Background
The Security Operations Assistant will report to the Security Adviser (SA) through the Deputy Security Adviser (DSA) to execute support tasks relevant to the efficient and effective delivery of activities and outcomes agreed under the Locally Cost-Shared Security Budget (LCSSB), including but not limited to the effective functioning of the Security Operations Centre (SOC).
Duties and Responsibilities
- Provide support for the efficient and effective implementation of the UN Security Plan and associated procedures and activities in PNG in support of the Security Management Team (SMT) and the Designated Official (DO), as directed by the SA or DSA (including support to the development and implementation of SOPs and systems as needed under SRMs).
- Fulfil duties assigned to SOC Supervisor under any standing SOPs, as may be directed by the SA or DSA.
- Oversee the UN ID card management system and provide support to implementation of access control measures and policies across UNSMS entities and premises.
- Support the effective implementation of the Security Communications System, under the direction of the SA and DSA.
- Support the effective integration of third-party vendor personnel within UNSMS security structures to ensure continuity of security support to UNSMS entities and personnel in PNG, through tasks as assigned by the SA and DSA.
- Provide logistic, operational and information management support to the organization, conduct and reporting on completion of security training programs under the LCSSB (including SSAFE, WSAT and First Aid training).
- Support SA in ensuring records relevant to the execution of the LCSSB are maintained and any operational issues adversely impacting the timely or effective execution of any LCSSB-funded programs or activities are duly escalated. Provide monthly report on all operational aspects of all LCSSB activities for presentation to the Security Cell and SMT.
- Ensure compliance of all relevant activities with UNDP and UNDSS rules, regulations, policies and strategies and to ensure security considerations are integrated with the CO administrative business processes mapping, on behalf of UNDSS and the Security Cell.
- Liaise with service providers and CO units as needed to ensure maintenance of all operational infrastructure associated with delivery of LCSSB-funded projects and activities (including communications systems, vehicle fleet, premises security arrangements, guard forces and the Security Operations Centre), including through establishing asset registers and maintenance calendars.

Required Skills and Experience
Education:
- Secondary Education with specialized certification in police, military or security training.
- Advanced University Degree (bachelor’s degree) or equivalent in Political Science, Military Studies, Security Management, Management or a relevant field is highly desirable, but is not a requirement
Experience:
Minimum of 6 years (with a secondary certificate) or 3 years (with a bachelor’s degree) relevant experience in security, preferably in the military or police context or related field of work.
Required Skills
- Microsoft Office, Windows-based applications, integrated web-based management systems, spreadsheets and databases
- Valid driver’s license
- Prior experience with the UN system or an international NGO is desirable.
- Experience liaising and coordinating with the local government security organizations.
- Maintaining the Security Plan
- Experience in maintaining an organization's security posture, often within a Security Operations Center (SOC)
- Experience in emergency communications equipment
- Experience in organizing security training
- Experience in conducting security briefing
- Experience in security inspection
Language
- Fluency in English (written and verbal) and Tok Pisin
