Job Description

Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Senior Programme Assistant (Migration, Sustainable Development, & Livelihoods), the National Vocational Training Consultant will be responsible for establishing cooperation between vocational education and training institutions, employers and veterans and families of veterans, combatants, and the fallen to improve the chances of employment of the latter groups through skilling and reskilling that meets the needs of the labour market.

The project “Promoting Social Cohesion and Veteran Reintegration in Ukraine through Evidence-Based and Locally Owned Responses and Capacities” aims to contribute to the stability of conflict-affected communities in Ukraine by promoting evidence-based and community-driven actions that support social cohesion and veteran reintegration. As part of the support, IOM will provideskilling/reskilling opportunities for veterans and families of veterans, combatants, and the fallen. The Project is expected to reach about 170 beneficiaries and 50 entrepreneurs.

Responsibilities

Tasks to be performed under this assignment:

1. In coordination with IOM and in cooperation with National Vocational Training Consultants from other target Oblasts, contribute to the development of a relevant questionnaire for an initial assessment of the beneficiaries’ profiles (qualifications, professional experience, interests, psychological state), their career aspirations and bottlenecks they face when looking for paid employment.

2. In coordination with IOM, establish communication with relevant local authorities and other institutions (including community organizations and veterans' organizations, etc.) and identify those that are interested in engaging the target populations in participation in the project.

3. In coordination with IOM, support pre-identification and registration of potential project beneficiaries among the target categories, adhering to IOM’s data protection principles.

4. Support IOM panel with beneficiaries' selection.

5. Conduct an initial assessment of the beneficiaries’ profiles, their career aspirations and bottlenecks they face when looking for paid employment.

6. Support beneficiaries with enrolment in vocational courses and/or paid internships.

7. Monitor beneficiaries’ progress with training programs and collect feedback from beneficiaries.

8. Share a completion report and presentation including lessons learnt, successful case stories, key challenges, and recommendations for future similar interventions that could contribute to sustainable employment and boost community engagement and participation.

9. Perform such other duties as may be assigned.

 

Performance indicators for the evaluation of results:

Deliverable 1 by 15 June 2025 

  1. Draft workplan.
  2. Contributions to the assessment methodology and the questionnaire for veterans and families of veterans, combatants, and the fallen.

Deliverable 2 by 15 July 2025

  1. List of selected and confirmed beneficiaries.

Deliverable 3 by 15 September 2025

  1. Summary report on beneficiaries’ needs and challenges identified through the survey.
  2. List of beneficiaries enrolled in vocational courses and/or paid internships.
  3. Contributions to the questionnaire on beneficiaries’ interim feedback on skilling/reskilling programs.

Deliverable 4 by 30 October 2025 

  1. Full list of beneficiaries enrolled in vocational courses and/or paid internships.
  2. Interim report on beneficiaries’ feedback on skilling/reskilling programs.
  3. Summary of challenges and offered improvements.

Deliverable 5 by 31 December 2025

  1. Final report that includes at minimum a summary of beneficiaries’ engagement in vocational training programs, successful case stories, lessons learnt, and actionable recommendations to improve employability of the project beneficiaries. 
  2. Final presentation for discussion with IOM to share results and insights.

All deliverables should be provided in Ukrainian.

Travel required

Yes, travel will be required to the locations in target Oblast. The Consultant will be responsible for the associated travel costs and arrangement.

Qualifications

Education, Experience and/or skills required

  • Bachelor's degree or higher, preferably in Development Studies, Public Administration, Political Science, Economics, Law, or Social work or Psychology from an accredited institution, with at least three years of relevant work experience.
  • Experience working with veterans and families of veterans, combatants, and the fallen.
  • Understanding of the labour market situation in Ukraine and proven experience of previous engagement in income generation and employment stimulation programmes, inclusive economic empowerment initiatives.
  • Data collection experience is required, especially experience with implementation of qualitative methods including coordination of Key Informant Interviews and Focus Group Discussions.
  • Strong report writing and analytical skill


Languages: 

  • Fluency in Ukrainian. 
  • Knowledge of English will be an advantage.
