Introduction


The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations for example the UN and the EU in crisis, conflicts or other disasters.

MSB is currently looking to nominate an Analyst in Civil Military Cooperation (CIMIC) and Critical Infrastructure to the Joint Analysis Training and Education Centre (JATEC), NATO.
JATEC is a pillar of the NATO-Ukraine relationship and a joint organisations providing analytical, educational and training capabilities to jointly identify and apply lessons from Russia’s war against Ukraine, and embedding these in strategy, policy, doctrine, tactics and operations; and to provide support to the successful achievement of interoperability objectives.

The incumbent is the Analyst for CIMIC and Critical Infrastructure within the JATEC, leading and contributing to actions that ensure coherence, including timeliness and accuracy, of Allied joint doctrine. In detail the incumbent should analyse, synthesise and operationalise lessons concerning civilian-military cooperation (CIMIC) from Russia’s war of aggression in Ukraine, including in the context of critical infrastructure resilience. These lessons will help to inform the work of JATEC in developing e.g., actionable strategies, training programmes, exercises and workshops with the aim of enhancing population protection, the resilience of critical infrastructure in conflict-affected environments, and the promotion of inclusive, whole-of-society engagement in stabilisation and post-conflict recovery efforts.


Duty location: Bydgoszcz, Poland.
Duration: Two years with the likely possibility of extension.
Start date: ASAP, as mutually agreed.
The work is normally performed in a normal NATO office working environment.
Normal working conditions apply.


Employed by the MSB on an international mission you will receive a monthly salary as well as a comprehensive allowances and benefits package, ranging from free home leave travel to access to psychosocial support.

Duties

• Lead the collection, analysis and dissemination of lessons learned from civil-military cooperation in Ukraine, engaging with the Ukrainian Armed Forces, government institutions, NGOs and international partners.
• Support Ukrainian and NATO stakeholders in strengthening resilience, safeguarding critical infrastructure, and advancing recovery initiatives in accordance with NATO’s Comprehensive Assistance Package (CAP), through a whole-of- government and whole-of-society approach grounded in NATO’s baseline resilience requirements.
• Facilitate inclusive civil-military dialogue platforms to foster interoperability, mutual trust, and coordinated responses between military entities and civil society actors.
• Coordinate closely with NATO bodies, Allies, and Ukrainian experts across public and private sectors in order to identify, interpret, and apply insights from civil-military experiences within the context of Russia’s war in Ukraine.
• Engage with IS OPS, NRU, NSATU, SHAPE, NATO CIMIC Centre of Excellence (COE) and other relevant NATO entities to explore, advise on, and implement innovative CIMIC approaches tailored to Ukraine’s conflict and post-conflict environment.
• Provide strategic guidance to JATEC on integrating CIMIC methodologies into its programme of work (POW), positioning it as a key venue for joint civil-military capacity building and operational coordination.
• Integrate the Women, Peace and Security (WPS) agenda and the NATO Climate Change and Security Action Plan across all training programmes, dialogue platforms, and operational engagements, advancing gender-responsive strategies, enhancing adaptation to climate-related security risks, and fostering inclusive, climate-aware peacebuilding.
• Maintain doctrine related working relations with NATO and Ukrainian entities.
• Represent JATEC at conferences, meetings, and visits.
• Provides input to review of Allied Administrative Publications and other guidance related to concept/doctrine development.


Provide support to:
Analysis of NATO’s strategic and operational environment;
Identification of Ukrainian capability needs;
Ongoing exercises and experimentation; and concepts under development.

Qualifications

Experience

Six years experience working with: national or international civil protection agencies, infrastructure operators or regulators (energy, transport, telecom), military or defence institutions in advisory or liaison roles, multinational organisations (e.g. NATO, EU, UN) in resilience or reconstruction contexts.

Experience in civil-military coordination and critical infrastructure.
Demonstrated ability to conduct analysis as well as to write clear and concise reports and other documents.
Good knowledge and understanding of the situation in Ukraine.
Knowledge of NATO’s organisation and policies is desirable.

Education

University degree in of one of the following fields: International Relations or Security Studies, Political Science or Public Administration, Civil Engineering or Infrastructure Management, Emergency Management or Disaster Risk Reduction, or other relevant areas.

Languages

Fluency in English - Listening, Speaking, Reading and Writing.

Other requirements

This position will require a security clearance.

The incumbent needs to be a Swedish citizen.

The incumbent, through her/his work, provides the coherence between lessons learned, concepts, analysis, operations, exercises and doctrine development to deliver doctrine that enhances interoperability. Through the incumbents work, interoperability in NATO and alliance Nations is also directly and indirectly impacted.
