About the job
The Shelter & CCCM Team Leader will be responsible for implementing and overseeing shelter construction, settlement, Camp Coordination and Camp Management (CCCM) activities in the Abyei Administrative Area (AAA). This includes managing shelter project activities, community infrastructure, and DRC facilities while ensuring technical quality and compliance with humanitarian standards. The incumbent will also ensure effective camp management, service delivery, and protection for displaced populations, while building staff capacity and coordinating with stakeholders. The role involves strategic leadership, advocacy, and emergency preparedness to uphold safety, dignity, and accountability in displacement sites. Additionally, S/he will represent DRC in cluster coordination meetings when required.
Responsible for the overall project management of shelter and CCCM activities, including planning and mobilization, financial planning and tracking, supervision of staff, technical guidance, reporting in coordination with support departments and other Project Manager under the guidance of Head of Program and relevant Technical Coordinators.Your main duties and responsibilities will be:
Program Design and Implementation
Project Implementation and Management:
- Oversee planning, implementation, and supervision of DRC’s Shelter & CCCM activities in Abyei Administrative Area (AAA).
- Lead the development of daily, weekly, monthly work plan for CCCM and Shelter team.
- Examine various local construction materials/methods and determine the best to be used.
- Review, and prepare shelter/WASH facilities/infrastructure BoQ and design drawings.
- Provide technical support to contractors or any other implementation groups.
- Reporting for recommendation of technical quality check for any other infrastructure construction and renovation.
- Initiate procurements and ensure their execution.
- Ensure compliance with DRC’s policies (finance, procurement, HR, security) and Code of Conduct.
- Set up and maintain a camp information management system in line with CCCM Cluster guidelines including sex and age disaggregated data collection and transparent, yet appropriate, information sharing with all relevant stakeholders in a manner that upholds the principle of confidentiality.
- Advise and assist in developing joint site risk management plans to promote the health, safety and environment of the camps.
- Plan mechanisms for timely registration of IDPs, including identification of protection-related needs, working closely with the CCCM, Protection and Shelter team.
- Lead and Provide inputs into developing site plans, including physical infrastructure (Shelters & latrines), service provision, and expansion possibilities.
- Receipt and review of CCCM and Shelter staff report such as weekly/monthly reports, assessment reports, construction status updates, distribution reports, and all the normal CCCM usual tools such as New Arrivals Tracking, Service Mapping, Site Monitoring, Safety audits, Training trackers, Complaints and Feedback Mechanism, establishing referral pathway and camp infrastructure monitoring
- Liaise and interact with government authorities, displaced and host communities to ensure social cohesion and create opportunities for local employment using principles of gender equality and do-no-harm.
- Strengthen community engagement through inclusive committees and feedback mechanisms.
- Conduct multi-sectoral needs assessments and service mapping.
- Ensure that gender and protection mainstreaming are carried out at the field level by all staff.
- Support the technical implementation of site maintenance, covering safe site design or layout, repairs and risk reduction in the camp(s), the upkeep of shelter, WASH, electrical systems, other site facilities and utilities and the general environment.
- Lead and supervise the Shelter and CCCM team, ensuring effective work plans, reporting, and indicator tracking.
- Maintain emergency preparedness for influxes/displacements.
Staff Management and Capacity building:
- Daily supervision and coordination of the CCCM and Shelter team (Specialist Officers and Assistants)
- Participate in the recruitment of staff and provide on the job training as required
- Lead and manage the team (including people planning, performance, well-being, and development)
- Follow and ensure the quality of the team’s daily activities and timely execution of all fieldwork as well as field teams.
- Reporting to WASH and Shelter Project Manager and closely work with the CO WASH and Shelter Coordinator.
- Promote positive team environment between various teams and project staff in different sectors.
- Ensure mentoring and coaching for performance is undertaken for direct reports.
Administration & Finance:
- Work with the Finance Department to ensure effective financial and budgetary control of the project.
- Monitor the BFU to ensure proper budget expenditures and adjust plans as needed.
- Manage staff performance, contracts, and procurement plans.
- Track project expenditures and ensure compliance with donor requirements.
- Monitoring, Accountability & Reporting:
- Contribute to proposal development and strategy planning.
- Ensure accurate data collection, MEAL compliance, and timely reporting (donor updates, success stories, lessons learned).
- Compile quality assurance requirements for construction materials and completion standards for contracts.
- Work closely with CO MEAL department to ensure the quality of data through proper entry, cleaning and regular checking, and use of the data for actionable improvements at the site.
- Technical Monitoring of shelter/infrastructure construction and renovation process.
- Represent DRC in cluster meetings and assessments as needed.
- Promote and facilitate accountability towards camp populations through establishment of complaints and feedback mechanisms.
- Coordination
- Represent DRC in coordination meetings where appropriate (Shelter and CCCM Cluster, government, community).
- Develop strong and collaborative working relationships with NGOs, Government, and other service providers operating in DRC-managed IDP hosting sites, to facilitate smooth site coordination of humanitarian service provision.
- Liaise and cooperate at field level with other humanitarian organizations as requested.
- Proactively plan and coordinate logistics and movements of staff from and to different operational areas.
Required
- Minimum 4 years of proven professional experience in Shelter/CCCM programming in humanitarian settings.
- Minimum 3 years of humanitarian work in challenging field locations;
- Ability to perform engineering designs and implement designs
- Excellent project management skills include the design of project management tools;
- Experience overseeing implementation of construction projects by external contractors, including quality checking.
- Work experience in community-based construction activities is an asset.
- Good experience in preparing detailed BoQ and drawing.
- Excellent skills of computer technical drawing software (Auto Cad/SketchUp) and Microsoft office, Excel.
- Experience in technical supervision of contractors.
- Familiar with indigenous constructions methods and materials.
- Strong computer skills (MS Word, Excel, BI, Outlook and PowerPoint).
- Proven experience with budget management, planning of activities, and team management.
