BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Background

The Call to Action (C2A) is a global initiative led by UNHCR and WFP to enhance collaboration and ensure effective assistance and support for refugees and asylum seekers, focusing on long-term sustainable solutions. The C2A aims to coordinate efforts among agencies, governments, and stakeholders to develop multi-year strategies that integrate refugees into national plans, promote self-reliance, and improve food security and access to services. By transitioning from humanitarian aid to development-oriented approaches, the C2A seeks to foster economic inclusion and resilience for displaced populations, leveraging national and international resources and partnerships while reducing aid dependency. 

Purpose
Support the implementation of the C2A initiative in Mozambique by providing technical expertise and facilitating stakeholder engagement to develop an action plan that promotes the transition from humanitarian dependency to self-reliance.

ACCOUNTABILITIES/RESPONSIBILITIES:
1. Development of a costed multi-stakeholder action plan for transition from humanitarian dependency towards self-reliance: 

  • Conduct gap analysis, and where necessary, detailed mapping, incorporating stocktaking of resources and capabilities, in collaboration with UNHCR and WFP teams to inform the development of transition and exit strategies for refugees and asylum seekers (what). 
  • Identify sustainable pathways for refugees to achieve self-reliance, including integration into local economies and social systems (how). 
  • Mindful of existing pledges and political commitments, engage with key stakeholders, including local governments, NGOs, and community leaders, to incorporate their perspectives, interests, and potential contributions into the gap analysis, mapping, and development of sustainable pathways (who). 

2.    Advocacy Support and Stakeholder Engagement: 

  • Engage with working level / technical staff in government ministries, donor agencies, development organizations, and international financial institutions (IFIs) to consolidate identified solutions for including refugee needs in national and sub-national development plans, in close coordination with WFP and UNHCR to ensure alignment towards shared aims. 
  • Support the higher-level advocacy efforts of WFP and UNHCR by providing technical insights, stakeholder interests, data, and engagement strategies ensuring that on-the-ground realities and local needs are effectively integrated into their strategic advocacy initiatives. 

3.     Technical Support: 

  • Provide technical support to UNHCR and WFP teams in data analysis, profiling of refugee populations, and development of evidence-based profiling and targeting mechanisms for sustainable development interventions. 

4.    Documentation and Reporting: 

  • Prepare comprehensive reports and documentation on transition action plan, lessons learned, and best practices. 
  • Ensure timely reporting to UNHCR, WFP, and relevant stakeholders on project progress and outcomes. 

Key deliverables

  • In close coordination with WFP and UNHCR, establish and facilitate a multi-stakeholder working group / C2A steering group with clear governance structures, comprising representatives from government, NGOs, development partners, and community leaders. This group will foster collaboration, share insights, and develop coordinated strategies for refugee inclusion and support, ensuring effective governance and oversight.  
  • Draft and validate a concise briefing document that integrates a comprehensive gap and stakeholder analysis, and advocacy messages to mobilize support.  
  • Draft a measurable, costed, time-bound, multistakeholder action plan, providing actionable steps for a responsible exit from aid dependency and transition toward self-reliance for refugees and asylum seekers (what, how, who).  
  • Convene key stakeholders in a participatory workshop to present the draft action plan and agree on responsibilities and commitments of key actors towards implementation. 
  • Finalize a measurable, costed, time-bound, multistakeholder action plan. 

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education

Advanced degree in International Development, Social Sciences, Economics, or related fields. 

Experience

Minimum of 5 years of experience in humanitarian and development programming, with a focus on refugee issues, self-reliance, economic inclusion, transitioning from humanitarian to development, and sustainable development. 

Knowledge & Skills

  • Proven expertise in strategic planning, advocacy, and stakeholder engagement. 

  • Strong analytical and communication skills, with the ability to produce high-quality reports and documents. 

Languages

Fluency in English and Portuguese
