Overview of position
  • Despite contributing minimally to global Green House Gas (GHG) emissions, Yemen’s national development priorities are at significant risk due to climate change. The country currently lacks a cohesive long term strategic vision to guide its transition toward a low emission & climate resilient future. Furthermore, it has limited institutional capacity & no operational national MRV (Measurement, Reporting & Verification) system to track climate finance flows or the effectiveness of climate interventions. These limitations hinder Yemen’s ability to align with global climate frameworks & access the climate finance it urgently needs.

  • To address these gaps, the Government of Yemen through the Ministry of Water & Environment (MWE) as the National Designated Authority (NDA) of the Green Climate Fund (GCF) & in partnership with our client is implementing a Green Climate Fund (GCF) readiness project. The project aims to support the development of Yemen’s Long Term Low Emission Development Strategy (LT LEDS) & to establish a national Monitoring Reporting and Verification (MRV) system to monitor climate finance & support received.

  • The project also builds on recent efforts to strengthen Yemen’s National Designated Authority (NDA) & the Interinstitutional Committee on Climate Change. These bodies have begun laying the groundwork for improved coordination, policy alignment & climate data management across sectors. Within this evolving institutional landscape, the meaningful participation of stakeholders including government ministries, public utilities, private sector entities, civil society organizations, women’s groups & academia is essential to ensure that the LT LEDS & MRV systems are informed by national realities, priorities & capacities.

  • Given the complexity of Yemen’s governance context, this consultancy aims to support the MWE & its Climate Change Unit (CCU) in designing & facilitating a structured, inclusive & transparent participatory process. This will involve coordinating institutional stakeholders, organizing national & subnational consultations, engaging technical committees (such as the LED committee) & capturing & systematizing stakeholder inputs into the technical components of the project.

  • The assignment will be critical to building consensus, enhancing coordination, promoting gender inclusive climate governance & ensuring that the outputs of the LT LEDS & MRV processes are grounded in local ownership & institutional legitimacy.

Role objectives

The overall objective of this assignment is to facilitate an inclusive, transparent & coordinated stakeholder engagement process that strengthens national ownership, interinstitutional coordination & alignment across sectors in support of the development of the LT LEDS & MRV system in Yemen. The consultant will ensure consultation process to be participatory, inclusive, gender sensitive & aligned with best practices & relevant legal or policy frameworks. The specific objectives of this assignment are:

  • Support our client, CCU & sectoral experts & / or firms in identifying, consulting & coordinating with relevant stakeholders from government, private sector, civil society, academia & development partners.

  • Enrich stakeholder discussions to align LT LEDS with national climate goals, Nationally Determined Contributions (NDCs) & relevant sectoral policies (energy, transport, industry, etc).

  • Ensure effective facilitation, documentation & systematization of stakeholder inputs into the LT LEDS & MRV development process.

  • Strengthen the linkages & communication channels between the project team, our client, CCU & UN-Habitat & the Interinstitutional Committee on Climate Change, including the LED & technical committees.

  • Ensure stakeholder involvement is systematically updated & continued in the future climate planning.

  • Ensure women, youth & vulnerable groups inclusive engagement across all activities.

Methodology & scope of work:

  • The consultant will work under the supervision of the our client Project Manager & in close coordination with the Climate Change Unit, Ministry of Water & Environment (MoWE), Technical Advisors & experts, multilateral & bilateral donors & civil society ensuring successful consultations as deemed necessary. The consultant will coordinate with sectoral experts, line ministries, private sector & the Interinstitutional Committee on Climate Change to ensure structured stakeholder engagement aligned with project objectives.

  • The consultant prime responsibility is to ensure that consultation produces & results are to the required standard of quality & within the specified constraints of time & cost. Also, will ensure gender mainstreaming within the whole consultation process.

  • The scope of work includes stakeholder mapping & analysis, design stakeholder engagement plan, facilitation of multi actor consultations, institutional coordination, documentation & reporting, follow up & feedback & input systematization for the development of the LT LEDS & MRV system. The consultant will also contribute to building capacities for inclusive governance & dialogue & maintain collaborative working relationships among key project partners & stakeholders through effective communication, consultation & reporting.

  • The assignment is for ten (10) months, during this period the consultant will be based in the Climate Change Unit at the MoWE. His / her duties & tasks are based on the approved project proposal & detailed tasks & responsibilities are listed in section (4) below.

The consultant will be responsible for performing the following tasks in support of the development of Yemen’s LT LEDS & MRV system:

  • Conduct stakeholder mapping & analysis, including the identification, categorization & profiling of relevant national stakeholders across government institutions, private sector, civil society organizations, academic institutions & development partners. This includes assessing each stakeholder's role, influence, interests & capacity to contribute to the LT LEDS & MRV processes.

  • Based on the overall project workplan, design & implement a stakeholder engagement plan, outlining consultation strategies, communication tools, participation mechanisms & an inclusive engagement schedule tailored to Yemen’s climate governance context.

  • In coordination with project team, facilitate inclusive national & regional consultation workshops, meetings, dialogue sessions, focused group discussions, surveys etc. to gather stakeholder views & inputs, validate technical outputs & build consensus on the LT LEDS & MRV framework.

  • Act as a liaison between the CCU, our client project team & the Interinstitutional Committee on Climate Change (including the LED Committee & Technical Committee), ensuring timely flow of information & coordination.

  • Support institutional coordination, helping to align & connect sectoral expert groups, technical consultants & stakeholder institutions in the development process.

  • Develop consultation materials including background documents, presentations, briefing notes, templates & forms & questionnaires to ensure that stakeholders are fully aware of the LT LEDS & MRV process & subsequently ensure their effective participation & engagement.

  • Develop & apply tools (e.g. feedback forms, questionnaires, templates) to collect, document & systematize stakeholder inputs into a structured database or matrix for use by the project team & technical consultants.

  • Ensure inclusive participation of women & youth by applying participatory approaches that actively engage these groups & by ensuring their perspectives, needs & contributions are reflected in all stakeholder processes.

  • Prepare detailed documentation & reports including consultation minutes, meeting summaries, attendance lists, concerns, recommendations, engagement progress updates & input logs.

  • Develop a mechanism for providing feedback to stakeholders on the utilization of their input & contributions.

  • Provide periodic progress updates & support knowledge sharing across institutions to enhance national capacity for participatory climate governance.

  • Design a sustainability plan to maintain stakeholder involvement in LT LEDS updates, MRV reviews & future climate planning processes.

  • Provide policy advice on key issues in the area of stakeholder consultations.

  • Identify, collect & analyse policy related, relevant information & data.

  • Codify & provide best practices & lessons learnt, particularly linked to the areas of stakeholders’ capacity development & national (economic, social & human) development.

  • Maintain continuous dialogue & coordination with national partners.

  • Contribute to visibility of results to relevant national & international stakeholders & audiences.

  • Build partnerships with various governmental agencies, international organizations, banks, the private sector & civil society with a view to creating a platform for support to the Government of Yemen.

  • Ensure provision of policy advice services to the government and relevant ministries, local authorities & other stakeholders & facilitation of knowledge building focusing on achievement of anticipated results.

Project reporting

Key competencies
  • Bachelor’s degree in environmental studies, climate change, development studies, public administration, economics, social science, engineering or other relevant fields.

  • Minimum of 2 years of experience in climate change & low emission development, stakeholder engagement, participatory dialogue facilitation, governance coordination or program implementation in the context of climate change, environmental management or development planning.

  • Demonstrated experience in facilitating multi stakeholder processes & working with government, bi / multi lateral agency & / or UN agencies & cooperation with civil society.

  • Strong analytical, writing & communication skills.

  • Excellent computer literacy (MS Office, Windows XP, Internet), excellent communications, report writing & analytical skills.

  • Language proficiency in both written & oral English and Arabic.
