The Independent Redress Mechanism (IRM) is the accountability mechanism of the GCF.  The IRM responds to complaints by people who believe they have been adversely affected by GCF projects or programmes. The IRM also accepts requests by developing countries for the reconsideration of proposals that were denied funding by the GCF Board. The IRM uses both problem solving and independent compliance review approaches to provide redress and accountability. The IRM reports directly to the Board and is subject to Board decisions. Position Objective

The Operations and Administrative Analyst supports the IRM team in the execution of its five mandates: processing requests for the reconsideration of funding proposals; processing complaints from persons adversely impacted by GCF projects; providing advice with an eye to improving GCF performance and outcomes; working with GCF direct access entities to build their capacity related to grievance mechanisms and procedures; and conducting outreach to raise awareness about the work of the IRM.

The Operations and Administrative Analyst will be responsible for the execution and coordination of the team’s logistical and administrative tasks, which will include leading the procurement work, tracking the work plan and budget, organising meetings and workshops, coordinating travel arrangements, liaising with IRM stakeholders, preparing official documentation= and maintaining IRM records ==. The Operations and Administrative Analyst also provides, where necessary, operational support to the IRM team in fulfilling IRM’s mandate as well as providing administrative support to the Head of the IRM. 

Duties and responsibilities

  • Provide substantive support to the Head of IRM and the IRM team as needed in the achievement of the IRM’s mandate. 
  • Work with a high level of discretion and provide executive assistance in managing the workflow of the Head of Unit;
  • Coordinate the Head's schedule of meetings and appointments, ensuring timely response to internal & external requests, including Board members, other divisions, external consultants, advisors and other stakeholders;
  • Ensure deadlines are met and documents requiring signature are of high quality and adhere to the GCF style guide andadministrative and operational guidelines;
  • With the nature of the IRM’s work and mandate in mind, plan, organise and schedule the team's mission travel, ensuring all system processes, visas, flights and security arrangements are in place, and ensure timely provision of relevant preparation materials and mission briefs;
  • Establish and maintain an effective network of contacts both inside and outside the team to ensure effective liaison in support of office needs;
  • Provide general administrative and office management support to the IRM;
  • Coordinate the internal flow of communications within the team, ensuring timely dissemination of information to all;
  • Execute all administrative steps related to IRM procurement,  in consultation with the GCF’s Procurement and Finance units, including managing purchase requests and purchase orders;
  • Facilitate and process internal and external payment requests in a timely manner;
  • Assist in the IRM recruitment processes, in consultation with the GCF’s Department of People and Culture;
  • Draft administrative reporting, including the preparation of IRM monthly administrative reports to the Executive Director, and activity reports and quarterly reports to the Ethics and Audit Committee;
  • Lead in supporting the Head of Unit in annual workplan and budget planning activities;
  • As delegated by the Head of Unit, closely monitor and track IRM’s budget utilization in collaboration with the GCF’s Finance unit;
  • Ensure the IRM is equipped with necessary office supplies and relevant facilities in collaboration with the the GCF’s Department of Corporate Services;
  • Receive visitors and maintain the calendar/schedule for arranging meetings and appointments;
  • Maintain and organize IRM official records, including the IRM’s stakeholder database and internal systems; and
  • Format, proof-read, and edit texts for adherence to established standards, grammar, and the GCF style guide in official documents, reports, and invitation letters.

Requirements (Education, experience, technical competencies required of the job)

  • Bachelor's degree in Public Administration, Business Administration, Social Science,Humanities or similar;
  • 7 years  of relevant work experience in a professional capacity, such as experience within an international organisation, development agency, governmental, private sector or non-profit sector;
  • Specific experience aligned to the duties and responsibilities set out above is highly desirable;
  • Good knowledge of office technology such as MS Office package; 
  • Experience in working with databases is highly desirable;
  • Formal training in secretarial, clerical, administrative, and/or operational services is desirable, including knowledge of enterprise platforms such as Oracle; 
  • Ability to deal with large volumes of work under time pressure with a high level of accuracy and attention to detail;
  • Ability to organise his/her work, set priorities, meet critical deadlines, and follow up on assignments with minimum direction;
  • Strong teamwork and interpersonal skills, and highly developed cultural sensitivity in communicating with all levels of staff and external clients, both orally and in writing; and
  • Fluency in English is essential; working knowledge of Korean is an advantage; Knowledge of another United Nations language is an advantage.
