We are seeking a Senior Energy Efficiency Officer (Power System Efficiency) at –the African Energy Commission (AFREC), based in –Algiers-Algeria for a 2-year term, with a 1-year probation period. AFREC is a specialized technical agency of the African Union Commission (AUC) that plays a leading role in the development of energy policies, strategies and programmes on renewable energy, energy efficiency, bioenergy modernization, capacity building, oil and gas in Africa; and maintaining and disseminating the African Energy Statistics. The Officer will provide technical expertise to the execution of the African Energy Efficiency Programme activities through Denmark’s Africa Partnership for Peace and Sustainability support. The project is to strengthen the capacity of African Union (AU) Member States in improving energy efficiency; thus reduce the strain on energy infrastructure, demand for fossil fuel, and helping keep energy bills more competitive

ORGANISATION BACKGROUND
The African Union (AU), established as a unique Pan African continental body, is charged with spearheading Africa's rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African states as well as developing a new partnership worldwide. The AU Commission is seeking to fill in the position of Senior Programme Officer at –the African Energy Commission (AFREC), based in –Algiers-Algeria. AFREC is a specialized technical agency of the African Union Commission (AUC) that plays a leading role in the development of energy policies, strategies and programmes on renewable energy, energy efficiency, bio-energy modernization, capacity building, oil and gas in Africa; and maintaining and disseminating the African Energy Statistics.
The Officer will provide technical expertise to the execution of the African Energy Efficiency Programme activities through Denmark’s Africa Partnership for Peace and Sustainability support. The project is to strengthen the capacity of African Union (AU) Member States in improving energy efficiency; thus reduce the strain on energy infrastructure, demand for fossil fuel, and helping keep energy bills more competitive. The project is supporting the:
- Development, adoption, and enforcement of Minimum Energy Performance Standards (MEPS) for electrical equipment and appliances in AU Member States;
- Development and implementing action plans for electricity utilities to cut on technical losses in distribution grids; and
- Monitoring and evaluation of energy efficiency policy instruments at AU Member State level.
The Officer will work with a team of staff at AFREC in designing and implementing AFREC’s mandate and programmes. Main engagements shall be with AU Member States, Regional Economic Communities, development partners, Pan-African institutions, NGOs in implementing the African Energy Efficiency Strategy (AfEES) and its action plan and cross-cutting energy programmes. In executing his/her roles, the staff will carry out a wide range of activities such as project development, budgeting, stakeholder engagement, market research, project reporting, monitoring, and evaluation.
