The Partnership for Harmonized Operations, Effectiveness, and Navigation in Implementing European Investment Bank (EIB) Resilient Syunik Program (PHOENIX-RESYP) is an EU-UNDP technical assistance initiative aimed at supporting the Ministry of Territorial Administration and Infrastructure of Armenia (MTAI), Project Implementation Unit (PIU) of the Armenian Territorial Development Fund (ATDF), Governor’s office and target municipalities of Syunik province under Resilient Syunik Program (RESYP) programme funded by the EIB.

The overall objective of the Project is to strengthen infrastructure resilience in Syunik province and enhance delivery of accessible public services, including education, health and safe drinking water supply, as well as energy efficiency through support to the proper implementation of the Syunik Resilience Program framework loan provided by the EIB.

The PHOENIX-RESYP Project outcome is to ensure effective planning, operation, and monitoring of schemes financed under the EIB loan enabled through strengthened governance capacity of the MTAI, ATDF and MOF.

The Outputs of the Project are as follows:

Output 1. Effective operation management system for implementing RESYP project is in place at the ATDF.

Output 2. The ATDF PIU operates effectively, with optimized internal processes and enhanced capacity to manage implementation and procurement functions.

Output 3. Quality investment proposals with procurement plan developed and approved by MTAI and ATDF.

Output 4. Independent verification and anti-corruption measures are embedded and consistently applied throughout the PIU operations to ensure transparency and integrity across all operations.

Output 5. Enhanced capacity of ATDF, line ministries, Syunik local government, and communities to identify, prepare, implement, and monitor development operations effectively.

Duties and Responsibilities

Procurement Management and Compliance:

  • Lead the preparation, updating, and implementation of detailed procurement plans aligned with EIB’s RESYP allocation schedule, as well as EIB and UNDP procurement guidelines practices.
  • Ensure full compliance of tender documents, evaluations, and contract awards with EIB’s Guide to Procurement (GtP), UNDP policies, national legislation and ethical standards.
  • Coordinate procurement planning with project team and the ATDF PIU to ensure alignment with workplans and budget allocations.
  • Conduct risk assessments and integrity checks for procurement processes, addressing red flags such as conflicts of interest, bid rigging, or inflated costs.
  • Support in drafting Requests for Quotations (RFQs), Invitations to Bid (ITBs), Requests for Proposals (RFPs), and other procurement documentation ensuring accuracy, clarity, and alignment with project objectives.
  • Monitor and advise on the application of anti-fraud, anti-corruption, and conflict of interest measures throughout procurement and contracting processes.
  • Conduct due diligence and market analysis to support fair and competitive procurement.
  • Ensure timely procurement of goods, works, and services, required for RESYP project implementation.
  • Monitor procurement milestones and escalate delays or bottlenecks.
  • Support contract negotiations with vendors and ensure timely contract award and signing.
  • Maintain proper documentation and audit trails for all procurement activities and contracts.Contract Management 
  • Provide technical support to ATDP PIU to oversee end-to-end contract management, including drafting, negotiation, and monitoring of contracts for construction, equipment, and consultancy services.
  • Review and verify unit costs, deliverables and technical specifications to prevent malpractices (e.g., substandard materials, budget deviations).
  • Track contract execution including deliverables, timelines, and payments.
  • Support in processing contract amendments, renewals, and close-outs as needed, ensuring prior EIB non-objection and alignment with project objectives.
  • Liaise with vendors and implementing partners to resolve contract performance issues.
  • Maintain a centralized tracking system for contract milestones, deliverables, and payments.

Capacity Development and Knowledge Sharing:

  • Design and deliver tailored training programs for ATDU PIU staff, contractors and local stakeholders on:
    • EIB procurement guidelines and contract management.
    • Ethical procurement practices and anti-corruption measures.
    • Contract management best practices.
    • Risk management in procurement and contract
  • Develop user-friendly tools (SOPs, checklists, templates) to streamline procurement workflows and ensure consistency.
  • Provide on-the-job mentoring and advisory support as needed.

Monitoring and Reporting:

  • Implement procurement monitoring tools to track compliance, efficiency, and transparency across all RESYP schemes.
  • Conduct regular audits and spot checks to verify adherence to environmental, social, and gender-responsive procurement criteria.
  • Prepare regular updates and procurement status reports on procurement progress, challenges, and corrective actions for EIB, UNDP, and ATDF.
  • Contribute inputs to donor reports and evaluations as required.
  • Collaborate with the Environmental and Social Safeguards Analyst to ensure procurement aligns with ESMP and Gender Action Plan (GAP) requirements.

Stakeholder Coordination: 

  • Act as the focal point between ATDF PIU, UNDP, EIB, and contractors to resolve procurement disputes and ensure alignment.
  • Support ATDF PIU in public outreach campaigns to enhance transparency and community trust in procurement processes.
  • Participate in multi-stakeholder coordination meetings to harmonize procurement timelines with infrastructure implementation schedules.
  • Collaborate closely with UNDP Country Office Procurement Unit to ensure compliance and leverage institutional knowledge.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangements:

The Procurement and Contract Management Analyst works under the supervision of the Project Manager and the overall guidance of UNDP CO Democratic Governance Programme Analyst / Team Leader, and closely collaborates with UNDP CO team, including but not limited to RBM Programme Analyst; Democratic Governance Programme Associate; Communications Analyst; Infrastructure Coordination experts/Project Analysts; Operations Associate and HR Analyst, the incumbent provides effective and efficient implementation of project activities with major focus on ensuring EIB standards, policies and procedures under all pillars of the Project.

The Procurement and Contract Management Analyst will be given access to relevant information necessary for the execution of the tasks under this assignment.

Materials provided to the Procurement and Contract Management Analyst and all proceedings shall be regarded as confidential both during and after the contract term. Violation of confidentiality requirements may result in an immediate termination of contract.

The Procurement and Contract Management Analyst will be based in Yerevan with frequent travel to Syunik province. S/he will work closely with: 

  • Infrastructure Coordination Experts/Project Analysts for Health, Education and Water sectors.
  • Finance and Disbursement Analyst.
  • Monitoring, Evaluation and Reporting Analyst
  • Syunik Resident Field Coordinator.
  • Engineering Analysts (Health, Education, Water).
  • Community Engagement and Stakeholder Relations Analyst 
  • Environmental and Social Safeguards Analyst
  • ATDF (Armenian Territorial Development Fund) PIU staff.

Required Skills and Experience

Education:

  • Administration, Public Administration, Law, Economics, Procurement,  or relevant related field is required, or 
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage.

Experience:

  • Minimum of 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of relevant professional experience at the national or international level in procurement and contract management, preferably in international development projects (with EIB, EU, or UN-funded).

Languages:

  • Fluency in English and Armenian languages is required

Required Skills:

  • Proven experience with EIB/EU or UNDP procurement systems. 
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems such as ERP.

Desired Skills:

  • Prior experience with the UN/UNDP.
  • Familiarity with Armenian public procurement laws and EIB’s Environmental and Social Standards (ESS)
  • Proven track record in managing construction contracts and competitive international biddings (ICB).
