About the job

The Team Leader’s main objective is in charge of CCCM sector at area level and is responsible for CCCM activities in the Beyond Bentiu Response (BBR) locations. The CCCM Team Leader is responsible for coordination and delivery of site coordination and site management services to the flood-affected IDPs and returnees and other conflict displaced populations residing in Bentiu sites and all other communities identified in the “Beyond Bentiu Response” locations (Rubkona, Guit, Koch and Mayom counties). She/he ensures the establishment of effective and representative governance structures and promotion of beneficiary participation in decision making and implementation of community affairs; ensures sound information management incorporating monitoring and feedback systems; facilitates effective communication within the IDP sites and other out-of-camp population and oversees the sector response, care, and maintenance of relevant services. She/he liaises closely with Sector leads within DRC and develops and sustains strong partnerships with RRC and other stakeholders operating in camp-like settings, or informal sites. The Area Manager supervises the CCCM Team Leader and is technically supported by the MEAL, Grants, MRT, finance teams based in Juba. She/he supervises a team of DRC CCCM sector staff. Your main duties and responsibilities will be:

Responsibilities: (in bullet points)

The CCCM Team Leader performs the following tasks:

  • Lead the CCCM team in Bentiu to ensure effective and responsive CCCM daily activities in collaboration with the Protection Team Leader
  • Team management, including coaching and support, creating work plans for the team and assisting with recruitment as needed  
  • Oversees coordination among all actors in BBR locations, including UN agencies, international, national NGOs, local authorities and other service providers and IDP community groups by leading and developing the existing coordination mechanisms.  
  • Monitor all activities implementation by DRC in all the DRC managed IDP sites and other BBR locations in close collaboration sector project staff. Thus, ensuring compliance with international standards for each sector.  
  • Oversee all sector procurements and logistical arrangements in collaboration with DRC procurement and logistics staff. 
  • Lead the teams to implement relevant community-led projects, especially in hard-to-reach areas across Unity state
  • Lead population monitoring assessments, including headcounts, flow monitoring and intentions surveys with support from MEAL-Juba office.
  • Lead field level engagement and coordination of humanitarian services at site level with various stakeholders.
  • Develops and applies a strong communication strategy to ensure information is effectively disseminated to all BBR areas using various mediums.  
  • maintain and update existing Service Maps for humanitarian partners actors’ activities in all IDP sites l within the Unity State
  • Actively support information gathering and participatory assessments undertaken in different areas and produce a high-quality report.
  • Maintain and strengthen relationships with Community structures leadership to ensure smooth communication, activity implementation, data collection, and community outreach. 
  • Provide feedback and reports to the Area Manager regarding work plans, contingency plans, and general program implementation. 
  • Lead the CCCM team and produce high-quality, weekly reports and daily updates of the CCCM project plans
  • Lead the spontaneous refugee return monitoring project. ensuring accurate data entry into Kobo, and assists produce high-quality Bi-weekly reports to be shared with UNHCR

Budgeting, Budget expenditure, Budget Tracking and Reporting

  •  
  • Track the expenditure of CCCM budget component, flagging any over and under expenditures promptly
  • Prepare project procurement plans, make follow-ups to ensure that NFIs are delivered on time for
  •  

Beneficiaries. 

  • Ensure that donor reports are of high quality and shared with the donors within the agreed timelines 
  • Identify gaps to generate ideas for future projects with strong beneficiary impact.
  • Develop concept notes and proposals and budgets in close cooperation with the Area Manager and the grants department in South Sudan.
  • Develop budgets for operational CCCM and programme staff lines in conjunction with the CCCM Technical Coordinator

Human Resources and Administration

  • Supervise camp management/roving team of contracted and casual staff, ensuring effective staff deployment, performance planning and appraisals for supervisees
  • Ensure staff is well versed on the DRC's Code of Conduct, accountability, respectful dialogue with the IDPs, and prevention of sexual exploitation and abuse

Coordination, Representation and Strategy

  • Represent DRC and actively participate in State level CCCM cluster coordination, and other meetings relevant to CCCM issues, on request of the Area Manager. 
  • Liaise with partners, local authorities, and local communities whenever it serves the objectives of the program in the area of CCCM;
  • Forge strong information and experience sharing relationships with CCCM teams in other DRC South Sudan locations;
  • Facilitate capacity development of the national staff, partners, local authorities and governance structures, representatives 
  • Facilitate the establishment of culturally and context-appropriate Complaints, Feedback and Response Mechanisms
  • Contribute to the strategic direction of the area and country's operation through participation in strategic planning meetings and documents.   

About you

To be successful in this role we expect you to Proven ability to prioritize tasks, meet deadlines, and work with limited supervision., excellent computer skills in MS Word & and Excel.

 Moreover, we also expect the following:

Required

  • At least 3 to 4 years of professional experience in a similar role with INGOs in an emergency context
  • Experience managing teams remotely  
  • Substantial experience operating in a camp environment, preferably undertaking camp management or related activities
  • Experience working in hard-to-reach areas in Unity state
  • Experience in implementing community-led initiatives, with basic construction working knowledge
  • Experience in establishing community centers; preferably in hard-to-reach areas
  • Familiar with the context in Bentiu and awareness of the BBR approach
  • Experience engaging with external partners, including with national NGOs, local/government authorities, INGOs, and UN organisations  
  • Commitment to humanitarian principles and values
  • Minimum of an undergraduate degree in Information Management, International Relations, or other relevant areas from accredited University. 
  • An advanced university degree in relevant areas would be an advantage.
  • Spoken and written English and Nuer are essential
