Job Description
Supervision of construction works related to the Specific Action “Greek Reception Capacity Enhancement (GreCE)” co-funded by the European Union.
Within the framework of the implementation of the Specific Action "Greek Reception Capacity Enhancement (GReCE )" co-funded by the European Union.
Under the overall supervision of the Chief of Mission (COM) and direct supervision of the Program Coordination Assistant and Project Team, the successful candidate will be positioned on-site, tasked to supervise construction works.
Responsibilities
- Daily monitor the contractors’ on-site activities during the project’s implementation within the designated area of responsibility and inform accordingly the Project Team
- Closely track the implementation timeline of works, vendors’ manpower schedules, works’ logbook, and the inspection and approval processes for construction materials pertinent to the project.
- Provide technical advice or instructions to the contractors in accordance with the project specifications, technical documentation and guidelines issued by the Project Team.
- Compile and submit weekly progress reports as well as ad-hoc reports when required. Maintain photographic evidence of the works and collect and organize data on implementation progress for submission to donor.
- Promptly and efficiently report to the Project Team any urgent issues, challenges, or deviations identified during project implementation, including proposing corrective measures where necessary.
- Prepare and submit monthly timesheets documenting work attendance.
- Under the supervision of the Project Team review and verify the completeness of the handover package submitted by the constructor, which shall include, but not be limited to, studies, material certifications, site logbooks, as-built drawings, bills, certifications of good performance, certification of static stability, and other “As Built” documentation. Coordinate the handover procedure and ensure the submission of all required documentation to IOM.
- Confirm the satisfactory completion of works and prepare a provisional works acceptance report for review and endorsement by the Project Team and the Project Manager.
- Additional Duties: Undertake any other relevant tasks as may be assigned by the Project Team in support of the project’s objectives.

The consultant hired will be compensated with an installment payment basis on the following (payment schedule):
1. First Deliverable – Progress report (35% completion):
Upon submission of a report confirming that 35% of the construction works have been completed, the Consultant shall receive 35% of the total allocated funds.
2. Second Deliverable – Progress report (70% completion):
Upon submission of a report confirming that 70% of the construction works have been completed, the Consultant shall receive an additional 35% of the allocated funds.
3. Third Deliverable – Final report and handover inspection:
Upon completion of the construction works, submission of the final report, and successful handover inspection, the Consultant shall receive the remaining 30% of the allocated funds.
All deliverables will be verified and approved by the project team.
The percentage of work completion shall be determined by calculating the total value of all completed Bill of Quantities (BOQ) items as of a specific date, divided by the total value of all BOQ items included in the construction contract.
- On-time and quality delivery of all weekly reports.
- Keeping a photographic archive of works daily.
- Provision of the admeasurements and bills, validated by the consultant as per the payment schedule of the project.
- Provision of handover package (study, quality files and material certification, as-built drawings, bills, certifications of good performance, certification of static stability, etc.) to IOM.
- Effective supervision of the construction works and continuous communication with the vendor and IOM staff to ensure timely delivery of the project as planned.
Qualifications
- University Degree in Engineering.
- Proven experience of at least 4 years in on-site construction works supervision as a Civil Engineer/Electrical/Mechanical Engineer/Architect, especially in residential type constructions. Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.
- Familiarity with Greek legislation in the field of construction and worksite safety relevant to the designated area of responsibility. Demonstrated ability to work well under pressure and meet deadlines;
- Membership of the Technical Chamber of Greece (TEE-TCG).
- Fluency in Greek (written and oral) and English (written and oral) is required.
