Project Context and Scope
The Project is implemented in Armenia to further strengthen the capacities of the national authorities to tackle cross-border organized crime and independent border management capacities. The primary national partners benefiting from its outcomes are the National Security Service of the Republic of Armenia (NSS) and its Border Guard Troops (BGT). The Project will build on the results achieved in recent years and will further advance the alignment of the border guard training/ educational system and standards with European and international best practices, enhance capacity to autonomously manage borders through enhanced secondary inspection as well as capacity to detect and counter irregular travellers, including terrorists and serious criminals through setting up Advance Passenger Information (API) and Passenger Name Record (PNR) data. The ToT training course is designed to prepare participants to become effective trainers themselves — equipping them not only with border management subject matter expertise but also with the skills to teach others.

Responsibilities
Tasks to be performed under this contract
Under the overall supervision of the Head of Office and the direct supervision of the Project Coordinator, as well as in close cooperation with relevant stakeholders, the local consultant will perform the following tasks:
- Conduct assessment of the needs, priorities, and requirements of the training system of the Border Guard Troops and identify the main skills, techniques, and methods to be developed. Develop a teaching module based on the findings.
- Develop the schedule, handouts, pre- and post- assessment tests, and other materials for delivering a 5-day training of trainers.
- Deliver the training of trainers in 3+2 format: deliver a 3-day training mainly in interactive, cooperative methods. At the end of the 3-day course, assign the participants tasks and after a month, deliver a 2-day course, during which the trainees will present their completed tasks and will strengthen their knowledge in interactive learning methods and techniques.
- Conduct pre- and post- assessments to evaluate the knowledge change of the trainees.
- Consult with the IOM project team on appropriate and agreed approaches to the specified tasks before their completion.
The course will be conducted mainly in interactive, cooperative methods. At the end of the 3-day course, participants will receive assignments. After a month, they will participate in a 2-day course, during which they will present their completed tasks. Participants will be introduced to interactive learning methods and techniques.
Category B Consultant is hired to provide the bellow deliverables, according to the proposed timeline:

Performance indicators for the evaluation of results
The Consultant Evaluation will be carried out based on the following indicators:
- Understanding of the scope of the assignment
- Professional competence and mastery of the subject matter of the consultancy
- Written and verbal communication skills, including development of teaching modules
- Delivering results consistent with the agreed Terms of Reference
- Establishing and maintaining a relationship with stakeholders to understand needs and gain support
- Accurately judging the amount of time and resources needed to accomplish a task
- Identifying key issues and proposing solutions, e.g. offering different options to solve problems to meet clients’ needs
- Working effectively with people from varied cultures and backgrounds
- Upholding and demonstrating the values of IOM in the daily consultancy activities
Qualifications
Education
- Completed advanced university degree in a relevant field.
Experience
- At least 5 years of proven experience preferably in skills training, teaching methods, educational methods.
- Previous experience in design, supervision, and implementation of training curriculum.
- Proven trainer with 3-5 years' experience in conducting TOT training, curriculum development etc.
- Experience in working with public administration, academia, local authorities, and institutions/organizations working on migration management issues or other related issues at national and/or local level.
- Experience in working with international organizations and UN agencies will be considered as an advantage.
Languages
- Fluency in Armenian and English is required (oral and written).
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
