Project Context and Scope
Amid rapid urbanisation and protracted displacement caused by conflict and climate shocks, Somalia faces the dual challenge of addressing displacement-related vulnerabilities and fostering urban resilience. The Somali Government demonstrates strong commitment to advance durable solutions through its National Durable Solutions Strategy (NDSS) and the National Solutions Pathways Action Plan, that provides a comprehensive roadmap to facilitate access to solutions pathways for one million internally displaced persons (IDPs) through evidence-based policies, multi-stakeholder coordination, and inclusive area-based programming.
The International Organization for Migration (IOM) has been instrumental in supporting communities to drive, and government to increasingly lead on building progress towards durable solutions to displacement. With strong emphasis on localised capacities and community priorities, increasing partnerships are building momentum towards durable solutions.
In addition to its durable solutions activities in the sphere of regulatory frameworks, land governance, economic empowerment and access to services, IOM is leading efforts to enhance data-driven solutions through improved Monitoring & Evaluation (M&E), operational data management, visualisation, and knowledge-sharing platforms. These efforts will ensure that displacement solutions are tracked, communicated effectively, and institutionalised within government systems.
The consultancy will be under the overall supervision of the Chief of Mission and direct supervisor of the Programme Coordinator for Saameynta with a matrix line to the Programme Manager (Data for Solutions) based in Nairobi. The consultant will play a pivotal role in ensuring that robust data systems, impact monitoring, and knowledge management are used for evidence-based decision-making, programme accountability, and coordination between government and international actors. This involves coordinating with critical stakeholders, reviewing and managing existing M&E frameworks, developing an online platforms and visual materials, supporting interoperability between different data platforms, and using of geospatial tools for site monitoring and urban planning. By having a cross-cutting across two solutions Joint Programmes, the consultant will support in the organization and presentation of interconnected data from these activities, to assist in informing solutions for IDPs in line with national priorities.

Responsibilities
Tasks to be performed under this contract
Operationalisation of an integrated M&E framework for Saameynta and IDSF:
- Refine indicator methodologies and analyse data to track progress and measure results.
- Develop and roll out digital data collection tools using Kobo Toolbox and visualise data using Power BI, and GIS platforms to enhance data accuracy, efficiency, and consistency.
- Act as a focal point for data and results reporting, regularly updating the evaluation and monitoring plans for the programmes.
- In collaboration with all the relevant stakeholders, develop and disseminate methodologies for tracking individuals on pathways to durable solutions, ensuring alignment with government systems.
Support with a mapping of durable solutions activities in support of the National Solutions Pathways Action Plan
- Provide technical support to IDSF and Saameynta programmes as part of an exercise to map durable solutions activities and resources. This is a key step in gathering information as part of the National Solutions Pathways Action Plan
- Assist with developing data collection tools to capture key information on durable solutions activities
- Assist with ad hoc data and spatial analysis as part of the mapping exercise
Data visualisation through interactive dashboards:
- Integrate multi-sectoral data (urban governance, livelihoods, land tenure, environmental trends and service access) to create story maps and holistic visual insights.
- Support interoperability between different data platforms used by durable solutions actors and government stakeholders.
Operational data support:
- Support the government and other stakeholders in the field of digitalisation and integration of automated data pipelines for administration and information sharing.
- Implement automated beneficiary tracking systems to improve reporting and decision-making.
- Work to promote Accountability to Affected Populations (AAP) approaches through awareness-raising and the development of effective accountability mechanisms.
- Upon consultations with all the relevant stakeholders, support the creation of GIS tools for spatial planning and site monitoring.
Creation of strategic communication and visibility material:
- Develop a series of visually compelling info-sheets, impact reports, and programme brochures tailored for donor and stakeholder engagement.
- Innovate new storytelling formats such as interactive visual reports, online platforms and multimedia content to increase engagement.
Development of an information management system for institutional learning:
- Establish an online knowledge management platform where all programme documents, reports, and lessons learned are stored and easily accessible.
- Introduce automated tagging and search functionalities to streamline retrieval of key programme information.
- Organise knowledge-sharing sessions to ensure that data is effectively used for decision-making and enhance collaboration.
Performance indicators for the evaluation of results
- Impact monitoring and reporting finalised: An M&E framework to measure impact results with finalised indicators and step-by-step methodologies is in place, and data are collected, analysed and reported on to respond to the indicators.
- Visual data products produced: At least three different types of visual data products (e.g., a story map, an infographic, and a dashboard) are developed and shared with key stakeholders for programme communication and decision-making.
- Operational data support delivered: Based on the outcomes of the consultations, at least one automated data pipeline is established to integrate key field data (e.g., beneficiary tracking, service access, or AAP) and is regularly used for reporting and decision-making.
- Knowledge management platform developed: A functional knowledge management platform is launched, populated, and accessed by stakeholders at least 10 times within the first month
Qualifications
Education
- A bachelor’s degree in geographical information systems, monitoring and evaluation, computer science or related subjects, with at least three years of experience in information management, including working with NGOs and international organizations. The ideal candidate will also have experience in working for data-related projects, with demonstrable skills in data analysis and visualisation (primarily quantitative).
Experience
- Experience in platform design and development, specifically tools for humanitarian work, is an advantage.
- Proven experience in data management and visualisation, particularly using GIS software.
Skills
- Excellent communication skills, with a strong background in developing gender-sensitive, evidence-based tools.
- High accuracy, strong monitoring and evaluation skills, and organizational abilities. Capable of working independently.
- Ability to achieve objectives in challenging environments and effectively collaborate with UN agencies, NGOs, local authorities, stakeholders, and the broader community to advance project goals.
Languages
- Fluency in English is required (written and Oral)
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Travel required
- The consultancy position is based in Nairobi, Kenya. Frequent travel to Somalia will be required. The consultant will be required to provide global insurance for the purpose of evacuation/ repatriation.
