The International Fund for Agricultural Development (IFAD) is a specialized United Nations agency and international financial institution dedicated to eradicating rural poverty and hunger. It supports rural people by financing projects that improve agricultural productivity, raise incomes, and foster inclusive rural transformation.
The Financial Operations Department (FOD), led by an Associate Vice-President, acts as a strategic business partner, ensuring IFAD's financial and material resources are managed efficiently to support its long-term objectives.
FOD includes three divisions:
- Procurement Services and Financial Management Division (PFM)
- Financial Controller's Division (FCD)
- Treasury Services Division (TRE)
The PFM Division manages two key fiduciary functions: project procurement and financial management. It leads the development of related policies, ensures oversight, builds capacity, and manages procurement professionals across headquarters and regional offices.
Job Role
The IFAD Project Procurement Team, which supports the oversight of procurement activities in development projects financed by IFAD, seeks qualified and experienced public procurement professionals to join its consultant roster. Consultants on this roster provide technical support to IFAD financed operations and implementing partners across countries and regions. Engagements are short- or medium-term and depend on operational needs.
Consultants will operate under the supervision of a Regional Senior Procurement Officer, working with IFAD staff and implementing partners. Selection is based on qualifications, experience, and alignment with assignment requirements. Remuneration is determined by:
- Scope and complexity of the assignment
- Consultant's qualifications and expertise

Key Functions and Results
Tasks that may require the services of procurement consultants may include: Project design:
- Assess the procurement capacities, systems and risks of implementing agencies;
- Determine appropriate project procurement implementation arrangements, including determining the extent of reliance on countries' procurement systems, additional procedures to ensure consistency with IFAD's Procurement Guidelines, and prior review thresholds;
- Develop the IFAD Procurement Risk Matrix (Part A: country-level, Part B: project-level)
- Develop and draft the procurement section of the Project Implementation Manual (PIM);
- Develop suitable project procurement supervision plans;
- Develop the Project's Procurement Strategy that identify the ideal market approach, contractual solution as well as Environmental & Social safeguards for the big-ticket contracts of the project lifecycle;
- Develop initial 18-month procurement plans;
- Develop capacity building plans for project staff responsible for procurement;
- Develop specific, actionable guidance on addressing E&S/SECAP risks (e.g. in technical specifications or bidder qualifications of the bidding documents);
- Prepare the Quality at Entry Questionnaire for review by the Senior Procurement Officer (SPO);
- Submit an assignment report (as per IFAD format), and any other relevant ancillary documents (including Procurement Plans, Implementation Manuals, Operation Manuals, etc.);
- Support the development of key project procurement performance indicators for IFAD's project procurement activities.
Project supervision:
- Conduct Project Procurement Reviews to ensure appropriate oversight of project procurement practice;
- Advise on complex procurement issues, propose sound solutions to correct procurement deficiencies or deter future ones;
- Assess contract administration and management procedures and review the completeness and updated nature of contract data in the Contract Monitoring Tool;
- Conduct specific analysis of value for money (VFM) at all levels and the reasonableness of prices;
- Identify risk flags and evidence of malfeasance in procurement by performing a procurement risk assessment as per IFAD's requirements;
- Review the current Procurement Plan in order to assess it has been fully updated and upgraded in the correct IFAD template or appropriate IFAD procurement system, ascertain its completeness, its concurrence with the AWPB, Financing Agreement, Project Procurement Arrangements (PPA) and Project Procurement Strategy (especially concerning packaging and value for money) and its consistency with the country systems and/or IFAD Procurement Guidelines and Handbook;
- Based on the desk review of contract data, review a minimum sample of 10% of all post-review contracts (including contracts and agreements with implementing agencies and a sample of downstream contracts) and high-risk prior review contracts during the mission for compliance;
- Review the management capacity and appropriateness of addressing SECAP risks through procurement (with specific focus on big ticket contracts and SECAP-related management at bidding stage and contract implementation stage), as outlined in the Project Implementation Manual;
- Assess the suitability and the correct compliance with the terms of any contract/agreement with implementing agencies. Downstream contracts signed by implementing agencies should be part of the post review sample in order to check if the implementing agency complies with its contractual requirements. When downstream contracts are reviewed, the existence and adequacy of distribution lists should be verified (these can be requested to be brought to the Project Management Unit).
Project Completion:
- Review all Contract Registers and check for format and consistency with Procurement Plan and disbursement details;
- Check for procurement securities (bid, advance payment, performance and retention securities) and verify the following:
- All advance payments are fully recovered
- The validity, return or resolution of Performance Security (for Goods and Works);
- The validity, resolution or return/repayment of Retention Money Guarantee (for Works);
- The validity of insurance policies;
- Review all live procurements and make determination on whether these will fully delivered or performed by closure date, and advise accordingly;
- Review all live contracts to verify that all contracts are fully paid or resolved by closure or end date, and advise accordingly;
- Verify to the extent possible, whether goods, works and consulting services contracted were supplied/completed according to the required specifications and technical standards;
- Assess if contracts were effectively managed by the technical units in charge; and if contracts have been executed as per the original schedule;
Procurement Pre-Audit
- Report on any misconduct ineligibles or processes which are not in line with the IFAD Guidelines such as the handbook or the procurement manual
- Participate in the implementation support mission and review the procurement measures agreed during the last missions. Therefore, you will:
- Ensure all the file are in order and include all different elements of the contract
- Ensure that requisitioning information, the attendance registers, and minutes for Pre-bid meetings, NOITA, Site visits and Bid Opening, clarifications, responses, and proof of communication used to respond to bidders are in contract file
- Ensure that the input/seed distribution list, goods receipt form and evidence of payment are included in all the file
- Ensure that all the recommendation of the past supervision mission are carried out.
In Addition to that:
- Review activities in OPEN, including contract administration and management procedures, and examine the completeness and up-to-date nature of contracts in the contract monitoring tool;
- Verify, as far as possible, whether the goods, works and consultancy services covered by the contract have been supplied/performed in accordance with the required specifications and technical standards;
- Provide support to Project Management Units on procurement related issue.
Job Profile Requirements
Education:
- University degree in Procurement, Business, Law, Economics, Finance, Engineering, Public Administration, or related fields
Work Experience:
- At least 5 years of relevant professional experience in public procurement in international organizations or donor-financed development projects.
- Experience with IFIs/Multilateral Development Banks (e.g. IFAD, AfDB, AsDB, IADB, World Bank) is an asset
Languages:
- Required: Excellent (Level 4) in English, French, Arabic, or Spanish, based on country context
- Desirable: Good (Level 3) in a second language (English, French, Arabic, Spanish, or Russian), depending on region

Other Information
Project Procurement Consultants already on the IFAD Project Procurement Roster do not need to re-apply.
New applicants will undergo an initial desk-review screening followed by a more in-depth assessment if shortlisted. Shortlisted candidates may be invited to an informal video call. Academic credentials, work experience, and references will be verified prior to inclusion.

Consultants can be recruited for a maximum of 240 days in 1 calendar year and 960 days in 5 calendar years.
