Position Objective

The Public Sector Department, under the Vice President & Chief Operating Officer, is responsible for leading the appraisal and negotiation of operations with sovereign guarantees, applying sectoral expertise related to areas such as energy, transport, information and communications, technology, water and sanitation, social and urban infrastructure and sustainability. The Department is also responsible for operations with sub-national governments, including those that do not involve a sovereign guarantee. It supports the regional offices in supervising the implementation of operations, with the aim of gathering lessons for improving the preparation of future operations.

The Senior Professional, Public Sector is responsible for leading project teams in appraisal and negotiation of sovereign and subnational operations across various public sectors. The ability to demonstrate adaptive capacity in addressing emerging trends and evolving client needs sustains the relevance of Bank programs and positions the Bank to be an effective partner in the area of development.

Duties and Responsibilities

Purpose

  • As the Project Team Leader, enforce and adapt to individual projects, the approach to project preparation, appraisal, and negotiation to public sector transactions to ensure achievement of project objectives and alignment with Bank's mission.
  • Develop, structure and appraise public sector projects ensuring their adaptation to market developments and changes in the sectoral landscape to sustain project relevance and impact.

Engagement

  • Advise project team members on lessons learned across projects to jointly design solutions that are relevant and responsive to the project and relevant issues.
  • Advise clients on the preparation of feasibility studies, technical design, financial and economic aspects and institutional capacity building to build cooperative engagement in the planning and execution of investment projects/instruments.
  • Negotiate transactions and technical aspects of the project with clients and other external collaborators to arrive at mutually beneficial conditions that align with Bank priorities and client needs.

Delivery

  • Deliver concept notes and project documents to the Board in line with NDB’s project processing cycle.
  • Ensure consistency and compliance with NDB standards in project processing while introducing adaptive measures that support the delivery of projects.
  • Propose measures to improve responsiveness and impact of entrusted projects to evolving development challenges of member countries.

Substantive Knowledge

  • Demonstrated capacity gained through education and experience in appraising and structuring complex public sector projects and programs.
  • Understand the project processing framework and the integration of different NDB functions into the project.
  • Lead appraisals across a range of public sector projects, tailoring project components as required and consistent with NDB standards.

Communication Skills

  • Demonstrated skill gained through exposure/experience in relationship management.
  • Advise team on finding solutions to impediments to sustaining project delivery.
  • Engage clients proactively to adapt to public sector project expectations/needs.

Execution Skills

  • Demonstrated achievement in the consistent delivery of public sector projects through adaptation.
  • Meet consistently the project delivery standards on timing and the deployment of resources.
  • Meet consistently project delivery standards in terms of quality/relevance.

Requirements

  • Master’s Degree in areas relevant to NDB mandate (e.g., Economics, Finance, etc.)
  • Minimum 7 years of relevant professional experience in financial institutions, consulting companies or research centres working in the areas of NDB operations, out of which at least 5 years’ experience in multilateral development banks on positions focused on appraisal of sovereign guaranteed loans for investment projects and programs.
  • Proven expertise in project financing and implementing in one or several sectors: water, waste and sanitation; transport; urban development, environment protection and energy efficiency; health and education.
  • Excellent knowledge of economic analysis of investment projects.
  • Good knowledge of financial analysis of companies and subnational governments.
  • Fluency in English essential to communicate in writing and speaking.
