Context

The GBV Specialist will be part of the Gender and Human Rights Unit in UNFPA PSRO, and the UNFPA FSM office. Under the direct supervision of the Gender and Human Rights Advisor, the GBV Specialist will support initiatives and provide administrative and technical assistance to enhance the implementation of the Yap State Action Plan of the National Strategy to End Violence Against Women and Girls in collaboration with the FSM Department of Health and Social Affairs.

Task description

Under the direct supervision of Gender and Human Rights Advisor, the UN Volunteer will undertake the following tasks to accelerate implementation of the state level action plan, as well as assess the needs to prepare for follow-on work by states to the current policy from 2025.

Technical Support and Implementation
• Consolidate protocols, guidelines, policies and service directories (including referral path-ways) which currently serve to support survivors of violence and create a mechanism to ensure accessibility of the information for EVAWG coordination in Yap.
• Support the implementation of an EVAWG coordination mechanism at state level, and participation in national level coordination meetings, representing Yap.
• Support the coordination of Government led coordination structures in Yap to ensure integration of minimum actions identified under the EVAWG policy and relevant action plans into decision making processes and outcomes.
• Support reporting on EVAW programmes and activities in Yap for state and national development frameworks and plans as well as international reporting requirements.
• Create and apply standard guidelines and protocols for Yap to promote the EVAWG policy and best practices in coordination and programming., including guidelines for establishment of state-based Referral mechanisms and sectoral minimum standards.
• Document achievements and gaps in the policy implementation for Yap and make recommendations through a report to the ministry and other key stakeholders to review and in-form 2025 planning for a follow-on policy or mechanism.
• Map capacity building needs to implement national EVAWG policy in Yap, with a strong focus on the capacity needs of the Yap Women’s Association. Make recommendations for workforce planning and establishing curricula to meet basic needs for psycho-social sup-port/ counselling and other gaps in GBV response mechanisms in Yap.


Partnerships and Coordination
• Periodically Mapping of stakeholders and health service facilities relevant for VAWG response and prevention programmes in Yap.
• In coordination with other relevant State level stakeholders, support the establishment or running of EVAWG coordination bodies, as feasible, and in coordination with other partners including SPC and other UN agencies.
• Support implementation of agreed-upon VAWG standard operating procedures, related policies and practices, as feasible
• Perform other duties related to the policy implementation and planning as required.
