Overview of position

Our client is a leading mining exploration and development company based in Riyadh, operating with strong backing from prominent shareholders. The company is focused on unlocking the mineral potential of the Arabian Shield and is guided by international best practices, contributing to the Kingdom’s Vision 2030 objectives.

Role objectives

Government Portal & Compliance Management

  • Navigate and manage all relevant Saudi government platforms, including: Qiwa (labour contracts), GOSI (social insurance), Muqeem (residency/visa), Absher (individual services), ZATCA (tax/VAT), Mudad (WPS payroll compliance), HRSD (labour ministry), MC (commercial registration), Balady (municipal permits), Tawtheeq, Elm, and others as required.

Payroll & HR Administration

  • Process and manage monthly payroll in compliance with Saudi labour law.

  • Maintain employee records, contracts, and onboarding documentation.

  • Oversee iqama renewals, GOSI contributions, and medical insurance coverage.

  • Track leave balances and prepare compliance reports.

Service Provider & Regulatory Liaison

  • Coordinate with legal counsel, accounting firms, and service providers.

  • Support corporate banking processes and licensing requirements.

  • Manage documentation and signature workflows with regulatory authorities.

Operations & Logistics Coordination

  • Arrange meetings, travel, accommodations, and site visits.

  • Manage procurement, courier services, and day-to-day operational support.

Executive & Corporate Communications

  • Draft board resolutions, executive summaries, and bilingual (Arabic-English) correspondence.

  • Prepare NDAs and official documentation for internal and external stakeholders.

Data & Document Management

  • Oversee KYC compliance with banks, investors, and legal partners.

  • Maintain a structured, secure digital archive of legal, financial, and operational records.

  • Ensure version control and smooth document flow across teams and regulators.

Project reporting

This role reports to the line manager.

Key competencies

Essential Requirements:

  • Saudi national (female preferred) with 3–6 years of experience in HR operations, payroll, or government relations.

  • Language Skills:

    • Native-level Arabic (spoken and written) – essential for liaising with government entities and drafting official documents.

    • Business-level English proficiency – required for corporate reporting and internal/external communication.

Technical Competencies:

  • Strong knowledge of Saudi labour law, payroll compliance, and HR administration.

  • Hands-on experience with government e-portals (Qiwa, Absher, GOSI, ZATCA, Muqeem).

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and HR/payroll systems.

  • Familiarity with KYC and compliance processes in a corporate setting.

Behavioural Competencies:

  • Exceptional attention to detail and accuracy.

  • High integrity, discretion, and ability to handle confidential information.

  • Effective interpersonal and communication skills for liaising across teams and external stakeholders.

  • Resilience and tolerance for fast-paced environments.

  • Flexibility to adapt and take on additional responsibilities in a young, evolving organisation.

Desirable Experience (Preferred):

  • Experience working in a start-up or scale-up organisation, ideally with exposure to IPO preparations or rapid growth phases.

  • Proven ability to build and scale HR, operations, and compliance processes to support company growth.

  • Entrepreneurial mindset with a hands-on approach and willingness to work across multiple functional areas.

  • Exposure to industrial, mining, or related sectors (preferred but not essential).

  • International exposure through work experience or academic studies.

This role has no team management responsibility.
