JOB CONTEXT:
HI in 2023 has been implementing a mix of humanitarian and development projects in the Gaza Strip and the West Bank, including a long-term rehabilitation project in Gaza. HI is also the coordinator of the Rehabilitation Platforms in Gaza and in the West Bank (two coordination bodies among all rehabilitation actors in each area).

The new conflict between Hamas and Israel in October 2023 has created a major humanitarian crisis in the Gaza Strip. Around 70,000 Palestinians have been injured and several thousand among them have suffered from amputations or permanent impairments. HI is managing a complex humanitarian operation in the Gaza Strip, with extreme challenges in terms of access and security. In addition, HI is also implementing a mix of emergency response and preparedness activities in the West Bank, with several access and security challenges.

HI current response spans these sectors: physical rehabilitation, humanitarian mine action, humanitarian logistics, education in emergencies, emergency preparedness, disability mainstreaming/inclusion in humanitarian action, advocacy and distribution of health, hygiene, and NFI kits.

Main challenges: severe lack of security and humanitarian access in Gaza; security risks, access constraints, and potential further escalation in West Bank and East Jerusalem.

The security is unpredictable. Security rules are tight with controlled movement. Systems for hibernation and evacuation are in place. HI has setup a solid system with for security management, although the risks is remain high.

YOUR MISSION:
Reporting to the Palestine Logistics Manager, you, as the Emergency Logistics Manager, are responsible for the effective and efficient management of logistics resources within your designated area of intervention. Serving as the primary logistics focal point for Palestine Logistics Manager, you are proactively communicate any logistics-related issues to the Palestine Logistics Manager and propose appropriate solutions. The role includes active participation in the ongoing restructuring and improvement of HI’s field operations. Additionally, you play a crucial role in the deployment and enforcement of HI’s logistics standards, helping to redefine the logistics function within the organization and supporting the advancement of professional practices.

You are responsible for leading and coordinating all logistics operations in support of HI’s emergency response and ongoing humanitarian programming in the Gaza Strip. While the position is primarily based in Gaza, access constraints due to the volatile security and political environment may require periods of remote work from Amman. This operational duality must be anticipated and integrated into all areas of responsibility. You ensure the continuity of critical logistics functions, the localization and strengthening of logistics capacity, and the implementation of context-specific contingency mechanisms. The role is central to maintaining HI’s operational effectiveness and resilience in one of the most complex humanitarian environments globally.

Your main responsibilities will be:

3. Supply Chain Management for Gaza including international shipment strategy and implementation

4. Emergency Preparedness and Response

5. Proceed to internal control under Palestine Logistic framework

Requirements

• You hold a degree in logistics or supply chain.

• You have at least 5 years of experience in management of humanitarian logistics and at least 2 years of experience in emergency responses in conflict-affected countries.

• You are able to project quickly in an emergency context, manage your stress, and work under pressure.

• You are able to handle conflicts, you have strong interpersonal and intercultural skills, with good communication and negotiation skills in English.

• With a high capacity for analysis and synthesis, you have proven training and local capacity building experience.

  • 6 months International contract starting from mid-August 2025 based in Gaza.

  • Salary from 2750€ gross/month upon experience;
  • Perdiem: 848 €/ month- Palestine Rate; 713 €/ month- Jordan Rate - paid in the field
  • Hardship: 500 € net/month paid with your salary for Gaza, subject to change if access to Gaza is not possible.
  • Paid leaves: 25 days per year;
  • R&R: according to the level of the mission : depending of the time spend in Gaza. Up to 5 days every 6 weeks with accommodation/flight lumpsum reimbursement.
