1. Support procurement processes. Under the guidance and direct supervision of the Senior Project Manager (Primary Supervisor) and Resource Pool Manager (Secondary Supervisor) who reports to the Head of Support Services, the Procurement Senior Analyst is responsible for Under the guidance and coordination of a technical supervisor (Procurement Advisor), and reporting on central issues related to procurement activities, setting up the required internal standards based on the transfer of knowledge by EIB of its procurement requirements, procedures, templates, etc. Based on them, provide support to  the procurement processes of the project, focusing on:

  • Review of Procurement Plan as per the investment proposals and plans submitted and approved, and recommend EIB on issuance of no objections (as applicable) to proceed with the procurement activities upon commencement of site-specific activities.

  • Review and quality assurance of the procurement documents and associated tasks including, but not limited to – procurement notice, tender documents, bid evaluation reports, contract awards, contract modifications, handling of contract disputes, contract termination, etc. For bids/tenders not subject to international procurement procedure, conduct ex-post review on an aleatory basis. 

  • Monitoring and supervision: participate in bi-annual field visits to monitor the implementation of contracts awarded under the schemes to check compliance and standards and satisfaction of stakeholders and capture lessons.  

  • Technical Advisory: Where required, support the FPMU/ SPMUs by providing advisory support, including support the training for conducting the procurement related activities, as provided by the Advisors. 


The expected result is that the procurement practices under the project align with the minimum requirements of EIB´s Guide to Procurement which involves mandatory prior and ex-post reviews of procurement processes as per defined thresholds.
2. Analysis report.  Responsible for generating analysis reports of the processes, concluding on the non-discrimination of tenderers, fairness and transparency of the process, and selection of the economically most advantageous offer.  

3. Management of the clearance process.  Support the project management in the development, deployment and management of a clearance system, as applicable (e.g. equivalent to  The World Bank’s STEP). Consideration can be given to deploy a document workflow management system that may encompass other areas of approvals as well, like - verification of schemes. 

4. Communication with the EIB.  In coordination with the Procurement Advisor and the Project Manager, keep EIB notified on the ongoing activities through regular online meetings/ emails as appropriate, and send key documentations required for record-keeping, etc.

Education/Experience/Language requirements

Education:

  • Advanced  University Degree (Masters or Equivalent) preferably in Procurement and/or Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, Economics or related field is required.

  • A First-Level University Degree  in Procurement and/or Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, Economics or related field in combination with two (2) additional years of relevant experience  may be accepted in lieu of the Advanced University Degree. 

  • For those who do not have a degree in Procurement of Supply Chain Management, the Chartered Institute of Supply and Management (CIPS) or similar international Certification is a distinct advantage.

Experience:

  • A minimum of two (2) years of professional experience in procurement is required.

  • Experience in writing reports is a distinct advantage. 

  • Experience in operations and administrative support is a distinct advantage.

  • Experience in delivering training is desirable.

  • Experience in working with a range of stakeholders is desirable.

  • Some experience in UN system organizations is desirable.

  • Experience in procurement in World Bank and/or EIB projects is a distinct advantage.

  • Experience in the use of google software packages (Google Doc, Sheets and Slides) and experience in handling web-based management systems is an added advantage.

Language Requirements:

  • Fluency in written, reading and spoken English is required. 

  • Knowledge of another official UNOPS language is an asset.
