Background

UNDP Nepal has invested in design and prototyping of a set of innovative interventions at Local Levels with focus on Leaving No One Behind (LNOB) and green economy since last couple of years, as precursors to the development of portfolio approach to promote circular and green economy portfolio design. The Green Transition in Nepal Portfolio has developed with the aim of  supporting Local Governments in Nepal in the adoption of green practices, focusing on three interconnected transformation pillars: (i) developing circularity, and green and inclusive economy, adapted to each municipality’s context, (ii) establishing a balanced relationship with nature by implementing sustainable and green municipal infrastructures and services, as well as improving the ecosystem resilience within and around municipalities to mitigate local climate and disaster risks, and (iii) establishing supportive policy and governance environment to accelerate green transition in Nepal. It’s an umbrella portfolio that aims to engage with individual municipalities and build local level portfolios that are co-owned with the local authorities and communities, as well as promote coordination, learning, and sharing between them.

Since UNDP’s engagement with local governments has shown growing interest for the development and scaling of resilient, sustainable, and inclusive cities, a Green Transition Portfolio for Dhangadhi has developed to cater local needs, promote local knowledge & innovations and to achieve national priorities set by the Government of Nepal which is the first instance of this Portfolio Document. It is a joint (co-owned, co-designed, co-funded, and co-implemented) portfolio between UNDP Nepal and Dhangadhi Sub-Metropolitan City (DSMC). UNDP and DSMC have formally acknowledged their agreement to collaborate on this Portfolio, through a Memorandum of Understanding (MoU), outlining the scope of collaboration and the processes and instruments to be used (in particular UNDP’s Portfolio Policy and Dynamic Management Protocol). Building upon the progress, results and lessons learnt of Green Transition Portfolio for Dhangadhi, UNDP Nepal will further scale up the Portfolio approach/model in the future and updated the documents as other collaborations are established and new municipality-wise specific portfolios are designed, agreed and implemented across the country. For this, a dedicated Coordination, Monitoring and Communication Analyst will be made responsible to carry out monitoring, document learnings, implement portfolio communications. The Coordination, Monitoring and Communication Analyst will report to and work under the technical guidance of the National Project Manager and will also work closely with Portfolio Manager of Inclusive Economic Growth, Portfolio Owners, Portfolio Board, Quality Assurance Team, including Gender Equality and Social Inclusion & Communications team.

The Coordination, Monitoring and Communication Analyst plays the lead role in monitoring, learning documentation and reporting of the portfolio and performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. Coordination, Monitoring and Communication Analyst will be responsible to carry following activities, but not limited to:

  • Providing portfolio option lead support for the implementation of portfolio interventions.
  • Ensuring effective and efficient communications and coordination support for the development and smooth implementation of green transition portfolio.
  • Providing monitoring and reporting support for the implementation of portfolio interventions.
  • Ensuring knowledge management and learning documentation of the portfolio. 
  • Ensuring to promote and mainstream Gender Equality and Social Inclusion (GESI) in the implementation of the portfolio interventions.

Duties and Responsibilities

The Coordination, Monitoring and Communication Analyst will report to and work under the supervision of the National Project Manager and guidance of Portfolio Manager, Inclusive Economic Growth, UNDP. He/She will be responsible for ensuring documentation of learnings and knowledge management.

The Key Responsibilities of the assignment are:

Providing portfolio option lead support for the implementation of portfolio interventions.

  • Support in portfolio option as part of portfolio interventions outlined in the portfolio document. 
  • Ensure effective implementation of the assigned portfolio option.
  • Analyse results/lessons learned and provide strategies for improved delivery of portfolio interventions.
  • Monitor the day-to-day operation and submit the progress reports based on the approved annual work plans and multiyear workplans.
  • Provide support for other related tasks as assigned by the Supervisor. 

Ensuring effective and efficient communications and coordination support for the development and smooth implementation of green transition portfolio.

  • Ensure effective coordination with UNDP field offices for timely and effective implementation of portfolio interventions.
  • Organize periodic review meetings with option leads, Local Government and partner to track implementation and achievement of portfolio interventions. 
  • Develop, review and edit raw stories and disseminate those learning through UNDP’s website, social media accounts in coordination with Communications team in promoting the specific results/impacts through UNDP’s corporate channels.
  • Ensure UNDP standard branding in portfolio interventions/knowledge products.
  • Monitor the media for portfolio related news and articles. 
  • Draft, edit and translate reports and documents, news stories, photos and other articles.
  • Provide support in drafting and finalizing of the UNDP’s internal/external reports/stories.

Providing monitoring and reporting support for the implementation of portfolio interventions.

  • Coordinate with relevant portfolios in reviewing and consolidating the inputs in initial proposals/concept notes received from Field Offices and facilitate the cost sharing agreement with the local governments.
  • Support in preparing detail monitoring, evaluation & learning framework, documenting progress and produce progress report of the portfolio interventions & portfolio insights. 
  • Monitor the portfolio interventions and provide coordination, technical and logistic supports to ensure the quality.
  • Regularly monitor portfolio data management system and provide technical support and frequent follow up for the updated data management system.
  • Provide support in drafting Terms of Reference (ToR) for various research, studies, and monitoring functions.

Ensuring knowledge management and learning documentation of the portfolio. 

  • Support portfolio management team in the planning, preparation, management & evaluations and support in dissemination of learnings, knowledge products and evidence.
  • Support to build capacity of the partner organization and municipalities on portfolio implementation and development communication.
  • Review progress report submitted by the implementing partners, identify the gaps in reported data and information and provide technical backstopping for improvements in data management and reporting.
  • Design audio visual concepts and develop short clips, photos in consultation with portfolio team and communications using professional videographers and editors.
  • Support the organization of learning activities, including the sensemaking workshops. 

Ensuring to promote and mainstream Gender Equality and Social Inclusion (GESI) in the implementation of the portfolio interventions.

  • Ensure that GESI is well captured and mainstreamed in portfolio interventions.
  • Ensure that the GESI-related results are well captured in all monitoring, communication and reporting efforts. 
  • Support implementing partners to adhere UNDP GESI policies in all programming.
  • Support implementing partners to ensure GESI consideration in beneficiaries’ selection particular emphasis should be given for disaggregated data management.
  • Collaborate with portfolio team members, programme partners, and service providers to ensure implementation of programmes at the community level applying Do No Harm approach.

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent) in Journalism, Communication, Business Administration, Public Administration, Sociology or a related field OR 
  • A first-level university degree (bachelor’s degree) in the above-mentioned fields in combination with additional 2 years relevant experience will be given due consideration in lieu of master’s degree.

Experience:

  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in monitoring, communication and reporting in development sector.
  • Good knowledge in the usage of computers and office software packages (MS Word, Excel, etc.)
  • Hands on experience in designing portfolio document/policy, portfolio planning, portfolio implementation, and monitoring is highly desirable.
  • Excellent knowledge of monitoring, evaluation and documentation of learnings.
  • Experience of producing clear and concise reports is highly desirable.
  • Excellent experience of effectively engaging with diverse stakeholders is highly desirable.
  • Proficiency in data analysis, programme monitoring, and evaluation is highly desirable.
  • Knowledge and experience in coordination with government, donors, other partners along with national and international stakeholders is highly desirable.
  • Thorough understanding of gender and social inclusion and practical experience of integrating it into the GREEN sector is highly desirable.
  • Experience in knowledge management and knowledge sharing is highly desirable.
  • Experience and good knowledge of rules and procedures in development sector would be an asset.
