Position Objective
The Public Sector Department, under the Vice President & Chief Operating Officer, is responsible for leading the appraisal and negotiation of operations with sovereign guarantees, applying sectoral expertise related to areas such as energy, transport, information and communications, technology, water and sanitation, social and urban infrastructure and sustainability. The Department is also responsible for operations with sub-national governments, including those that do not involve a sovereign guarantee. It supports the regional offices in supervising the implementation of operations, with the aim of gathering lessons for improving the preparation of future operations.
The Professional, Public Sector is a project team member responsible for the processing and initial analysis of one or several project structuring and appraisal aspects. The assessment focuses on the technical, financial, economic, institutional, and implementation aspects of projects, ensuring alignment to Bank priorities and stakeholder needs. The provision of analysis is critical to the sustained relevance of the Bank’s project portfolios and the capacity of the organization to adapt its projects to the needs of its stakeholders.
Duties and Responsibilities
Purpose
- Analyze technical, financial, economic, institutional and implementation aspects of investment projects to determine feasibility, mitigate risk, and ensure alignment with the Bank’s General Strategy.
- Provide insights on the public sector landscape, business plans, and project designs to address potential issues impacting project preparation and delivery.
- Implement components of projects from concept review to the first disbursement to ensure smooth turnover of projects to Regional Offices/Centers.
Engagement
- Advise and make project team leaders aware of issues and challenges related to the processing public sector transactions to strengthen project development and appraisal processes.
Collaborate with other project team members during project appraisal and peer reviews to increase efficiency of project processing and jointly achieve project objectives.
Delivery
- Deliver concept notes, analysis, knowledge reports, and project documents, as part of the project team and in support of higher level team members and activities, to the Board in line with the Bank’s project processing cycles.
- Assess relevance and sustainability of investment projects/instruments in addressing developmental challenges in member countries to help refine project approaches.

Substantive Knowledge
- Demonstrated capacity gained through advanced training/education and experience in public sector projects reflecting solid understanding of structuring and appraisal process.
- Complete analysis of specific aspects of public sector project structures. financial statements and models in support of a major organization project.
- Execute public sector projects /services which require the awareness of client needs and/or delivery issues and the application of judgment as components of larger project objectives.
Communication Skills
- Demonstrated skill gained through exposure in presentation/promotion.
- Advise/communicate non-standard approaches and insights to the team to sustain effective delivery of public sector projects.
- Promote client collaboration through constructive dialogue that establishes service standards and client expectations related to assigned public sector projects.
Execution Skills
- Demonstrated achievement in the timely delivery of quality inputs for project processing.
- Deliver consistent public sector project outputs that sustain standard timeframes across various client needs and operational conditions.
- Deliver public sector project outputs which reflect an adaptive quality ensuring relevance to the specific needs while sustaining NDB standards and service integrity.
Requirements
- Master’s Degree in areas relevant to NDB mandate (e.g., Economics, Finance, etc.)
- Minimum 5 years of relevant professional experience in financial institutions, consulting companies or research centers working in the areas of NDB operations, out of which at least 3 years’ experience in multilateral development banks on positions focused on appraisal of sovereign guaranteed loans for investment projects and programs.
- Proven expertise in project financing and implementing in one or several sectors: water, waste and sanitation; transport; urban development, environment protection and energy efficiency; health and education.
- Excellent knowledge of economic analysis of investment projects.
- Good knowledge of financial analysis of companies and subnational governments.
- Fluency in English essential to communicate in writing and speaking.
