Organizational Context and Scope

The Regional Development and Protection Programme for North Africa (RDPP NA) is a financial instrument aimed at supporting selected North Africa countries to consolidate their migration and asylum systems and build capacities to provide adequate reception, access to international protection and durable solutions to migrants in transit across the Central Mediterranean Route.

Italian Ministry of Interior (MOI) has taken up the role of RDPP NA Leader and Coordinator in coordination with the European Commission. As a management toll to implement the Programme, the MOI has set a Management Support Unit (MSU) at the MOI’s premises, to receive technical expertise and timely assistance in the overall design, implementation and monitoring of the activities carried out under the Programme. 

Since the start of Programme in 2016, dedicated IOM and UNHCR staff has been selected to perform in the MSU at the MOI premises in order to support the MOI addressing any possible hindrances and for the smooth running of the Programme.

Under the overall coordination of the Director, Coordination Office for the Mediterranean, Chief of Mission for Italy and Malta and the direct supervision of the Head of Migration Management Unit (MMU), the incumbent will perform as IOM dedicated staff assigned to the MSU, in support of the RDPP NA Secretariat, with the workplace established at the Italian Ministry of Interior premises.

Responsibilities

  • Support the review process of RDPP NA project proposals for final submission for funding, by coordinating with all the IOM NA Missions involved, the MOI, relevant Regional Offices, and, if required, the European Commission. 
  • Provide technical and administrative support to the eight IOM Missions involved in the RDPP NA for the development of proposals, submission for funding, implementation, monitoring of expenses and results, reporting and visibility, in compliance with the donor requirements and internal procedures, contributing to a coordinated, harmonized and coherent approach.
  • Contribute on a regular basis to the ECAS Participant Portal reporting tool by compiling summaries of progress toward the Grant Agreements’ objectives for all implementing partners (including non-IOM actors) and uploading the related deliverables received, in line with timelines and conditions set by the EC.
  • In coordination with the Head of MMU, support the consolidation and submission of the MSU project proposal (IOM Italy component), follow up on implementation and budget monitoring, assist in finalizing and submitting interim and final reports, and provide support with the financial, administrative, and technical aspects of the project, in line with IOM policies and donor requirements.
  • Support the collection, review, and timely submission of all narrative and financial progress reports, mid-term and final reports, NCEs/budget revisions, and official Grant Agreement amendments for IOM projects. Assist the MOI in consolidating overall mid-term and final technical reports summarizing the contributions of other implementing partners (e.g., COOPI, CEFA, Save the Children, StARS, UNICEF).
  • In close coordination with and upon request from the donor (MOI and EC), support the organization and conduct of field missions to RDPP NA target countries to assess the progress and impact of activities carried out, in collaboration with the IOM Missions in the NA Region.
  • Assist in identifying and formulating additional activities for potential future funding under the RDPP NA, based on identified needs at the country-level and donors’ interests and priorities.
  • Keep the MOI, MMU and relevant colleagues from RO Brussels, RO MENA and RO Dakar and relevant Country Offices informed of the programme activities and requirements.
  • Support the organization of meetings of the RDPP NA Lead and its Consortium (e.g., Steering Committee meetings and other technical gatherings), including the preparation of annotated agendas, presentations, background documents, and draft minutes for MOI review and distribution to the EC and the EU MA of the Consortium.
  • Participate in meetings (including Steering Committee meetings) and regional workshops/events relevant to RDPP NA with the IOM Regional Offices, MOI, EU institutions, and other partner organizations, in a supporting capacity and as requested by the Head of MMU.
  • In close coordination with the MOI, collect data on achievements and results of the various RDPP NA implementation phases to support the update of the RDPP NA website and the drafting of briefings for external stakeholders, factsheets, infographics, presentations, and other visibility materials, in line with the RDPP NA website content and MOI/EC visibility requirements.
  • Support regular updates of the MOI Power BI application and the related Indicators Monitoring Tool used to track the results and achievements against the expected outputs specified in the Grant Agreements for all the projects funded under the RDPP NA since 2016 to date. 
  • Perform any other tasks as requested by the programmatic needs.

Qualifications

EDUCATION

  • High school diploma with six years of professional experience; or, 
  • Bachelor’s degree from an accredited academic institution in: Social Sciences, Political Sciences, Humanitarian and Development Sciences, International Cooperation, Arts and Cultural Events, Communication or any other related disciplines, with at least four years of relevant professional experience. 

EXPERIENCE

  • Experience in humanitarian programmes for migrants and vulnerable groups. 
  • Experience supporting EU-funded, multi-country, multi-partner projects is an advantage.
  • Experience in liaising with governmental authorities, EU institutions, and other national and international partners in support or coordination capacity.
  • Knowledge of internal and international migration issues in the Mediterranean Region, Africa, and relevant sub-regions.
  • Experience providing support in project development, implementation, monitoring, reporting, and communication, including financial and administrative aspects of project management.

SKILLS

  • Good understanding of migratory trends in Africa, particularly in North Africa and the Sahel. 
  • Familiarity with EU institutions and policies related to migration, including external funding mechanisms and decision-making structures.
  • General knowledge of the migration-related subject areas addressed by the Organization, especially in the MENA Region. 
  • Strong organizational and communication skills, with a professional approach suitable for working at the premises of public institutions.
  • Sound knowledge of project support functions, including reporting and administrative follow-up, and familiarity with applicable financial rules and procedures.

LANGUAGES

  • For this position, fluency in Italian, English and French is required (oral and written).
