel physicians, health workers related to psychiatric disorders.
- Actively participate in developing and conducting MHPSS workshops, trainings and educational programs for key stakeholders and partners providing services for migrant population
- Travel as medical escort to the resettlement countries for psychiatric patients if necessary, as well as a support to the other missions for trainings, assessment, etc.
- Provide psychiatric assessments and management for vulnerable migrants supported by IOM non-resettlement programs
- Provide reports on regular basis, ensure that related data have been captured on standard manners, and assist on Quality Assurance (QA) / Quality Control (QC) for related panel activities.
- Develop and regularly update Standard Operating Procedures (SOPs) regarding psychiatry, and cooperate on issues related to the Mental Health of Migrants.
- Review of documentation and provide an expert opinion, feedback and guidance in order to support IOM country and regional offices activities in the domain of mental health and psycho-social support.

Qualifications
- University degree in Medicine with specialization in psychiatry from an accredited academic institution.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
- Five years work experience as a psychiatrist; working experience in general medicine practice as well as background in inter-cultural or ethno-medicine an advantage;
- Working experience with international organizations, non-governmental or governmental institutions/organization with a multi-cultural setting and understanding of local conditions and refugees’ need an advantage
