Office/Unit/Project Description 

The Complex Risk Analytics Fund (CRAF’d) is the first and only multi-partner initiative to finance, connect, and reimagine data to save lives. CRAF’d is driven by the belief that data, analytics, and AI can help global partners to better anticipate, prevent, and respond to complex risks. Inspired by the UN Secretary-General’s Data Strategy, CRAF’d is the result of a joint design process championed by Germany, the Netherlands, the United States, and the United Nations family, as well as other partners across the globe. CRAF'd is a trailblazer for the more inclusive, networked, and effective multilateralism envisioned in Our Common Agenda. With sustainable and scalable financing, CRAF'd fosters an open ecosystem to expand shared capabilities for unlocking more power from data for insight, impact, and integrity in crisis action.

The position is hosted in the Fund Secretariat which is administered by UNDP’s Crisis Bureau and led by the Executive Office of the Secretary-General (EOSG). The Secretariat is responsible for the day-to-day management of Fund operations, providing technical and administrative support to the Steering Committee and overseeing all aspects of fund management. In addition to coordinating calls for proposals, project appraisals, and due diligence, the Secretariat supports monitoring and evaluation processes, consolidates project reports, and processes project revisions such as budget adjustments and extensions. It liaises closely with ecosystem partners, facilitating collaboration, capacity building, and communication to ensure effective data analytics and programmatic impact. The Secretariat also handles public visibility and communication for the Fund.

Operating as the technical backbone of the Secretariat, the Fund Management Analyst provides end-to-end support across programmatic, financial, and stakeholder functions. The Analyst transforms Steering Committee decisions into actionable guidance, drives data-driven programme oversight, maintains rigorous quality assurance, and fosters collaboration across the CRAF’d ecosystem. By integrating strategic analysis, risk management, and operational coordination, the role ensures that every CRAF’d investment delivers maximum value and adheres to CRAF’d standards.

Scope of Work

Ensure Programme‑Cycle Management & Quality Assurance

  • Coordinate grant allocations, maintaining detailed timelines and check‑lists to meet submission and approval deadlines.
  • Facilitate technical review panels, manage scoring matrices, and conduct fiduciary, safeguarding, and due‑diligence, applying practical solutions as issues emerge.
  • Guide partners on proposal design, grant implementation, budget and activity revisions, and project closure; and serve as lead for due‑diligence processes for non‑UN partners.
  • Track grant agreements through implementation, budget revisions, no‑cost extensions, and closure, liaising closely with the MPTF Office Administrative Agent on disbursements, financial adjustments, and final clearance.
  • Support the maintance and update the Fund’s dashboards, trackers, reporting and risk tools, financial monitors, and wider information management structure, while piloting digital solutions that enhance data access and analysis.
  • Update the Fund Operations Manual and templates to reflect policy changes and lessons from implementation.

Ensure Strategic Planning & Resource Allocation

  • Prepare data‑driven briefs and allocation scenarios that frame options and trade‑offs for Steering‑Committee deliberations.
  • Support the end‑to‑end preparation of Steering‑Committee meetings, including drafting agendas, briefing packs, and decision notes, and ensure all financial and programmatic inputs are validated.
  • Translate approved Committee decisions into clear operational guidance for partners, coordinating dissemination and follow‑up actions with programme and finance focal points.

Ensure Stakeholder Coordination & Ecosystem Engagement

  • Serve as a programmatic and technical point of contact for partners, responding to queries on proposal preparation, implementation challenges, and results reporting.
  • Support capacity‑building on RBM, gender and inclusion, fiduciary standards, and digital‑data safeguards, sharing lessons learned across the network.

Support knowledge building, knowledge sharing and capacity building relevant to the assigned project

  • Provide support in the dissemination and sharing of relevant data and lessons learned within the CO and regionally. Keep pulse on emerging best practices nationally, regionally, and internationally that relate to the work of the assigned project. 
  •  Make sound contributions to knowledge networks and communities of practice. Support compiling and systematizing project knowledge, products and tools as well as their wide distribution to partners. 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Fund Management Analyst reports directly to the Fund Manager within the CRAF’d Secretariat and is expected to collaborate closely with team members within various project-specific configurations.

Experiences & Skills 

Min. Education requirements          

  • Advanced university degree (Master’s  degree or equivalent) in Engineering, Data / Computer Science, Economics, Disaster-Risk Management, International Development, or a closely related field is required. Or.
  • A first-level university degree (bachelor’s degree)in the areas stated above,  in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Min. years of relevant work experience   

  • Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree)  of progressively responsible experience in fund or grant management, anticipatory or crisis-risk financing, or applied risk analytics within humanitarian or development programming. 
  • Demonstrated experience working in fragile or crisis-affected settings, particularly in Disaster Risk Reduction and anticipatory action.

Required skills            

  • Proven track record in managing the full lifecycle of fund allocations, including alert activation, proposal design and review, technical due diligence, reporting, and project closure.
  • Experience in donor relations, resource mobilization, and narrative / financial reporting for multi-partner initiatives.
  • Demonstrated ability to use data and forecasting tools (e.g., IPC, FEWSNET, GIS, PowerBI) to inform anticipatory action and funding decisions.
  • Strong experience developing operational guidance and training materials, including alert protocols and induction guides.

Desired skills in addition to the competencies covered in the Competencies section

  • Experience with UN-hosted pooled funds, multi-partner trust funds, or similar multi-donor instruments 
  • Familiarity with UNDP-MPTFO corporate systems (e.g., GATEWAY) for finance, procurement, or results reporting.
