1- Office/Unit/Project Description 

The Green and Inclusive Development Programme is one of the main areas of focus in UNDP Lebanon; currently implements numerous projects in Lebanon that range in thematic areas from climate change, biodiversity conservation, institutional support, industrial depollution, decentralized renewable energy projects, and solid waste management. The programme also works on the support of host communities in response to the Syrian refugee crisis and is the Social and Environmental Safeguards focal point for the office; therefore, the team also ensures the integration of environmental best practices into the overall implementation strategy of UNDP. 

The project is funded by the Multilateral Fund of Montreal Protocol, managed and implemented by UNDP Country Office in close coordination with the Ministry of Environment. The overall objective of the project is to extend institutional strengthening support to the Government of Lebanon namely the Ministry of Environment, in coordinating all activities related to implementation of Montreal Protocol and its amendments in Lebanon, namely creation and increase in national awareness on the dangers of using ozone depleting substances (ODS), implementing ODS phase–out activities, monitoring and evaluation, dissemination of Information, developing and enforcement of legislations in order to meet the obligations of Lebanon to the Montreal Protocol guidelines and within the context of the Multilateral Fund (MLF).

The UNDP is seeking to recruit a Project Coordinator for this project with the main responsibility of providing the project support and operational coordination related primarily to the implementation of the project activities with beneficiaries and other project activities funded by the MLF.

 2- Scope of Work 

1- Provide technical support focusing on the following results:

  • Assist the Project Manager in the selection of beneficiaries through the review of the beneficiary application process, evaluation of the applications, and on-site validation of data and information.
  • Assist the Project Manager in the preparation of technical specifications for international and local consultants and consultancies in line with project objectives.
  • Support in the preparation of bidding documents for all works related to the project activities and evaluate offers accordingly and in line with UNDP procurement procedures.
  • Inspect works for conformity to specifications and design instructions; and ensure work compliance with relevant standards and codes of the donor and UNDP.
  • Work supervision, including: ensuring the provision of complete listings of installed equipment per site; the preparation of site logs, acceptance reports; change orders; documentation of site condition etc.
  • Identify, evaluate and provide solutions to field problems, and coordinate the implementation of solutions by collaborating with contractors, site engineers, project management, and beneficiaries.
  • Supervise the performance testing of installations and coordinate hand-over arrangements.
  • Convey progress, comments, problems etc. to the Project Manager regarding the works.
  • Supervise the monitoring and data collection from the various sites.
  • Research and maintain an updated database on relevant market information related to ozone depleting substances producers and users;
  • Consolidate the various technical reports from the field and support in the preparation of progress reports accordingly;
  • Support in the financial management of the project (budgeting, expenditures) and maintain the project information in Quantum updated; support in the preparation of the annual workplans.

2- Ensure effective reporting and outreach

  • Develop and prepare commissioning and progress reports as needed.
  • Support in liaising with project partners, counterparts, beneficiaries and potential beneficiaries for the proper implementation activities; 
  • Liaise with relevant public, private and non-governmental sector institutions for the coordination of specifications and technology transfer; 
  • Support in the design and implementation of the various trainings and capacity building workshops that are organized by the project to transfer technology to beneficiaries and counterparts.             
  • Support in the design and implementation of gender action plan, stakeholder engagement plan, and any environmental and social managements plans.

3- Institutional Arrangement

The Project Coordinator will be working under the overall guidance of the Project Manager. The incumbent will be based in Beirut and will have frequent travel to the project sites in Lebanon.

6- Minimum Qualifications of the Successful NPSA 

Min. Academic Education
  • Advanced university degree (Master’s degree or equivalent) in environmental engineering, environmental science, industrial engineering, chemistry, chemical engineering or closely related field, is required; or
  • A first level University degree (Bachelor’s degree or equivalent) in the related fields with additional 2 years of relevant experience will be given due consideration in lieu of the advanced university degree.

 

Min. years of relevant Work experience  Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in the implementation of chemical management/industrial management is required.
Required  skills
  • Proficiency in standard Microsoft Office applications
  • Demonstrated experience to provide technical assistance

 

Desired skills in addition to the competencies covered in the Competencies section
  • Knowledge and experience in the topics related to energy and environment are assets;
  • Experience in working with the industrial sector in Lebanon.
  • Previous experience with the UN or international donor-funded projects
Required Language(s) (at working level)

Fluency in English and Arabic. 

French is a plus.
