Context

Under the overall supervision of the Director, Coordination Office for the Mediterranean, Chief of Mission in Italy and Malta, Representative to the Holy See and the direct supervision of the coordination of the Head of the Migration Management Unit (MMU) and the direct supervision of the Project Coordinator/Manager, the successful candidate will be responsible for assisting in carrying out all the tasks related to the reintegration of Third-Country Nationals (TCNs) returnees from Italy, in full compliance with the AMIF rules within the Assisted Voluntary Return and Reintegration (AVRR) project “RI.VOL.A.RE. in RE.TE."

Responsibilities

1. Support, in close cooperation with the Project Coordinator/Manager and the AVRR team, the Italian referral network in providing general orientation/reintegration counselling to potential returnees;

2. Assist the Project Coordinator/Manager in the drafting of the returnees’ reintegration plans and the various options available in the Countries of Origin (CoO) in order to foster the returnees’ sustainable reinsertion;

3. Keep close contacts with the IOM Missions in the CoO for monitoring the smooth implementation of the reintegration plans and the overall returnees’ reinsertion process, including the purchase and delivery of the equipment and services envisaged in the plan; 

4. Monitor IOM Missions’ reintegration disbursements in close coordination with the Project Coordinator/Manager and the Admin/Financial Unit and collect invoices, receipts and all supporting financial documents for donor’s reporting purposes and auditing sessions; 

5. Assist the Project Coordinator/Manager in collecting IOM Missions’ data on the reintegration in order to feed it into narrative reports related to the project’s reintegration strategy and outcomes/impact, according to the project’s indicators; 

6. Organize, in close cooperation with the IOM Missions in the CoO, online meetings and virtual counselling to provide potential returnees with all information and clarification they need to deepen their options and take a more informed decision on their reinsertion process; 

7. Draft, in close cooperation with the IOM Missions in the CoO, country fact sheets on the main origin countries with the aim of providing migrants with guidelines on socioeconomic and employment prospects to facilitate their reintegration; 

8. Support the Project Coordinator/Manager in maintaining and promoting good working relations with embassies and consulates to collect information and promote cooperation with a view to facilitate the issuance of travel and/or visas; 

9. Support the Project Coordinator/Manager in the organization of the reintegration data collection and analysis system and regularly compile analysis and statistical reports; 

10. Assist in delivering training/information sessions on AVRR to stakeholders likely to be in touch with potential beneficiaries, if needed; 

11. Assist in preparing all relevant materials and training tools and support in the development of outreach info-material, in the elaboration of the success returnees’ stories, project factsheets and bulletins; 

12. Prepare all relevant documentation related to the project (payment/reimbursement/travel) and regularly report to the Project Coordinator/Manager on the activities performed by the Roving Teams in the assigned duty stations; 

13. Travel on duty as may be required; 

14. Perform other tasks related to the execution of the project, as assigned by the supervisor. 

Qualifications

Education

  • University degree in International Relations, Law, Social, Political or Economic Sciences, Social Work, Migration or Development Studies or a related field from an accredited academic institution with two years of relevant professional experience;

or

  • High School diploma, with four years of relevant professional experience;

Experience 

  • At least 2 years of experience providing direct assistance to migrants and/or other vulnerable groups;
  • Experience working with or in developing countries;
  • Experience working in a multicultural team;
  • Experience in organizing events (offline and online).

Skills

  • Strong organizational, communication and time management skills; 
  • Familiarity with administrative procedures; 
  • Ability to multi-task, prioritize and work independently; 
  • Strong drafting, writing and reporting skills; 
  • Demonstrated proficiency with Microsoft Office applications such as Word, PowerPoint, Excel, Outlook and Teams. 

Languages

  • Fluency in Italian and English is required;
  • Working knowledge of French is considered an asset.
