Functional Responsibilities

Under the supervision of the EORE (Explosive Ordnance Risk Education) Coordinator, the Operations (EORE) Officer (Gaza) will be responsible for the following duties:

  1. Planning & Design of EORE Activities

    • Assist in the development and implementation of a plan to support the mine action authority and mine action partners in the planning and design of gender- and diversity-mainstreamed EORE activities, including public risk awareness campaigns and community-based EORE.

  2. Selection & Training of EORE Facilitators

    • Assist in the development and implementation of a plan to help the mine action authority and mine action partners to select and train EORE facilitators who will deliver risk education sessions in communities.

    • Support the EORE Coordinator in creating a gender- and diversity-mainstreamed training kit, including materials for use by facilitators during EORE sessions.

  3. Capacity Building & Gender Mainstreaming

    • Assist in delivering training to the mine action authority and mine action partners on gender and diversity mainstreaming, as well as PSEAH (prevention of sexual exploitation, abuse, and harassment).

    • Provide ongoing support to the mine action authority and mine action partners regarding gender- and diversity-sensitive project implementation, including training, materials development, monitoring, evaluation, and quality assurance activities.

  4. Stakeholder Engagement

    • Participate in the development and implementation of a stakeholder engagement plan to assist the mine action authority and mine action partners in liaising with EORE stakeholders.

  5. Mapping & Needs Assessment

    • Support the development and implementation of a plan to map existing EORE capacity, activities, and materials, identifying gaps and opportunities.

  6. Data Management & Reporting

    • Receive and analyze activity reports, maintain records of data and progress, and produce reports as required. Particular attention should be given to SADD (sex- and age-disaggregated data) and other gender-sensitive indicators.

    • Implement and maintain an inventory of EORE materials.

    • Assist in developing a Monitoring and Evaluation plan for gender- and diversity-responsive risk education activities conducted by the mine action authority and mine action partners, including field visits to targeted areas.

  7. Training Plan Development

    • Support the creation of a training plan to address technical needs, monitoring skills (including implementation of National Technical Standards and Guidelines for EORE), and reporting skills required for proper oversight of EORE activities.




  1. Reporting & Data Collection

    • Under the supervision of the EORE Coordinator, work with the mine action authority and mine action partners to regularize and strengthen EORE reporting and data collection.

    • Coordinate with the mine action authority and mine action partners to support the development and finalization of a gender-sensitive EORE strategy.

  2. Information Exchange

    • Review the mine action authority and mine action partners information exchange methodology to ensure that impacted communities receive up-to-date information about EORE activities in their area.

  3. Reporting & Statistics

    • Prepare periodic reports and statistical data on the status of project activities.

  4. Workshops & Meetings

    • Participate in the organization of workshops, training sessions, and meetings.

  5. Other Duties

    • Perform other related duties as required.


Education/Experience/Language requirements

Education
  • High School Diploma with a minimum of six (6) years relevant experience;  OR

  • A First-level University degree (Bachelors or equivalent) with two (2) years relevant experience is required.

Experience
  • Relevant experience is defined as experience in risk education, mine action, operations or related field.

  • Experience in Risk Education is required.

  • Experience in community-based education, public information communications, training development or capacity building is desired.

        Language

  • Fluency in Ebglish (speaking, reading, writing) is required.

  • Fluency in in Arabic (speaking, reading, writin) is required.
