Mission and objectives

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men.
The armed conflict that broke out on 15th April 2023 in Khartoum and other regions continues, causing significant humanitarian crises. Women and girls are disproportionately affected — experiencing heightened food insecurity, exposure to gender-based violence (GBV), and limited access to essential services, including GBV prevention and mitigation. Despite this, Sudanese women remain active and resilient, mobilizing peace initiatives across several states and demanding an end to the conflict. However, their formal participation in political and peacebuilding processes remains limited.
In this context, UN Women supports efforts toward gender equality and women’s empowerment, particularly in peace, security, and humanitarian settings. Through initiatives such as the Women Peace and Humanitarian Fund (WPHF), UN Women is working to build the institutional capacity of women-led and women’s rights civil society organizations (CSOs). This includes technical and programmatic support to 40 organizations with funding allocations ranging from $30,000 to $200,000.
UN Women supports long-term capacity strengthening of these CSOs to lead, participate in, and deliver gender-responsive peace and humanitarian action in Sudan, aligned with WPHF impact areas. Coordination is maintained through the National Steering Committee (NSC), chaired by the UN Resident Coordinator.

Task description

Reporting to the UN Women Country Representative and under the overall supervision of the Programme Specialist WPS and Humanitarian Action, the WPHF Programme Manager in support of the coordination and implementation of UN Women’s Women, Peace, Security, and Humanitarian Action (WPSHA) programming in Sudan, will work closely with national partners, UN agencies, and civil society organizations, and contribute to strategic planning, implementation, monitoring, and reporting of WPHF-supported interventions. The specific tasks are as below:

1. Support Programme Design and Development in WPSHA under WPHF
• Assist in identifying programmatic opportunities and gaps in women, peace and humanitarian work.
• Contribute to the drafting and review of programme strategies, proposals, and project briefs.
• Coordinate with stakeholders, women’s groups, and experts to gather input for programme development.
• Provide substantive inputs into the development of country strategy documents and operational planning tools.

2. Coordinate Programme Implementation and Management
• Ensure oversight the implementation of the WPHF programme work plan and budget, ensuring alignment with strategic goals.
• Provide day-to-day technical support for programme execution and ensure effective coordination between UN Women teams and implementing partners.
• Contribute to the review of financial and narrative reports from implementing partners.
• Support the Programme Manager in managing Project Steering Committees and evaluation processes.

3. Facilitate Technical Support and Capacity Building
• Support the planning and delivery of capacity-building initiatives for CSOs under the WPHF.
• Provide hands-on technical assistance and quality assurance to national partners on gender and peacebuilding.
• Facilitate knowledge-sharing, peer learning, and mentorship opportunities for CSO partners.
• Ensure that training and technical assistance integrate intersectional gender analysis and rights-based approaches.

4. Monitor Programme Performance and Reporting
• Assist in monitoring programme activities, finances, and outputs using Results-Based Management (RBM) tools.
• Support the drafting of timely progress and donor reports.
• Contribute to data analysis and knowledge products that reflect programme progress and learning.5. Strengthen Partnerships and Contribute to Resource Mobilization
• Support partnership-building efforts with government institutions, civil society, and development partners.
• Contribute to resource mobilization by preparing briefings, concept notes, and donor profiles.
• Identify new funding opportunities and align programme initiatives with donor priorities.

6. Enhance Inter-Agency Coordination
• Represent UN Women in coordination meetings and technical working groups, as delegated.
• Facilitate collaboration with UN agencies, humanitarian clusters, government actors, and other stakeholders to align interventions.
• Ensure effective communication and follow-up between partners, contributing to harmonized implementation approaches.
• Coordinate with the RCO for the preparation and organization of WPHF National Steering Committee and take minutes of the NSC.

7. Support Advocacy and Knowledge Management
• Assist in developing and executing advocacy strategies to promote women’s participation in peace and humanitarian processes.
• Contribute to the creation and dissemination of knowledge products, policy briefs, and learning materials.
• Identify and document good practices and lessons learned for scaling and replication.
