Context
The incumbent is responsible for providing adequate support to the World Health Organization (WHO) Country Office for Bangladesh (WCO-BAN) and ensure efficient and effective management of HR and service procurement management, including specific focus and contribution to facilitate performance management, staff development and training plans for measuring against the Key Performance Indicators (KPIs) and fulfil reporting requirements.
Working under the direct supervision of the Operations Specialist (OS) overall guidance of WHO Representative (WR) and Deputy WR Bangladesh and in collaboration with other Technical Units, the incumbent is responsible for ensuring that quality, effective and efficient support is provided to WHO Country Office Bangladesh in HR and service procurement management. He/she supports the Management to ensure adherence to the rules and regulations, processes and procedures of WHO.
Working under the direct supervision of the Operations Specialist (OS) overall guidance of WHO Representative (WR) and Deputy WR Bangladesh and in collaboration with other Technical Units, the incumbent is responsible for ensuring that quality, effective and efficient support is provided to WHO Country Office Bangladesh in HR and service procurement management. He/she supports the Management to ensure adherence to the rules and regulations, processes and procedures of WHO.
Task description
Under the overall guidance of the WHO Representative, Bangladesh, and direct supervision of the Operations Specialist, the incumbent will perform the following duties:
1. Lead efficient Recruitment and Onboarding of WHO Personnel:
Support in writing effective position descriptions as per directions; assist in organizing short-term recruitment processes, including creation of position, classification, review of vacancy notices, screening of candidate CVs, tests, interviews and drafting selection reports.
Interface with the Human Resources Management (HRM), Planning Unit (PPC) and
Budget Units at World Health Organization – South-East Asia Regional Office (WHO-SEARO) and Global Service Centre as needed to follow up on
recruitments and onboarding in a timely manner.
Coordinate induction training for staff by the key Units in the Office, including Management Unit.
2. Support performance management and staff development:
Monitor, facilitate and follow up on the compliance of the performance appraisals for measuring against the KPIs and reporting.
Problem-solving on related matters as required.
Prepare appropriate reports for management.
Monitor status of the training implementation plan and provide feedback to recommend actions as needed.
3. Coordinate HR planning, Contracts and Entitlements:
Management and entitlements: keep track of the contract status of all staff; alert managers to required decisions and follow up, as needed.
Facilitate all actions related to contract management such as appointments, confirmations, extensions, separations and management of entitlements with Personnel and HR Units in WHO-SEARO and the Global Service Centre, technical units and others as required.
Prepare regular and periodic HR reports for management decisions and monitor actions taken.
Assist in planning, drafting ToRs and recruitment of personnel for SSA and Consultant contracts as required.
Assist in preparing and implementing of policy changes, as required, for such non-staff contracts.
Monitoring and reporting on SSA and Consultant contracts.
Support in the management of service procurements (APWs) of all technical programmes for the Country Office by doing the following:
a) Assisting Technical Units to prepare service procurement (APW) proposals for implementation
b) Monitoring and routinely reporting the status of the implementation of all APWs and Technical Services Agreement (TSAs).
c) Support Contract Review Committee (Country) (CCRC) meetings and other meetings to negotiate terms and prices and
resolution of problems with vendors, etc., as required by documenting decisions related to APWs.
d) Following up and resolving problems in the off-line and Global Management System (GSM) approval process during
implementation of APWs and TSAs without loss of time.
4. General HR Admin:
Provide back-up for the Administrative Officer as needed.
Draft HR related communications, status reports, updates, position descriptions, terms of reference, organogram updates, and memos for the HR Unit in WCO,
