The Information Technology (IT) Department provides technical services in the areas of information security, digital services, IT-related procurement, cybersecurity, IT risk and resilience, data management, digital learning, and digital transformation, ensuring their overall alignment with AIIB’s needs and priorities. 

The team oversees the development and refinement of the IT strategy as well as the effective management of technology resources and the provision of technical support across Bank operations. These efforts are critical to fostering a digital and data-driven culture within the Bank aligned with its Corporate Strategy, promoting the innovation of digital infrastructures, and ensuring the smooth operation and security of daily banking functions.

The Senior Digital Program Specialist – Business Analysis, reporting to the lead of IT Business Analysis Team, is responsible for building the business partnership between IT Department and Business Units (BUs) of the Bank, by conducting IT business analysis activities to support the Bank’s various business, such as collaborating with business stakeholders to identify and optimize the business processes, digital capabilities, needs and technology gaps, identifying, implementing, and supporting appropriate business solutions for business.

This role ensures that BUs’ requests and operational requirements are supported by ITD in a timely manner and in alignment with industry best practices. They will also provide guidance on emerging approaches and trends in the design and implementation of IT applications as part of essential services for the success of the Bank's Corporate Strategy and business plan.

Responsibilities:

  • Liaise between the IT Department and Business Departments and work as IT subject matter expert for MDB business in general.
  • Collaborate with various teams across the Bank to gain a deeper understanding of diverse business domains and identify opportunities for further refinement of IT applications and work processes.
  • Optimize approaches and build consistency in the demand analysis, requirements prioritization, solution evaluation, system delivery, and value realization assessment of IT solutions, ensuring outputs are delivered to meet the specific demands of stakeholders while introducing adaptive measures to sustain responsiveness to evolving needs. 
  • Lead the IT demand collection exercise during the annual bank-wide Business Planning & Budgeting (BPB) cycle by collecting, analyzing and evaluating IT demands from all the business departments across the bank, ensuring strategic alignment of IT demands with the Corporate Strategy and the Bank’s BPB focus areas.
  • Contribute to the development of strategic plans by providing insights on technology trends, opportunities and risks, and provide recommendations how the new technologies can be leveraged to achieve business objectives.
  • Lead the exercise for gathering and prioritization of business requirements, business process modelling, impact analysis, feasibility studies, and propose solutions for business units. Support solution design and full project cycle delivery.
  • Support Digital Project Managers in business analysis activities to develop systems, and solutions for all various IT applications, customizing parameters, functionalities, and features to meet project requirements and specific operational contexts ensuring effectiveness, adaptability, and usability.
  • Provide guidance and trainings to management and staff on the adaptation of IT applications, taking into account various operational needs and contexts to sustain efficient operations.
  • Work closely with various IT teams - such as infrastructure, data management, IT security, and risk management - to ensure full coverage of IT requirements when rolling-out new products and services to business users and maintain a highly secure system through proper configuration and system access monitoring.
  • Ensure that processes comply with IT governance processes and procedures, and AIIB’s audit and control requirements.
     

Requirements:

Substantive Knowledge

  • Demonstrated capacity gained through education and experience in banking industry, reflecting conceptual understanding across operational settings.
  • Understanding of the business of multilateral development banks and the integration of different elements into the MDBs' overall portfolio.

Communication skills

  • Effective communication skills gained through exposure/experience in relationship management.
  • Ability to engage stakeholders proactively to define expectations/needs and build an informed framework for service delivery.

Execution skills

  • Able to consistently deliver programs/services and adapt to changing situations.
  • Able to consistently meet the program delivery standards in terms of deadlines, effective deployment of resources, and quality and relevant outcomes.

Targeted specialized knowledge

  • University Degree in Information Technology, Computer Science, Software Engineering, Business Administration, or a related discipline.
  • 8-10 years of relevant working experience in business analysis, including but not limited to IT demand management, stakeholder management, and system implementation.
  • Experienced in banking environment, having domain expertise in at least one core banking business. Understanding of MDB’s Investment Operations business will be a good plus.
  • Demonstrated expertise in gathering and defining requirements, as well as creating detailed specifications, managing process flows, and developing business use case scenarios.
  • Understanding of process modelling, agile and waterfall IT system rollout methodologies.
  • Fluency in the English language, both verbal and written. 
  • Strong business and technology acumen.
  • Good analytical and problem-solving skills.
