JOB PURPOSE

WFP Pakistan has field offices in all provincial capitals to ensure coordination and collaboration with the provincial governments.  With multiple programme activities taking place across the provinces, WFP is responsible for ensuring adequate monitoring of the implementation and results of programmes and uses a wide range of tools, including the COMET database system. 

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

1. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.

2. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.

3. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.

4. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.

5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.

6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.

7. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.

8. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.

9. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.

10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

 OTHER POST REQUIREMENTS:

Under the guidance of Head of Monitoring and Evaluation in the Country Office, the Programme Associate (Monitoring Database) will be responsible for the following duties within the given delegated authority.

1. Provide technical support and assist in the development and implementation of various processes within the specific area of work relating to M&E that support alignment of various business processes with wider monitoring and evaluation policies and guidelines.

2. Provide specialized project management support, particularly relating to food assistance data analysis and reconciliation to ensure that the various activities are performed within the established guidelines following WFP's policies and procedures.

3. Regularly review the food distribution status in COMET and make sure the figures are reconciled with the information in the WFP’s logistics system (LESS). In case of variance, provide necessary guidance to the COMET focal persons at provincial offices level.

4. Prepare a range of reports and data analysis (e.g., food assistance utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.

5. Provide necessary support for reflection of beneficiaries and other outputs information in COMET for preparation of the annual country report.

6. Provide specialized technical support for the development of different monitoring data collection tools in the relevant applications (e.g. MoDa) that are compatible with WFP corporate systems.

7. Analyze monitoring and assessment data and present them through different dashboards for sharing with the wider group of programme and in different reports.

8. Liaise with the provincial offices M&E focal persons to ensure they are timely entering food assistance and monitoring data as per the agreed timeline.

9. Ensure timely recording of food assistance and monitoring data on the online system for reflection on regional office and WFP headquarters dashboard.

10. Coordinate and communicate with the local partners, agencies, NGOs and government institutions to support in assessing their needs for their functions relating to monitoring data collection, its analysis and presenting that in different report forms and dashboards.

11. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area of data collection, its insertion in different systems (particularly in COMET) and overall reconciliation.

12. Act as a point of contact for the resolution of a range of operational queries and problems within specific technical areas of responsibility.

13. Participate in regular validation, process monitoring, outcome monitoring, and various studies and surveys with a focus on supervising data entry and analysis.

14. Assist in quarterly analysis of distribution data against field-level agreements and with logistics and maintain follow-up with provincial offices for pending reports.

EDUCATION & EXPERIENCE

Education:

First level university (Bachelors) degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields.

Experience:

  • Minimum of six years of relevant professional work experience including data   compilation, database management and data analysis. Experience using a variety of quantitative analytical tools and methods.

  • Previous experience in the field of data compilation and analysis pertaining to monitoring and evaluation within humanitarian or development contexts (International organizations and/or UN system)

Language:

Fluency in English and Urdu language; Proficiency in another local language is desirable.
