1. Project Background
The consultant will be expected to work closely with the Corporate Secretariat (SEC) and President’s Office, ensuring effective communication and collaboration with different departments on matters related to the Global Presence and High-level Engagement. The role involves strategic planning, negotiation skills, and adherence to Corporate Governance principles and agreements. The consultant should be available during key program periods and be flexible to address ad-hoc responsibilities as they arise.
2. Objectives of the Assignment
The consultant is primarily responsible for the implementation of AIIB’s Global Presence, ensuring the strategic oversight of timeline, procedures, and agreements in accordance with the institutional directives. In addition, she/he is responsible for supporting SEC’s role as the guardian of multilateralism and managing AIIB Senior Management’s high-level engagements.
3. Scope of Services
1. Global Presence: • Coordinating a Bank-wide working group for AIIB’s Global Presence to develop strategic oversight of timeline, criteria for the selection of offices, and preparation of institutional agreements, as well as to undertake the general desk research of candidate cities, including the studies of other MDBs offices outside its principal office. • Coordinating engagement with potential Host Members for AIIB’s Global Presence, including the initial outreach for fact findings, knowledge exchange on the internal legal procedures for establishing offices outside its principal office, as well as the consultation on the Host Member Agreement. • Leading the coordination and preparation for Board-requested documents on AIIB’s Global Presence, in consultation with relevant departments. • Leading the coordination for the budget-related issues on the Global Presence. 2. High-level Engagement: • Providing support on the high-level engagement activities including bilateral meetings, ceremonial events, and high-level visits to the Bank’s HQs, in accordance with AIIB’s Protocol Guidance. • Providing support on the diplomatic engagement, such as Ambassadors luncheon, Talk Series and New Year Reception. • Providing support on the preparation of the official correspondence draft and briefing notes for the high-level events.

4. Consultancy Output / Deliverables
- Lead a Bank-wide working group to create a strategic plan for AIIB's Global Presence, outlining timelines and criteria for selecting new office locations. Conduct detailed research on potential cities, leveraging insights from other MDBs with offices outside their main locations. - Initiate outreach to potential Host Members for fact-finding missions and facilitate knowledge exchanges on legal procedures for establishing offices. Consult on Host Member Agreements to ensure smooth and compliant operations. - Drive the preparation of documents related to Global Presence for presentation to the Board. - Facilitate key activities, events and high-level visits to AIIB HQ, ensuring adherence to AIIB's Protocol Guidance. - Draft official correspondence, and prepare briefings for high-level events

Qualification Requirement
- Educational Background o Minimum requirement of a master’s degree or equivalent in political science, international relations, public administration, international law, economics or a related discipline is required. - Experience o Minimum 8-10 years of experience in stakeholder management, policy analysis and coordination; experience in planning and executing events related to international affairs is desirable. - Skills: o Strong organizational and multitasking skills o Good communication and interpersonal abilities to manage diverse stakeholders and ability to build consensus o Good team player with strong initiative
