Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into four main Divisions: (i) National Society Development and Coordination; (ii), Humanitarian Diplomacy and Digitalization; (iii) Legal, Governance support and Accountability; and (iv) People and Strategy.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). The Strategic Planning Department is part of the People and Strategy division, ensuring its support in providing the overall strategic direction to the organization, facilitating collective decision making, monitoring progress, strengthening strategic planning and quality of the networks’ programming efforts, and demonstrating the network’s global footprint.
The Officer, Federation-wide Data Management, is part of the Federation-wide Data Systems (FDS) Unit in the Strategic Planning Department. This is a global level function based in IFRC’s Global Service Centre in Budapest.
The FDS team leads Federation-wide data collection, validation, and analysis – including systems development – working with focal points from 191 National Societies and IFRC Geneva, Regional and Country Offices and is aimed to be increasingly used to feed Federation-wide planning and reporting processes. The Officer, Federation-wide Data Management will be a member of the Global FDS team.
Job Purpose
The Officer, Federation-wide Data Management, contributes to data collection, validation, analysis and visualization processes. Under the direction of the Senior Officer, Federation-wide Data Collection and Analysis, the officer will also support tool development, workflow follow-up and process monitoring.
The incumbent will provide technical support to colleagues in the different IFRC offices / National Societies to improve reporting rates and ensure minimum standards in data quality.
The Officer, Federation-wide Data Management, will also be the primary focal point of the Strategic Planning department when it comes to the Enterprise Resource Planning system, participating in the wider IFRC ERP development and maintenance work. In addition, the Officer will be responsible for ERP data entry, extraction, and manipulation to incorporate into unified plans, unified reports, and various analytical reports. The role also includes briefing and training the wider Planning, Monitoring, Evaluation, and Reporting (PMER) and Strategic Planning teams when it comes to ERP.
Job Duties and Responsibilities
Data collection and validation
- Support and contribute to Federation-wide data collection and validation processes with other FDS team members, and colleagues from regions, clusters, and country delegations. This includes the Federation-wide Databank and Reporting System (FDRS) annual process (all 191-member National Societies), Unified Planning and Reporting processes (three rounds per year from approximately 130 National Societies seeking international support and over 20 providing international support), as well as support to large-scale emergency operations and global programmes and initiatives.
- Engage with key focal points from National Societies, providing technical support as needed.
- Provide technical support to key IFRC colleagues on unified planning and reporting data collection and validation processes, ensuring a good level of understanding and engagement.
Data systems and visualization
- Represent the Strategic Planning department within the wider cross-departmental team for the Enterprise Resource Planning (ERP) platform development and maintenance, participating in regular discussions and tasks as needed, including managing change requests.
- Maintain a good level of knowledge of the ERP system overall and act as the departmental focal point for any questions or support on the system.
- Brief and/train colleagues requiring entering and/or extract data from the system.
- Ensure ERP data, particular financial data, is connected and ingested into various dashboards and trackers, and feeds into the various unified plans and reports.
- Support development and maintenance efforts of data ingestion pipelines, dashboards, and trackers, and ensure all visualizations are accessible as needed.
Guidance, data analysis and reporting
- Support the development and dissemination of all Federation-wide data collection and validation processes with necessary guidance and training (e.g. FDRS user guide, Unified Planning and Reporting data guidance documents, and the technical note on counting people reached).
- As required, support PMER teams in running global and regional online sessions with National Societies and colleagues to roll-out tools and guidance. Promote quality contributions from National Societies.
- Contribute to the development of the annual “Everyone Counts” report by engaging in the analysis, code review, and quality checks.
- Contribute to key analysis and visuals for institutional IFRC reports and other analysis as needed.
Data protection, responsibility, and accountability
- Promote a culture of accountability with management and across all sectors.
- Ensure a responsible processing of data using ethical standards and data protection principles throughout the process, avoiding over-collection, misuse or loss of data.
- Actively work towards increasing usability of data for evidence-based decision making and to remain accountable to people we serve, partners, and other stakeholders.

- Work towards the achievement of the IFRC Secretariat’s goals.

Education
Required:
- University degree in a relevant humanitarian or Social Sciences, ideally studies relating to data management, statistics etc.
Preferred:
- Basic Delegate Training Course or IMPACT, ERU, CAP Training or equivalent experience.
Experience
Required:
- At least 3 years of experience working as data analyst, developing and implementing of systems and tools to optimize current business processes and facilitate data collection, validation, and reporting at global, regional and country levels.
Preferred:
- 2 or more years’ experience working for the RCRC Movement.
- Demonstrated experience of working on large scale data collection, management, analysis and visualization as well as experience delivering on targets successfully.
- Experience using Python, DAX, or R and using collaborative platforms (e.g. GitHub).
- Experience with designing and using PMER concepts, tools, and best practices.
Knowledge, Skills and Languages
Required:
- Confident in using advanced functions of Excel, Tableau, and Power BI. Other data analysis, visualization, and mapping tools would be a plus (e.g. Stata, R, Python, D3, CARTO, QGIS).
- Strong background in the management of quantitative and qualitative data for the humanitarian sector.
- Good organizational skills, and attention to details.
- Ability to develop and maintain Kobo Toolbox / ODK forms (XLS forms).
- Excellent written and oral communication, organizational and presentation skills in English.
- Fluent spoken and written English.
Preferred:
- Good command of another IFRC official language (French, Spanish or Arabic).
